The Prime Minister attended the meeting between the Standing Editorial Board of the two Sub-committees of the 14th National Party Congress.

The meeting aimed to discuss a number of major and important issues expected to be presented in the Political Report and the Socio-Economic Report to ensure consistency between the two Reports in the spirit of direction of General Secretary Nguyen Phu Trong: The Political Report is the central report, the Socio-Economic Report is the thematic report.

Attending the meeting were comrade Nguyen Xuan Thang - Politburo member, Director of the Ho Chi Minh National Academy of Politics, Chairman of the Central Theoretical Council, Head of the Editorial Team of the Document Subcommittee and comrade Nguyen Chi Dung - Party Central Committee member, Minister of Planning and Investment, Head of the Editorial Team of the Socio-Economic Subcommittee.

At the working session, the two Standing Editorial Boards discussed a number of important and outstanding contents of the two draft Reports, focusing on issues of assessing the situation of 5 years of implementing the Socio-Economic Development Strategy 2021-2030, viewpoints, development goals and main tasks and solutions for the 5-year period 2026-2030.

During the process of drafting the Political Report and the Socio-Economic Report, the two Editorial Teams will continue to hold discussions and exchange on specific contents to ensure consistency of content between the two Reports according to the requirements of the Central Committee and the direction of General Secretary Nguyen Phu Trong.

Speaking at the meeting, Prime Minister Pham Minh Chinh emphasized the important tasks in preparing for the 14th National Party Congress: Building the right, accurate, feasible guidelines, in line with the trends and flow of the times, maximizing the country's resources; building the apparatus and staff; organizing good implementation, closely following the policies and guidelines but being flexible and effective in leadership, direction and administration.

According to the Prime Minister, up to now,We have basically formed a fairly clear theoretical system on socialism and the path to socialism in Vietnam with "3 pillars, 1 consistent and 6 focuses", suitable to the situation of the world, the region and Vietnam; on the basis of Marxism-Leninism, Ho Chi Minh thought, creatively applied in the conditions of Vietnam with thousands of years of cultural and historical traditions.

In which, the three main pillars are building a socialist rule-of-law state, building a socialist-oriented market economy, and building socialist democracy.

The consistent viewpoint is: Taking people as the center, the subject, the goal, the resource and the driving force for development; not sacrificing progress, fairness, social security and the environment to pursue mere economic growth.

We also identify six key tasks including:

Firstly, implement an independent, self-reliant, diversified, multilateral foreign policy, be a good friend, a reliable partner, and a responsible member of the international community, promote the identity of "bamboo diplomacy", be sincere, trustworthy, and effective.

Second, economic development is the central task, building an independent and self-reliant economy associated with active and proactive international integration, deeply, substantially and effectively; focusing on implementing three strategic breakthroughs.

Third, implement the national defense and security policy, build a solid national defense posture, people's security posture, and people's hearts posture, and persistently pursue the 4 no's defense policy.

Fourth, cultural development is the spiritual foundation, "if culture exists, the nation exists, if culture is lost, the nation is lost", "culture lights the way for the nation", culture has national, scientific, and popular characteristics.

Fifth, implement a comprehensive, inclusive, integrated social security policy, ensuring social equity and progress, leaving no one behind.

Sixth, Party building is the key task, personnel work is the key of the key, improving the leadership capacity and fighting strength of Party organizations and Party members; resolutely fighting against corruption and negativity, with no forbidden zones, no exceptions, regardless of who the person is.

According to the Prime Minister, on that basis, through the Congress terms, we continue to summarize, inherit, supplement, and clarify the theoretical system on socialism and the path to socialism in our country.

Regarding socio-economy, the Prime Minister suggested carefully analyzing the context of implementing socio-economic development tasks during the 13th National Congress term with the unprecedented COVID-19 pandemic in human history, the consequences of which still last until now; strategic competition between countries; conflicts and wars in many regions; the world is generally peaceful, but there is still war in some areas; the world is generally peaceful, but there is still tension in some areas; the world is generally stable, but there is still conflict in some areas.

In that context, Vietnam has basically achieved the set goals: Inflation is controlled, growth is promoted, the macro economy is basically stable, and major balances are ensured. In the context of low world economic growth, Vietnam's growth rate is very commendable; it is necessary to continue to create new momentum, confidence, new motivation, and new victories.

Many other major goals are also possible to achieve, especially the development of the highway system. Along with that, we devote large resources to ensuring social security, social justice, and environmental protection. Vietnam is also "a step behind" in preventing and fighting the COVID-19 pandemic. National defense and security are guaranteed, foreign affairs and integration are promoted, political stability, social order and safety are maintained, a peaceful, stable, cooperative and developing environment is maintained...

The Prime Minister said that the above results were achieved with appropriate thinking, methodology and approach to solving problems, with the spirit of respecting reality, closely following reality, starting from reality, taking reality as a measure, applying guidelines, lines and policies creatively, flexibly and effectively.

The Prime Minister stated that in a volatile world situation, Vietnam's approach has proven to be effective.

That approach is to take internal resources (including people, nature, historical-cultural traditions) as fundamental, strategic, long-term, decisive, external resources as important, breakthrough, regular; resources originate from thinking, motivation originates from innovation, strength originates from the people; promote resource mobilization from public-private partnership, implement 3 strategic breakthroughs; institutions are also resources, driving forces for development; promote decentralization, decentralization, coupled with appropriate resource allocation, improve implementation capacity of subordinates and strengthen inspection, supervision, and control of power.

The result is that the material and spiritual life of the people has been improved; our country has never had the foundation, potential, position and international prestige as it does today.

Regarding lessons learned, the Prime Minister further emphasized that we are increasingly mature in theory, vision, implementation, thinking, methodology, and approach to handling domestic and international issues, and are increasingly courageous, and thanks to that courage, we have overcome difficulties and challenges. Another important lesson is to constantly consolidate, strengthen, and promote solidarity and unity under the leadership of the Party, headed by General Secretary Nguyen Phu Trong.

In the coming time, the Prime Minister pointed out that on the basis of the summary, we will continue to clarify, supplement, and develop theoretical awareness of socialism and the path to socialism in our country.

Regarding socio-economic development, it is necessary to carefully analyze the goals, the basis for achieving the goals, the scenarios, tasks, and solutions. In particular, the goals need to be striven for, continue to implement 3 strategic breakthroughs, focus on promoting science and technology, innovation, start-ups, training high-quality human resources, etc.

Regarding solutions, in addition to existing solutions, it is necessary to continue to renew traditional growth drivers and vigorously promote new growth drivers such as digital transformation, green transformation, circular economy, knowledge economy, sharing economy, and development of emerging industries.

Regarding resource mobilization, it is necessary to focus on removing obstacles in institutions, mechanisms and policies; promoting decentralization and delegation of power; cutting and simplifying administrative procedures, reducing inconvenience and harassment for people and businesses.

Emphasizing the spirit of openness, responsibility, daring to think, daring to do, great effort, concentration, and high effort, the Prime Minister highly appreciated and hoped that the two Editorial Teams would continue to coordinate closely and effectively, and that experts would actively participate to closely assess the situation, propose feasible and highly effective goals, tasks, and solutions, and consolidate and strengthen the trust of society, people, businesses, investors, friends, and international partners.
