The North Central Highlands High-Tech Forestry Zone was established by the Prime Minister in Decision No. 509, dated March 31, 2021. This is the first High-Tech Forestry Zone in the country.

Based on the Prime Minister's decision on establishment, the Provincial People's Committee has submitted and received permission from the Prime Minister to develop the Master Plan for the High-Tech Forestry Zone in the North Central region and approved the planning task in Decision No. 909/QD-TTg dated August 2, 2023. Accordingly, the Department of Agriculture and Rural Development is assigned to preside over the development of the Master Plan for the High-Tech Forestry Zone in the North Central region until 2045.

The North Central region high-tech forestry zone has a total area of ​​618 hectares. This is a high-tech zone focusing on implementing activities to apply high-tech research and development achievements in the forestry sector; including forestry seed production, afforestation, wood and forest product processing in Nghe An province and the North Central region.

The total investment is expected to be over VND 17,531 billion; of which the State budget capital accounts for 6.5% with about VND 1,141 billion (implementing investment incentive policies according to current regulations to implement key infrastructure projects of traffic routes connecting National Highway 7C and National Highway 48E, 110kV transformer station, water supply station, wastewater treatment station, etc.); capital mobilized from domestic and foreign enterprises is about VND 16,390 billion, accounting for 93.5% of the total investment.

The Master Plan for the Construction of the High-Tech Forestry Zone in the North Central Region has specific planning contents. In particular, there is a plan for land scale with a total area of ​​618 hectares and a labor scale of about 60-70 thousand people.

Planning the functional zoning structure, including 3 specialized areas: high-tech forestry seedling production center, with an area of ​​48 hectares, in Nghi Lam commune (Nghi Loc district); high-tech wood and non-timber forest product processing production area with an area of ​​530 hectares, in 3 communes Nghi Van, Nghi Kieu (Nghi Loc district) and Dai Son commune (Do Luong district); trading floor combined with exhibition to introduce processed wood and non-timber forest products, with an area of ​​40 hectares, in Khanh Hop commune (Nghi Loc district).

The project also plans landscape architecture space with orientation for developing spatial axes, square systems, gateway areas, key works, and central areas of each planning area.

Planning of technical infrastructure systems, including traffic, leveling, surface drainage, wastewater and solid waste management, water supply, power supply, and information networks.

The planning project also clearly identifies priority investment items and projects to quickly promote the effectiveness of the project. Including the construction of important technical infrastructure systems, especially the traffic system, including the route connecting National Highway 7C and National Highway 48E; industrial zones, public service areas along the route connecting National Highway 7C and National Highway 48E; nursery areas, and high-tech forestry seed production areas.

At the same time, upgrade and invest in the synchronous construction of water supply, electricity supply, telecommunications and drainage systems in the high-tech forestry zone; investment projects to build wastewater treatment plants in production areas; waste treatment and recycling plants using modern technology.

The Master Plan for the construction of the High-tech Forestry Zone in the North Central region will be submitted to the Nghe An Provincial People's Council for consideration and approval at the regular mid-year meeting in 2024, scheduled to be held in early July 2024; it will then be submitted to the Ministry of Construction for appraisal before being submitted to the Prime Minister for approval for implementation.

When the Master Plan for the construction of the High-tech Forestry Zone in the North Central region was approved by the Prime Ministeris the basis for establishing investment projects for the construction of technical infrastructure frameworks in the planning area. Developing the forest economy according to the value chain from seeds, sustainable forest management, high-quality forest planting, exploitation and processing, and product consumption to increase the value of forest products.

This is also a project that creates many jobs, promotes training, improves the quality of human resources; contributes to the transformation of economic and labor structure towards industrialization and modernization.
