National Assembly delegates from Nghe An province propose regulations to ensure fire safety for houses combined with businesses.
On the afternoon of June 19, the National Assembly discussed in groups the draft Law on Fire Prevention, Fire Fighting and Rescue and the draft Law on People's Air Defense.
The National Assembly delegation of Nghe An province discussed in Group 3 with the delegations of the provinces: Bac Kan and Quang Ngai. Attending the discussion session was Senior Lieutenant General Tran Quang Phuong - Member of the Party Central Committee, Vice Chairman of the National Assembly, National Assembly Delegate of Quang Ngai.
Comrade Thai Thanh Quy - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the Provincial National Assembly Delegation chaired the discussion.
At the discussion session, delegates highly agreed with the promulgation of the Law on Fire Prevention, Fire Fighting and Rescue; and at the same time expressed many opinions on specific contents proposed in the draft.
Delegate Thai Thi An Chung - Member of the Provincial Party Executive Committee, Deputy Head of the National Assembly Delegation of Nghe An province raised concerns about the recent occurrence of many fires related to housing, especially housing combined with business.
However, according to the opinion of the delegate of Nghe An delegation, the legalization in the draft is not strong enough to prevent and fight fires for houses combined with business when it only proposes to regulate conditions to ensure fire safety as for houses and adds the requirement "there must be a solution to prevent fire between the residential area and the business area".
Delegate Thai Thi An Chung suggested that the Drafting Committee study and develop a separate article in the draft law regulating conditions for ensuring fire safety for houses combined with businesses; in which it is necessary to clearly stipulate residential areas, types of houses that are combined with businesses; which services are allowed to be combined with businesses in houses...
Delegate Thai Thi An Chung also suggested that the regulation that “in case of fire in a village or residential group, the village chief or residential group leader is the person in charge of fire fighting” should be considered; because the heads of residential groups and hamlets are basically elderly people and do not work full-time; villages and residential groups are not government level. Therefore, placing responsibility on the village or residential group leader will not be guaranteed and is unreasonable.
Regarding the regulation that "households, within their capacity and conditions, should equip themselves with fire prevention, fire fighting, rescue and first aid equipment", in the draft law, delegates said that it should be specifically legalized so that at least each family has a basic fire prevention and fighting device; thereby, each person and family will be more aware of fire prevention work.
Also related to the draft Law on Fire Prevention, Fire Fighting and Rescue, delegate Vo Thi Minh Sinh - Member of the Provincial Party Standing Committee, Chairman of the Vietnam Fatherland Front Committee of Nghe An province expressed concern when proposing the regulation that "household owners are responsible for: Coordinating with agencies, organizations and other households in ensuring safety conditions for fire prevention, fire fighting, rescue when required under permitted conditions and capabilities, and safely managing and using flammable and explosive substances".
According to the delegate of Nghe An, the phrase "when required under conditions and capabilities" should be removed, thereby the Law should be rigidly regulated so that people must proactively ensure minimum fire prevention conditions, as well as the responsible authorities to guide families, coordinate with the Fatherland Front Committee and socio-political organizations to launch contents on fire prevention and fighting. The delegate also suggested to study and include it in schools as a subject of skills related to fire prevention, fighting, rescue and rescue.
Delegate Vo Thi Minh Sinh proposed that it is necessary to base on Decree No. 83/2017/ND-CP of the Government regulating the rescue work of the fire prevention and fighting force; Decree No. 30/2017/ND-CP of the Government regulating the organization and operation of incident response, natural disasters and search and rescue; Decree No. 93/2021/ND-CP of the Government on mobilizing, receiving, distributing and using voluntary contributions to support overcoming difficulties caused by natural disasters, epidemics, incidents; supporting patients with serious illnesses to review and ensure consistency in content, including related concepts.
The delegate of Nghe An delegation suggested that it is necessary to evaluate and include in the Law specific regulations on ensuring resources for fire prevention, fire fighting and rescue work because this is a daily task that can happen anytime, anywhere, so it is necessary to arrange appropriate resources; at the same time, research policies related to volunteer forces in case of unfortunate risks when participating in rescue, fire prevention and fire fighting.
Speaking on the draft Law on People's Air Defense, Major General Tran Duc Thuan - Standing Member of the National Assembly's Committee on National Defense and Security, National Assembly Delegate of Nghe An; from the perspective of the examining agency, further discussed the scope of regulation, the viewpoint of the National Assembly's Committee on National Defense and Security on the name and scope of regulation of the Law; policies on building and mobilizing people's air defense forces; management of unmanned aircraft and ultralight aircraft; ensuring aviation safety; and resources for implementation.
Earlier, in the early afternoon, the National Assembly listened to the presentation and examination report on the draft Law on People's Air Defense; the draft Law on amending and supplementing a number of articles of the Land Law No. 31/2024/QH15, the Housing Law No. 27/2023/QH15, the Law on Real Estate Business No. 29/2023/QH15, the Law on Credit Institutions No. 32/2024/QH15 at Dien Hong Hall.
