The Nghe An Provincial Party Committee and People's Committee have issued many documents strictly prohibiting cadres, party members, civil servants and public employees in the political system from interfering with or influencing the process of checking and handling violations related to alcohol concentration. At the same time, they require the authorities to resolutely and strictly handle violations with the viewpoint of "no forbidden zones, no exceptions".
In order to create positive changes, towards forming the habit and culture of "don't drive after drinking alcohol", first of all among cadres, civil servants, public employees and armed forces; gradually "restore order and discipline in compliance with traffic laws for both traffic participants and traffic law enforcers", the Standing Committee of Nghe An Provincial Party Committee issued Official Dispatch No. 1763-CV/TU on "strengthening leadership and direction in compliance with legal regulations on traffic order and safety in Nghe An province".

In particular, it requires Party executive committees, Party delegations, the Fatherland Front and socio-political organizations, heads of provincial, district, city, municipal departments, branches, and affiliated party committees to thoroughly disseminate, propagate, and remind cadres, civil servants, public employees, party members, armed forces, and workers of units and localities to voluntarily and strictly comply with the provisions of the law on preventing and combating the harmful effects of alcohol and beer. Review and supplement the content of "not driving vehicles when drinking alcohol, alcoholic beverages, or stimulants" into the working regulations and internal rules of agencies and units; propose strict sanctions for individuals who violate and handle the responsibility of the heads and related groups; require party members, cadres, soldiers, civil servants, and public employees to write a commitment not to violate the above content.
At the same time, direct cadres, civil servants, public employees, party members, armed forces, and workers of units and localities to coordinate and support the police force in general and the traffic police in particular in inspecting and handling violations of alcohol concentration when driving vehicles. Strictly prohibit all acts of opposition and interference in any form with the handling of violations by functional forces. "Require each cadre, civil servant, public employee, party member, and armed force to be exemplary and take the lead in complying with the provisions of the law on traffic safety and order. It is strictly forbidden to cover up, change, or ignore violations of alcohol concentration when driving a vehicle in traffic.
In fact, there have been a number of cases where civil servants, public employees, officers and soldiers of the armed forces have violated and been handled, such as the case of a driver of a blue-plate car in Tuong Duong district violating the alcohol concentration level of 0.173 mg/liter of breath on the evening of September 22, 2023. The case of an officer of the armed forces not complying with the order to check alcohol concentration, resisting and driving the vehicle to flee occurred on January 21, 2024 on Tran Phu Street, Vinh City; when the car fled to Chu Van An Street, it was stopped by the Traffic Police - Order of Vinh City Police, arrested and brought to the headquarters of Vinh City Police to make a record, catching the offender red-handed for the act of resisting a person on duty, to be strictly handled according to the provisions of law. In addition to the exemplary role of cadres, civil servants and public employees, the Provincial Party Committee and the People's Committee of Nghe An province especially emphasize the responsibility of leaders in forming a "traffic culture" in agencies and units. Official dispatch No. 1763-CV/TU of the Standing Committee of the Provincial Party Committee on "strengthening leadership and direction in compliance with legal regulations on traffic order and safety in Nghe An province" clearly states: "Heads of agencies, units and localities are responsible before the Standing Committee of the Provincial Party Committee if they allow cadres, civil servants, public employees and party members of their agencies and units to violate or do not strictly handle or properly handle violations of regulations on driving vehicles while drinking alcohol, beer or using stimulants".

Previously, in Plan 328/KH-UBND dated May 16, 2023 on implementing Directive No. 10/CT-TTg of the Prime Minister on strengthening the work of ensuring order and safety of road traffic in the new situation, the People's Committee of Nghe An province also clearly stated that it would consider and handle the responsibility of the heads of local Party committees and authorities if the traffic order and safety situation became complicated in the area due to lack of leadership, direction, inspection, supervision or inadequate implementation of responsibilities within the scope of management.
From the viewpoint of "no forbidden zones, no exceptions" in handling alcohol concentration violations of the Provincial Party Committee and Provincial People's Committee, the functional forces in Nghe An province have been implementing many synchronous solutions, combining propaganda work with strict handling of violations.

In addition, it contributes to building a cultural life in each family and community; forming the habit of "if you drink alcohol, do not drive" for people when participating in traffic. Therefore, in the coming time, the provincial traffic police force will continue to mobilize and arrange forces, thoroughly use means and technical equipment to organize patrols, control, detect and strictly handle violations that are the direct causes of traffic accidents; in particular, violations of alcohol concentration when driving on roads. Teams and stations coordinate with local police to inspect and handle violations of alcohol concentration on national highways, provincial roads and all routes managed by localities, especially at noon and in the evening, on holidays, weekends... to ensure compliance with the directive spirit of "no forbidden zones, no exceptions".
In addition, the Traffic Police force organizes propaganda at food and beverage establishments that serve alcohol (restaurants, karaoke bars, eateries, etc.), reminding customers to strictly comply with the law on preventing and combating the harmful effects of alcohol. At the same time, mobilize restaurant and eatery owners to sign a commitment to comply with the law on preventing and combating the harmful effects of alcohol, and support customers who have consumed alcohol to use technology-based motorbike taxi services, taxis, and car-hailing services to get home safely, etc.

Along with the participation of the traffic police force, departments and organizations in the political system at all levels also actively coordinate with functional forces to promote propaganda campaigns to raise people's awareness of traffic safety, in order to minimize accidents involving drivers violating alcohol concentration.
In particular, the Traffic Safety Committee of Nghe An province has implemented many propaganda activities in many forms, applying digital technology to expand access to many subjects. At the same time, it has coordinated to develop propaganda programs suitable for different subjects such as "workers building traffic culture", "farmers with traffic safety", "Students participating in building traffic culture" ...

At the 7th Session of the 15th National Assembly, the regulation on the absolute ban on drinking alcohol while driving received the attention and support of elected representatives. After reviewing and consulting with representatives, the National Assembly Standing Committee decided to choose the option of an absolute ban on alcohol concentration while driving to submit to the National Assembly for approval. This shows the determination of the entire political system to build a traffic culture of "if you drink alcohol, do not drive".
