Directive of the Secretariat on innovation in vocational training for rural workers

On behalf of the Secretariat, Standing member of the Secretariat Luong Cuong signed and issued Directive No. 37-CT/TW (dated July 10, 2024) of the Secretariat on innovating vocational training for rural workers to meet the requirements of industrialization and modernization of agriculture and rural areas.

Following is the full text of the Directive:

After 10 years of implementing Directive No. 19-CT/TW, the awareness of Party committees at all levels, authorities, cadres, Party members and people about the position and role of vocational training for rural workers has changed positively. Nearly 10 million rural workers have received vocational training, of which nearly 4.6 million people have received vocational training support. Vocational training for people from poor households, near-poor households, people with disabilities, ethnic minorities, female workers, and policy beneficiaries has received attention, with 2.1 million people receiving vocational training support. The system of vocational training facilities has been gradually improved, with some facilities being invested in a modern and standardized direction.

After 10 years of implementing Directive No. 19-CT/TW, nearly 10 million rural workers have received vocational training, of which nearly 4.6 million people have received vocational training support.

Vocational training resources for rural workers are basically maintained through national target programs. Basic vocational training is suitable to learners' needs, linked to local socio-economic development plans and new rural construction. After vocational training, the number of employed workers, labor productivity and income of people increase. Vocational training results have contributed to improving the quality of human resources, shifting the rural economic structure towards increasing the proportion of industrial and service economy; ensuring food security; creating jobs, increasing income, improving people's material and spiritual life; building new rural areas and sustainable poverty reduction.

However, vocational training for rural workers in the past has not met practical requirements, and there are still limitations and weaknesses. Some targets have not been achieved; rural workers are mainly trained at the elementary level and under 3 months, and the training quality is still low, especially in remote areas and ethnic minority areas. The conditions to ensure the quality of vocational training are still inadequate. Support activities for people after vocational training have not been effectively implemented.

The main reasons for the above limitations and shortcomings are that some Party committees, Party organizations and authorities have not fully recognized the significance and role of vocational training for rural workers; the concretization of the Party's policy on vocational training for rural workers is still slow; production planning in some places is still confusing, affecting the determination of training needs and occupations; leadership, direction and coordination between ministries, branches and localities are not yet synchronous and effective.

In the new development stage of the country, industrialization and modernization of agriculture and rural areas is one of the top tasks of the country's industrialization and modernization; farmers continue to be the subject and center of the process of agricultural development, rural economy and new rural construction.

In order to make vocational training for rural workers in-depth, effective, sustainable and substantial, the Secretariat requires Party committees at all levels, Party organizations, authorities, the Vietnam Fatherland Front and socio-political organizations to focus on leading, directing and implementing well the following key tasks and solutions:

1. Comprehensively innovate, improve the quality and effectiveness of vocational training for rural workers; update occupations, standardize training content, and assess the quality of training programs; strengthen education on professional ethics, knowledge of occupational safety and hygiene, law, business, entrepreneurship, soft skills and innovation for rural workers, meeting the requirements of industrialization and modernization of agriculture and rural areas. Focus on practice, especially from production and business practices; increase the application of science and technology and digital transformation in all stages of the training process.

Research on organizing college and intermediate level training in an open and flexible manner, suitable to local characteristics and learners. Promote learners' initiative, link vocational training with lifelong learning and build a learning society in rural areas, contributing to building a comprehensively developed Vietnamese peasant class, with the will and aspiration to build a prosperous and happy homeland, with educational level, innovation capacity and advanced production organization, meeting the requirements of industrialization and modernization of agriculture and rural areas.

Fundamentally innovate career guidance and streaming in general education in accordance with the needs of socio-economic development; improve the quality and effectiveness of career counseling; focus on retraining rural human resources, meeting the requirements of shifting labor and economic structures towards increasing the proportion of industry and services, associated with preserving and promoting cultural spaces in rural areas, taking advantage of the Fourth Industrial Revolution, adapting to urbanization, population aging and climate change, contributing to building civilized and modern rural areas.

2. Party committees, party organizations, and authorities, especially leaders, must regularly lead, direct, strengthen inspection and supervision, and attach importance to the quality and effectiveness of vocational training for rural workers; develop vocational training plans in line with the labor market, socio-economic development plans, and people's needs for vocational training and employment, linked to the preservation and promotion of cultural spaces and tourism potential in rural areas; organize vocational training associated with models of good farmers and businessmen, aiming at economic restructuring and large-scale production.

