Every citizen will be issued an electronic identity card from July 1.

The 2023 Law on Identification has added provisions on electronic identification. Accordingly, from July 1, 2024, each citizen will be issued an electronic identification to facilitate administrative transactions. Colonel Luong The Loc - Head of the Department of Administrative Management of Social Order - Provincial Police had an interview with Nghe An Newspaper reporters about issues of concern to the people.

PV:Can you tell me what an electronic ID is and what is its value?

Colonel Luong The Loc:Previously, when the Citizen Identification Law was issued, people used chip-embedded citizen identification cards in transactions, replacing identity cards. However, according to the 2023 Citizen Identification Law, effective from July 1, 2024, in addition to using identity cards, people will also have electronic identification cards.

Electronic ID is the identity of Vietnamese citizens expressed through an electronic identification account created by an electronic identification and authentication system (according to Article 3, Law on Identification).

According to Article 31 of the Law on Identification, each citizen has only 1 electronic identification card. Information in the electronic identification card includes some information already in the National Population Database (Last name, middle name and given name; Personal identification number; Date of birth; Gender; Place of birth; Place of birth registration; Hometown...) and some information in the Identity Database (Identification information; Occupation...).

In addition, if requested by citizens, information such as health insurance cards, social insurance books, driver's licenses, etc. will be integrated into the electronic ID. However, this information must be authenticated through the National Database and Specialized Database.

According to Article 33 of the 2023 Law on Identification, the usage value of electronic identification is stipulated as follows:

- Electronic identification has the value of proving identity and other information that has been integrated into the electronic identification of the person granted the electronic identification to perform administrative procedures, public services, transactions and other activities according to the needs of citizens.

- In the process of handling administrative procedures, public services, performing transactions and other activities, if there is a difference between the information printed on the ID card or information stored in the encrypted storage part of the ID card and the information in the electronic ID, the agency, organization or individual using the information in the electronic ID.

PV: Will electronic ID replace ID card, sir?

Colonel Luong The Loc:Identity cards and electronic identification cards are two different forms of representation, both containing information about a citizen's identity. In which, the identity card is represented in physical form (a plastic card), while electronic identification is information about a person's identity expressed in electronic form in an electronic identification account created by an electronic identification and authentication system. Electronic identification cards are continuously updated with citizen information if there is a change.

In addition to the basic information including the information shown on the ID card, the electronic ID card is supplemented with some other information to maximize the utility and value of the ID card in the electronic environment to better serve the transaction needs of the people.

Electronic identification is used to perform administrative procedures, public services, transactions and other activities according to citizens' needs. Electronic identification has the same value as using an identification card in performing transactions requiring the presentation of an identification card;

It has the value of providing information in documents and papers that have been integrated into the electronic identification account for competent agencies and organizations to compare when performing transactions that require the presentation of such documents.

Currently, the electronic identification and authentication system is designed to accommodate 180 million daily accesses to the VNeID application.

PV: Can you tell me when the electronic ID will be locked and unlocked?

Colonel Luong The Loc:The electronic ID card will be locked when the person granted the electronic ID card requests to lock it; or violates the agreement on using the national identification application; or has the ID card revoked or withheld; or dies; or there is a request from the prosecution agency or other competent authority.

Depending on each case, the electronic ID card is unlocked when the person granted the electronic ID card requests it; or has corrected violations of the agreement on using the national identification application; or the ID card is returned; or the competent authority requests it.

PV: Regarding the process of issuing electronic ID cards, what should people do?

Colonel Luong The Loc:Regarding the electronic ID card issuance process, people go to the ID card issuance procedure place of the district-level police or the one-stop department of the provincial-level police to complete the electronic ID card issuance procedure.

Citizens can apply for an electronic ID card through the physical ID card issuance process or present their existing ID card to apply for an electronic ID card, provide information about the registered mobile phone number and request additional documents such as vehicle registration, driver's license, social insurance card, etc. The information is integrated into the electronic ID card. The receiving officer enters the information provided by the citizen and proceeds with the steps to receive the citizen's application. Next, the electronic identification and authentication management agency checks and authenticates the information of the citizen requesting an electronic ID card and notifies the result of the electronic ID card registration via the national identification application, SMS message or email address.

PV: One issue that many people are concerned about today is: In which cases does it not need to change to an ID card from July 1st, sir?

Colonel Luong The Loc:Article 46 of the 2023 Law on Identification stipulates that there is no need to change the ID card from July 1, 2024, including: Citizen ID cards issued before July 1, 2024 and are valid until the expiration date printed on the card; Identity cards that are valid until December 31, 2024 are valid until this date.

Thus, people with CCCD/ID cards in the above cases are not required to change their ID cards from July 1, 2024, except in the following cases:

- CCCD/ID card is damaged and cannot be used;

- Name and identification information has been changed.

- Redefine hometown and gender.

- The information on the card is incorrect.

- When citizens need to change to an ID card to use a new type of personal document.

Note that legally issued documents using information from ID cards and citizen identification cards will retain their validity; state agencies are not allowed to request citizens to change or adjust information on ID cards and citizen identification cards in issued documents.
