Actively and resolutely remove obstacles at Hoang Mai II Industrial Park Project

On the morning of June 14, comrade Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee chaired a meeting to resolve difficulties and obstacles in the implementation of the Hoang Mai II Industrial Park Project.

Attending the meeting were comrade Bui Thanh An - Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee; leaders of departments, branches, Hoang Mai town, Quynh Luu district and Hoang Thinh Dat Joint Stock Company.

Expected to complete infrastructure construction by the end of 2024

The Hoang Mai II Industrial Park project was approved by the Prime Minister in principle for investment and approved the investor Hoang Thinh Dat Joint Stock Company in October 2023. The project area is 334.79 hectares, with a total registered investment capital of VND 1,900 billion.

Hoang Thinh Dat Joint Stock Company has developed a roadmap and plan for project implementation. Accordingly, it is expected to complete the procedures for granting a Construction Permit before September 31, 2024 and complete the construction of the industrial park's technical infrastructure before December 31, 2024.

Regarding compensation and site clearance, up to now, 54.9 hectares have been approved for measurement and the second phase of measurement has been completed with an area of ​​127 hectares. Hoang Mai Town People's Committee has issued a decision approving prices for 52 plots of land with an area of ​​37.83 hectares. Quynh Vinh Commune People's Committee is reviewing to submit for approval according to regulations.

According to the leaders of Hoang Mai town, the work of compensation and site clearance is facing many difficulties and obstacles. During the measurement process for the remaining area of ​​about 133 hectares, there are overlapping boundaries, incorrect locations and areas.

Some documents related to the issuance of Land Use Right Certificates for Can Bong area, village 22, Quynh Vinh commune have not been handed over to Hoang Mai town by the People's Committee of Quynh Luu district and the Land Registration Office of Quynh Luu district.

The origin of the land is unclear, has many owners, lacks legal documents, has disputes, overlaps, and the land allocation subject has not been determined.

Determining land type is difficult due to the process of converting from the Northwest Quynh Luu special-use forest to protective forest, production forest, converting some forestry land areas to agricultural land and other purposes, without accompanying maps, without specific coordinates.

On the other hand, identifying assets as trees and crops on land is difficult because there are no specific regulations or instructions for cases of intercropping many types of trees at high density. Many households build their own houses, barns, install irrigation systems, net houses, fence systems made of barbed wire, square steel, etc., which are not in accordance with regulations.

At the meeting, leaders of departments, branches, Hoang Mai town, Quynh Luu district and Hoang Thinh Dat Joint Stock Company focused on exchanging, analyzing and discussing solutions to solve problems and difficulties in compensation and site clearance.

Strengthen direction and arrange appropriate human resources

Concluding the meeting, Chairman of the Provincial People's Committee Nguyen Duc Trung emphasized that Hoang Mai II Industrial Park is a key project of the province to achieve the goal of attracting investment in a context with many advantages. This is also an industrial park with great development potential, with many investors currently planning to register to lease land to implement the project.

In the past time, the province has paid attention to directing; departments, branches, and Hoang Mai town have made efforts, made responsibilities, and have achieved initial results, but the level is still modest. Hoang Thinh Dat Joint Stock Company has built a roadmap and plan to implement the project. The planning for the construction of the industrial park has been submitted to the Provincial People's Committee by the Management Board of the Southeast Economic Zone.

Assessing the initial progress in site clearance, the Chairman of the Provincial People's Committee said that the implementation process still faced many difficulties and problems.

In the coming time, to ensure the project is implemented on schedule, Chairman of the Provincial People's Committee Nguyen Duc Trung requested departments, branches, localities and investors to focus and implement the tasks more drastically.

The leaders of Hoang Mai Town People's Committee need to increase attention, direction and arrange appropriate personnel to perform tasks related to compensation and site clearance; Fully implement measures to propagate, mobilize, persuade and require people to comply with the compensation and site clearance policy.

On the other hand, speed up the progress of reviewing and clarifying the current status of land use, land use process, collecting records and legal documents on land... related to land plots that need to be cleared; promptly make recommendations and proposals to relevant departments, branches and sectors for consideration, guidance and resolution; complete before June 30, 2024.

The Chairman of the Provincial People's Committee requests the Provincial Land Registration Office and the People's Committee of Quynh Luu district, according to their functions and tasks, to promptly provide and confirm relevant contents on the status of records and Land Use Right Certificates issued through the periods at the request of the People's Committee of Hoang Mai town; to be completed before June 25, 2024.

The Department of Finance shall preside over and coordinate with the Department of Agriculture and Rural Development, the Department of Construction and relevant agencies to review and advise on the application of compensation for crops, houses and architectural structures. Hoang Mai Town shall propagate and mobilize people not to plant more trees or build new structures within the project; to be completed before July 31, 2024.

In addition, the Department of Agriculture and Rural Development guides and supports the People's Committee of Hoang Mai town in determining the type of converted agricultural land. The Department of Natural Resources and Environment guides the People's Committee of Hoang Mai town in applying and processing documents related to land, recovering and processing forest records.

Chairman of the Provincial People's Committee Nguyen Duc Trung also assigned the Department of Finance to determine and balance capital sources to ensure conditions for approving the investment policy for the project to expand the traffic route from National Highway 48D to Hoang Mai II Industrial Park.

Immediately after the approval of the Hoang Mai II Industrial Park Construction Zoning Plan, the Southeast Economic Zone Management Board shall promptly review and complete the proposal dossier for the investment policy report on the drainage system project around Hoang Mai II Industrial Park, submit it to the Department of Planning and Investment for appraisal, and report to the Provincial People's Committee according to regulations.

Hoang Mai Town People's Committee presides over and coordinates with the Southeast Economic Zone Management Board and relevant agencies to survey, research, renovate and upgrade (if necessary) the drainage system from the downstream of Doi Tuong Lake to Hoang Mai River, ensuring drainage for Hoang Mai II Industrial Park and neighboring areas.

Chairman of the Provincial People's Committee Nguyen Duc Trung requested departments, branches and sectors, according to their functions and tasks, to focus, urgently coordinate, process documents and deploy related work to meet the progress of the Hoang Mai II Industrial Park Project.

Hoang Thinh Dat Joint Stock Company continues to implement and complete the measurement work for the remaining area; urgently complete legal procedures; closely coordinate with the sectors and Hoang Mai town during the project implementation process, report problems for timely handling.
