The Provincial People's Committee sets out 10 key tasks and solutions for the last 6 months of 2024.

In the first 6 months of 2024, with the drastic, timely and effective leadership and direction of the Provincial Party Committee, People's Council and Provincial People's Committee; the efforts of all levels, sectors, business community and people, the socio-economic situation in Nghe An province continued to maintain growth momentum and achieved many positive results.

On the morning of July 10, in Vinh city, the People's Council of Nghe An province, term XVIII, 2021 - 2026, solemnly opened the 21st session (Regular session in mid-year 2024).

Continue to maintain growth momentum

On behalf of the Provincial People's Committee, reporting a summary of the socio-economic situation in the first 6 months of the year, key tasks and solutions for the last 6 months of 2024, Vice Chairman of the Provincial People's Committee Bui Thanh An said that Nghe An province implemented socio-economic development tasks in difficult conditions, affecting production, business activities and people's lives.

In that context, with the drastic, timely and effective leadership and direction of the Provincial Party Committee, People's Council and People's Committee; the efforts of all levels, sectors, business community and people, the socio-economic situation in the province continued to maintain growth momentum and achieved many positive results.

The Provincial People's Committee has paid attention to and focused on directing the implementation of key tasks; including implementing Action Programs and plans to implement Resolution No. 39-NQ/TW of the Politburo, submitting to the National Assembly for approval a Resolution on piloting a number of specific mechanisms and policies for the development of Nghe An province.

The gross regional domestic product (GRDP) growth rate is estimated to increase by 6.76%, ranking 3rd in the North Central region and 26th in the country, higher than the same period in 2023 (6.15%) and higher than the national average (6.42%).

Estimated budget revenue is 11,897 billion VND, reaching 74.8% of the estimate, equal to 140.2% over the same period in 2023; Estimated local budget expenditure is 15,078.8 billion VND, reaching 41.8% of the estimate.

The agricultural, forestry and fishery sector continues to develop steadily. The new rural development program continues to be focused on implementation. The Provincial People's Committee has issued a decision to recognize 8 communes meeting new rural standards, 35 communes meeting advanced new rural standards and 10 communes meeting model new rural standards.

Industrial production has recovered, the index of industrial production (IIP) is estimated to increase by 10.03%; of which, the processing and manufacturing industry increased by 11.06% over the same period in 2023.

The number of tourists is estimated at 5.48 million, up 11.84% over the same period. Investment attraction continues to achieve positive results, with 40 newly licensed projects and 86 adjusted projects; the total newly licensed and increased capital is over 21,253 billion VND.

By June 30, 2024, the total disbursed public investment capital was VND 3,496.5 billion, reaching 38.52% of the plan, 32.37% higher than the same period; of which, the concentrated public investment capital managed by the province reached a disbursement rate of 36%.

The cultural and social fields have received attention and achieved many positive results. Administrative reform has made positive changes. National defense and security have continued to be maintained, and social order and safety have been ensured.

In addition to the achieved results, there are still many difficulties and limitations that need to be focused on solving in the coming time. In particular, the GRDP growth rate has not reached the 6-month scenario. The budget revenue structure is not really sustainable.

Site clearance for some key projects in the province is still slow. The disbursement rate of some capital sources is still slow. The settlement of labor needs for production enterprises in the area has not met the requirements.

Administrative reform has made progress but has not yet met requirements. PAPI and PCI rankings have dropped sharply compared to last year. The handling of petitions, complaints and denunciations is still limited.

10 key task groups and solutions

Vice Chairman of the Provincial People's Committee Bui Thanh An said that in the last 6 months of 2024, the economy is forecasted to continue to face many difficulties and challenges. In that situation, the Provincial People's Committee has proposed 10 groups of key tasks and solutions.

All levels and sectors continue to review the targets, tasks and solutions set out at the beginning of the year to focus on implementation to ensure the achievement of goals, on schedule and with quality; strive to achieve the highest targets and targets of the 2024 socio-economic development plan in conjunction with reviewing the implementation of the Resolution of Party Congresses at all levels.

Focus on supporting and removing difficulties and obstacles for businesses, promoting production and business, reviewing fields, products and services with room to promote growth in each industry and sector; Resolutely implementing solutions to accelerate the disbursement of public investment capital and 3 National Target Programs.

Organize budget collection effectively; manage budget expenditure proactively, closely, economically and effectively. Increase investment attraction, improve investment environment.

Pay attention to cultural and social fields. Effectively implement resource management, environmental protection, natural disaster prevention, and climate change response. Improve the effectiveness and efficiency of state management; promote administrative reform and digital transformation.

Ensure national defense, security and social order and safety. Continue to effectively carry out foreign affairs activities. Promote information and communication, create social consensus, contribute to the implementation of the set goals, targets and tasks of socio-economic development at the highest level.