Complete the apparatus, improve the effectiveness and efficiency of state management; build models connecting vocational education with the labor market in each region and locality; develop policies to create breakthroughs in human resource development, agricultural restructuring, and rural economic development. Research, deploy programs, and issue vocational training policies for rural workers until 2030, in conjunction with the implementation of national target programs for the 2021-2030 period.

Continue to prioritize vocational training for workers who are policy beneficiaries, meritorious people, people from poor households, near-poor households, ethnic minorities, and people with disabilities; pay attention to vocational training for junior high school graduates to transfer to vocational training, encourage activities to combine vocational training with general education to improve cultural knowledge and improve vocational skills for students before entering the labor market; develop policies to support vocational conversion training for workers, especially workers in industrial zones, demobilized soldiers, and healthy elderly people who want to enter the labor market. Mobilize the participation and supervision of the Vietnam Fatherland Front and socio-political organizations in vocational training for rural workers.

3. Widely disseminate and raise social awareness about the role, position and importance of vocational training for rural workers in socio-economic development, new rural construction, sustainable poverty reduction, improving the knowledge and living standards of rural people; about the Party and State's policies on vocational training for rural workers and the shift in labor structure and economic structure in the process of industrialization and modernization of agriculture and rural areas.

Raising awareness of Party committees, authorities and people about the impact of climate change, the impact of the Fourth Industrial Revolution on agricultural economic development, industry structure and production level in rural areas. Promoting and replicating good models and good examples after vocational training.

4. Effectively exploit the opportunities of the Fourth Industrial Revolution. Vocational training for rural workers needs to be associated with training and fostering to improve digital skills for people, contributing to the development of the digital economy and digital society in rural areas; and developing high-quality human resources.

Promote vocational training associated with advanced and modern production methods, suitable for green agriculture, organic agriculture, high-tech agriculture; promote multi-value integration, increase added value, promote regional, local advantages. Have investment policies, support for innovation, start-ups and collective economic development in rural areas. Implement training and retraining programs and projects to serve job conversion for people due to climate change and the impact of the Fourth Industrial Revolution.

5. Ensure resources and conditions to improve the quality and effectiveness of vocational training for rural workers. Complete policies to support training for rural workers, especially support in terms of capital, means of production, product consumption, and job referrals after vocational training. Implement a mechanism of ordering and assigning tasks to improve the effectiveness and quality of vocational training.

Promote socialization, mobilize and effectively use resources for vocational training, especially in industries, occupations, and places with conditions; encourage private and foreign-invested enterprises to develop vocational training facilities for rural workers. Continue to invest synchronously, ensuring material facilities for vocational training, especially occupations associated with economic restructuring, industrialization and modernization of agriculture and rural areas. Develop a team of quality teachers and vocational education managers; mobilize the participation of scientists, artisans, entrepreneurs, good producers, and skilled workers to participate in vocational training for rural workers.

6. Implementation organization

Provincial and municipal Party Committees, Party Committees, Party Executive Committees, Party Delegations, and Party Committees directly under the Central Committee shall organize research, dissemination, and extensive propaganda of the Directive to cadres, Party members, and the People. Develop and deploy programs and plans to implement the Directive in accordance with the characteristics, situation, functions, and tasks of the sector, locality, agency, and unit.

The Government Party Committee shall lead the development of a plan to implement the Directive; review and perfect mechanisms and policies on vocational training for rural workers; and implement vocational training for rural workers in sync with vocational training activities in national target programs with vocational training activities.

The Vietnam Fatherland Front and socio-political organizations at all levels mobilize, disseminate, propagate, provide vocational training advice, participate in vocational training and introduce jobs to union members; commend and replicate good people and good deeds in vocational training for rural workers; participate in monitoring the implementation of the Directive.

The Central Propaganda Department shall preside over and coordinate with the Party Committee of the Ministry of Labor, War Invalids and Social Affairs, the Party Committee of the Ministry of Agriculture and Rural Development and relevant agencies to organize the implementation of the Directive; propagate, guide, inspect, urge and periodically summarize, conclude and report to the Secretariat on the results of the Directive's implementation.
