Ethnic people of Ky Son maintain '3 Yen'

By mobilizing resources from national target programs in Ky Son, people have gradually escaped poverty. Many of them have taken the lead in effective livestock production, spreading the economic movement, preserving cultural identity, contributing to maintaining "3 peaces": peace for the people, peace for the border, peace for the area.

Boldly develop the economy, build new countryside

In 2018, Mr. Moong Van Chun was a poor household in Khanh Thanh village, Nam Can commune (Ky Son). At that time, he was supported with a loan of 40 million VND from preferential policy capital for ethnic minorities to buy goats to raise. After only 1 year of efforts to care for and properly implement disease prevention techniques, the herd of breeding goats developed well, helping the family earn income from selling goats for meat at an average price of 2.5 - 3 million VND/head. With the "profit" from raising goats, Mr. Chun bought more cows, breeding pigs... and successfully built a farm. Up to now, Mr. Chun's farm maintains more than 200 goats; more than 30 buffaloes and cows; more than 20 pigs and nearly 300 chickens and ducks... bringing in an income of over 150 million VND/year for the family.

In Muong Long commune, Mr. Vu Tong Po has also become one of the typical good economic models of Ky Son district thanks to knowing how to apply the State's support policies. Mr. Vu Tong Po said: In 2018, when the State supported breeding animals and preferential loans, he mobilized his family's "savings" and borrowed an additional 70 million VND to buy an incubator and a generator to raise native black chickens. From this method, Mr. Po has built a facility to supply native black chickens for the entire district. His incubator has a capacity of 1,000 eggs/incubation, providing over 1,000 broilers, each batch has met the local demand for native black chickens, bringing in revenue of 750 - 800 million VND/year.

“Up to now, thanks to pioneers like Mr. Vu Tong Po, Muong Long commune has had abundant resources to help people escape poverty, and serve the commune’s new economic sector, which is developing community ecotourism. He also participated in patriotic emulation movements and was honored as a typical good farmer and businessman nationwide for the 6th time”, said Mr. Vu Ba Xu - Vice Chairman of Muong Long Commune People’s Committee.

Mr. Tho Ba Re - Vice Chairman of Ky Son District People's Committee said that thanks to the positive and effective impacts from the implementation of economic and social development policies for ethnic minorities, the movement of good farmers and businessmen has contributed to changing people's awareness in changing farming methods and promoting the existing advantages of each locality.

Currently, the whole district has more than 145 poverty reduction models, aiming at getting rich, including more than 83 household economic models; more than 62 farm economic models. The models mainly focus on developing livestock and synthesis, the average income in the models reaches from 70 - 100 million VND/model such as: The model of Mr. Moong Van Chun's household in Nam Can commune; Mr. Vi Van Hung's household in Na Loi village, Na Loi commune; Mr. Vu Tong Po in Muong Long 1 village, Muong Long commune; Mr. Vu Va Chong in Trung Tam village, Huoi Tu commune...

Ky Son district has a population of more than 83,400 people, of which 94.89% are ethnic minorities, including the Kho Mu ethnic group 37.13%; Mong ethnic group 34.28%; Thai ethnic group 25.27%; Kinh and Hoa ethnic groups 3.32%...

Ky Son District Party Secretary Vi Hoe said that every year, the Party and State have many policies and guidelines to prioritize mountainous areas and ethnic minorities in the fields of economy, culture - society, national defense - security. Through programs and investment projects to build infrastructure, develop the economy - society, eliminate hunger, reduce poverty, build new rural areas...

In particular, national target programs, especially the National Target Program on Socio-Economic Development, have initially shown positive results. In Ky Son district, programs, projects, and policies on poverty reduction and livelihood support have been implemented with the goal of sustainable development. Thanks to that, from 2019 to present, the annual poverty rate has decreased by 3-5%; the rate of ethnic minority households using clean water has reached 82%. 18/21 communes have asphalted or concreted car roads to the commune center, reaching 85.71%. The rate of villages with hardened car roads to the center has reached 47.67%...

In addition to focusing on economic model development and new rural infrastructure construction, with the advantages of highland products, Ky Son district also focuses on investing, supporting and encouraging people to participate in the One Commune One Product (OCOP) Program. Up to now, this remote district has 14 products that meet 3-star OCOP standards, such as: ginger, Tuyet Shan tea, Sao La drinking water, Muong Ky clean wine, sausage and beef, Hau Que smoked pork, Muong Long community tourism services, O Huong wine, Ky Son sticky rice wine, etc.

Building a grassroots political system

Along with policies to support socio-economic development, investment resources for new rural construction are also integrated to create breakthroughs in sustainable hunger eradication and poverty reduction. Not only boldly rising up in labor and production, actively eliminating hunger and reducing poverty, Ky Son ethnic people also participate in building the grassroots political system, maintaining movements to protect the peaceful and friendly border with the Lao people "mountains inter-mountain, rivers inter-river". Every year, the training and fostering of ethnic minority cadres is always a top priority. Up to now, after 3 years of implementing the Resolution of the District Party Congress, Ky Son has sent more than 1,446 ethnic people to participate in training and fostering classes, focusing mainly on training in professional qualifications, political theory; training in state management, ethnic languages; training in professional titles...

Currently, the total number of ethnic minority cadres, civil servants and public employees in Ky Son is 1,305/2,398 people, accounting for 54.4%. Of which, 20/39 leaders and managers at district and department levels, and leaders and managers of public service units are ethnic minorities, accounting for 51.2%... The proportion of female cadres and young ethnic minority cadres in the political system at all levels is 693 people, accounting for 28.8%; young cadres are 655 people, accounting for 27.3%.

With more than 90% of the population being ethnic minorities, Ky Son district determined that consolidating and improving the quality of the political system, enhancing the leadership capacity and fighting strength of grassroots Party organizations, the effectiveness and efficiency of government management and administration, and the operational efficiency of the Fatherland Front and mass organizations are extremely important to maintain "3 peace".

In particular, strengthening the building and consolidation of the great national unity bloc, fighting against all manifestations of localism, causing division and disunity; effectively implementing the grassroots democracy regulations, promoting the role of village elders, village chiefs, clan chiefs, prestigious people among ethnic minorities... in order to effectively implement the Party and State's policies and guidelines for ethnic minorities, effectively performing political, economic, cultural and social tasks, ensuring national defense and security in the locality.
