The people of Ky Son district maintain the "three peace" principles.
By leveraging resources from national target programs in Ky Son, the local people have gradually escaped poverty. Many have taken the lead in efficient livestock production, spreading the movement to develop the economy, preserving cultural identity, and contributing to maintaining the "three peace": peace for the people, peace for the border, and peace for the locality.
Boldly develop the economy and build new rural areas.
In 2018, Mr. Moong Van Chun was a poor household in Khanh Thanh village, Nam Can commune (Ky Son district). At that time, he received a 40 million VND loan from the preferential policy for ethnic minorities to buy goats for breeding. After just one year of diligent care and proper disease prevention techniques, his goat herd thrived, providing his family with income from selling goat meat at an average price of 2.5 - 3 million VND per goat. With the profits from goat farming, Mr. Chun bought more cows and pigs, and successfully built his farm. To date, Mr. Chun's farm maintains over 200 goats; over 30 buffaloes and cows; over 20 pigs; and nearly 300 chickens and ducks, bringing his family an income of over 150 million VND per year.

In Muong Long commune, Mr. Vu Tong Po has also become one of the outstanding economic role models in Ky Son district thanks to his ability to utilize government support policies. Mr. Vu Tong Po said: In 2018, when the government provided support in the form of breeding stock and preferential loans, he mobilized his family's savings and borrowed an additional 70 million VND to buy an egg incubator and a generator to raise native black chickens. Through this approach, Mr. Po has built a facility supplying native black chicken breeds to the entire district. His egg incubator has a capacity of 1,000 eggs per incubation cycle, providing over 1,000 broiler chickens. Each batch of chickens sold meets the local demand for native black chicken breeds, generating revenue of 750-800 million VND per year.

“To date, thanks to pioneers like Mr. Vu Tong Po, Muong Long commune has had quite abundant resources to help people escape poverty and serve the commune's new economic sector, which is the development of community-based ecotourism. He also participates in patriotic emulation movements and was honored as an exemplary farmer in production and business nationwide for the sixth time,” said Mr. Vu Ba Xu, Vice Chairman of the People's Committee of Muong Long commune.
Mr. Tho Ba Re, Vice Chairman of the Ky Son District People's Committee, said that thanks to the positive and effective impacts of implementing socio-economic development policies for ethnic minorities, the movement of skilled farmers in production and business has contributed to changing the awareness of the people in changing farming methods and developing the existing advantages of each locality.
Currently, the entire district has more than 145 poverty reduction and wealth creation models, including over 83 household economic models and over 62 family farm economic models. These models mainly focus on livestock and diversified farming, with average incomes ranging from 70 to 100 million VND per model, such as: the model of Mr. Moong Van Chun in Nam Can commune; the family of Mr. Vi Van Hung in Na Loi village, Na Loi commune; Mr. Vu Tong Po in Muong Long 1 village, Muong Long commune; Mr. Vu Va Chong in Trung Tam village, Huoi Tu commune…
Ky Son district has a population of over 83,400 people, of which 94.89% are ethnic minorities, including the Khmu ethnic group (37.13%), the Mong ethnic group (34.28%), the Thai ethnic group (25.27%), and the Kinh and Hoa ethnic groups (3.32%).
According to Vi Hoè, Secretary of the Ky Son District Party Committee, every year, the Party and State have many policies and guidelines prioritizing mountainous regions and ethnic minorities in the fields of economy, culture and society, and national defense and security. These include programs and investment projects to build infrastructure, develop socio-economic conditions, alleviate poverty, and build new rural areas…

In particular, national target programs, especially the National Target Program for socio-economic development, have initially shown positive results. In Ky Son district, poverty reduction programs, projects, and livelihood support policies have been implemented with a focus on sustainable development goals. As a result, from 2019 to the present, the annual poverty rate has decreased by 3-5%; the percentage of ethnic minority households with access to clean water has reached 82%. 18 out of 21 communes have paved or concrete roads leading to their centers, reaching 85.71%. The percentage of villages with hardened roads leading to their centers has reached 47.67%...
Besides focusing on economic development and building new rural infrastructure, with its advantages in highland products, Ky Son district also prioritizes investing in, supporting, and encouraging local people to participate in the One Commune One Product (OCOP) program. To date, this highland district has 14 products that have achieved OCOP 3-star standard, such as: ginger, Tuyet Shan tea, Sao La drinking water, Muong Ky clean wine, Hau Que smoked sausage and beef, Muong Long community tourism service, O Huong rice wine, Ky Son glutinous rice wine, etc.
Building a grassroots political system.
Along with policies supporting socio-economic development, investment resources for building new rural areas are also integrated to create breakthroughs in sustainable poverty eradication. Not only are the ethnic minority people of Ky Son boldly striving in labor and production, actively eradicating poverty, but they also participate in building the grassroots political system and maintaining movements to protect the peaceful and friendly border with the Lao people, "mountains connected to mountains, rivers connected to rivers." Every year, training and fostering ethnic minority cadres is always a top priority. To date, after three years of implementing the Resolution of the District Party Congress, Ky Son has sent more than 1,446 people from ethnic minority groups to participate in training courses, focusing mainly on professional training, political theory; state management training, ethnic languages; and professional development...
Currently, the total number of ethnic minority cadres, civil servants, and public employees in Ky Son is 1,305 out of 2,398 people, accounting for 54.4%. Of these, 20 out of 39 district-level and department-level leaders and managers, as well as leaders and managers of public service units, are ethnic minorities, accounting for 51.2%... The proportion of female and young ethnic minority cadres in the political system at all levels is 693 people, accounting for 28.8%; the proportion of young cadres is 655 people, accounting for 27.3%.
With over 90% of its population being ethnic minorities, Ky Son district recognizes that consolidating and improving the quality of the political system, enhancing the leadership capacity and fighting strength of grassroots Party organizations, improving the effectiveness and efficiency of government management and administration, and improving the effectiveness of the Fatherland Front and other mass organizations are extremely important in maintaining "three levels of stability" (peace, security, and stability).
