Nghe An implements plan to develop multi-use value of forest ecosystems
The plan aims to specify the goals, tasks and solutions for developing the multi-use value of forest ecosystems by 2030, with a vision to 2050 in Nghe An province.
Pursuant to Decision No. 208/QD-TTg dated February 29, 2024 of the Prime Minister approving the Project on developing multi-use values of forest ecosystems to 2030, with a vision to 2050 (hereinafter referred to as the Project), on June 13, 2024, the Provincial People's Committee issued Plan No. 439/KH-UBND to implement the Project in Nghe An province.
The plan aims to specify the objectives, tasks and solutions in the Project in line with the forestry development orientation in the province. Strengthen the leadership and direction of departments, branches, organizations, authorities at all levels and the active participation of the people; raise awareness of the role of developing, managing and sustainably using the values of forest ecosystems; disseminate and encourage people and local economic sectors to participate in implementing the Project.

The Project is aimed at developing sustainable wood supply sources through intensive farming and expanding large timber plantation areas to proactively supply raw materials for the wood processing industry; contributing to improving productivity, value of planted forests and added value of the wood processing industry.
Strive for the output of exploited raw wood in the province to meet at least 85% by 2030 and 100% by 2050 the raw material demand for the wood processing industry; 90% of wood and wood products use legal raw materials, meeting the requirements of the export market and domestic consumption.
Increase the value of non-timber forest products, develop models of growing medicinal plants under the forest canopy and especially develop concentrated large timber plantation material areas in the province. Develop effective and sustainable forms of agricultural, forestry and fishery production organization based on exploiting the potential and advantages of each region and locality, associated with effectively promoting indigenous knowledge to increase added value from forests, creating many products and services.
Develop forest environmental services on the basis of specifying and expanding types of forest environmental services; at the same time effectively manage and use resources from forest environmental services to ensure compliance with legal regulations.

Effectively deploy forest carbon sequestration and storage services; reduce greenhouse gas emissions from limiting deforestation and forest degradation, sustainable forest management, and green growth.
Develop community tourism, eco-tourism, sustainable resort and entertainment activities. Promote potentials and advantages, exploit the values of natural resources, cultural traditions, indigenous knowledge; expand types of tourism, pay attention to developing community tourism, rural tourism associated with cultural tourism products, history and indigenous knowledge of local communities.
Improve the effectiveness of nature conservation and biodiversity conservation of forest ecosystems. Attract ethnic minority laborers living near forests to work in the forestry sector; the proportion of forestry laborers who receive training, coaching, and technical guidance will reach 40% or more by 2030 and 70% by 2050.
Strive to increase the average income of ethnic minority workers participating in forestry production activities by 1.5 times compared to current income by 2030.
The Provincial People's Committee also requested departments, branches and localities to integrate and effectively implement the plan with national target programs, other programs and projects and combine with socialized resources to meet the tasks of developing the multi-use value of forests. Promote the application of science and technology and production from the stage of selecting, creating varieties, controlling the quality of seed sources; implement intensive technical measures to increase productivity and quality of forestry varieties; link raw material areas with concentrated commodity processing for some key products; build brands, create competitive advantages in the international market and meet domestic market demand.

Strengthen propaganda, mobilization and guidance for forest owners to continue participating in planting large timber forests and converting small timber forests to large timber forests associated with sustainable forest management certification; at the same time, organize training and disseminate regulations on sustainable forest management, development of large timber forests and sustainable forest management certification.
Building large timber plantation areas associated with the forest products processing and trading industry according to the value chain for the period 2024-2030; developing refined and deep processing technology to increase the added value of wood products; utilizing waste and by-products in wood processing to produce products for consumption and export; gradually reducing the proportion of raw processed products such as wood chip production for export.
Improve the ability to link markets and create linkages in the chain of journeys of planted forest wood products from production to consumption, linking forest owners and businesses, creating favorable conditions for forest owners to link production, access stable markets, and increase the added value of planted forest wood products.

The Provincial People's Committee requests directors of departments, heads of relevant provincial-level departments and branches, chairmen of district, city and town People's Committees, according to their assigned functions and tasks, to seriously and effectively organize and implement the plan.
The People's Committees of districts, towns and cities shall strengthen propaganda and education to raise awareness of the role of sustainable development and management of forest ecosystem values to organizations and individuals living in the area; disseminate and encourage local people and economic sectors to participate in forest management, protection and development, and biodiversity conservation. Develop a plan to implement the Project in accordance with the actual situation of the locality.
