The Prime Minister issued the Plan to implement the Nghe An Provincial Planning for the period 2021 - 2030, with a vision to 2050.
On July 11, 2024, the Plan to implement the Nghe An Provincial Planning for the period 2021 - 2030, with a vision to 2050, was issued in Decision No. 625/QD-TTg, signed by Deputy Prime Minister Tran Hong Ha on behalf of the Prime Minister.

The purpose of issuing the Plan is to effectively implement Decision No. 1059/QD-TTg dated September 14, 2023 of the Prime Minister on approving the Planning of Nghe An province for the period 2021 - 2030, with a vision to 2050.
Assign responsibility for presiding over and coordination between Nghe An province and central ministries and branches to ensure effective implementation of the Provincial Planning.
Synchronize the planning system in the province; ensure consistency between the Provincial Planning and the National Master Plan, National Sectoral Planning, Regional Planning and related planning. Develop policies and solutions to attract resources to implement the Provincial Planning.
The contents of the Plan include: Completing the synchronous planning system, including by 2025 completing the review, establishment, and adjustment of urban and rural planning, technical and specialized planning in Nghe An province according to the provisions of law, ensuring consistency and synchronization with the approved Provincial Planning.
At the same time, the Plan also implements projects according to the Provincial Planning with a list of priority projects and investment phases. In which:
For public investment projects, they are determined according to the following principles: Comply with the provisions of the Law on Public Investment, the Law on State Budget and documents of relevant competent authorities on public investment.
Complete infrastructure from projects that have been and are being implemented using public investment capital to promote the effectiveness of works and projects; use public investment to activate all social resources.
Prioritize the implementation of infrastructure projects that create great spillover effects and inter-regional connectivity, especially the province's strategic transport infrastructure, industrial development infrastructure; border gate infrastructure; science and technology infrastructure; healthcare, education, culture, sports, information, and social security infrastructure; power grid infrastructure, technical infrastructure in urban centers, growth engine areas, and economic corridors identified in the Provincial Planning to attract investment capital sources and ensure a reasonable and effective investment structure.
Continue to prioritize investment in completing irrigation infrastructure, dykes, water supply, and drainage to meet the needs of socio-economic development, ensure social security, national defense, security, natural disaster prevention and control, and adapt to climate change and rising sea levels.
Pay attention to implementing public investment projects aimed at socio-economic development in ethnic minority, mountainous and border areas of the province.
Investment projects using capital sources other than public investment capital: Focus on attracting investment in priority sectors and fields including: Airports, seaports, inland waterway ports, inland waterway wharves, logistics infrastructure, railways; infrastructure of economic zones, industrial parks, industrial clusters; high-tech forestry zones; power source development; clean water supply; infrastructure for healthcare, education and training, culture, sports, environment, trade, tourism, services, information and communications.
Develop mechanisms and policies to encourage investment, mobilize resources for development investment; socialize the fields of education and training, healthcare, culture, sports, environmental protection and other social welfare fields.
Strengthening public-private partnership (PPP) based on improving the business investment environment, administrative reform, enhancing provincial competitiveness index (PCI); building breakthrough policies to develop strategic infrastructure, focusing on developing the private economic sector, especially large-scale enterprises and FDI enterprises, promoting bank-enterprise linkages, supporting investors to improve the efficiency of investment capital.
In addition, the Plan also identifies attracting and investing to increase the density, scale, productivity and efficiency of production and business establishments in the province, especially in the two growth driving areas of the province, including the expanded Vinh city and the expanded Southeast Nghe An Economic Zone and 6 urban centers: the expanded Vinh city, Hoang Mai city, Thai Hoa city, Dien Chau city, Do Luong city, Con Cuong city).
