Vinh City People's Council delegates propose re-measurement of cadastral maps in the city
On the morning of July 16, the 13th session of the Vinh City People's Council, term XXII, 2021 - 2026, continued the discussion in the hall and discussed, passed the resolution, and closed the session.

Discuss many difficulties and problems of the city
During the discussion session at the hall, the issue was discussed and clarified by the City People's Council delegates and leaders of specialized departments and offices of the City People's Committee regarding the authority of wards and communes in punishing counterfeit goods, goods of unknown origin, and goods without labels in the area.
The state of Quan Lau market is degraded, causing safety risks, especially during the rainy and stormy season; it is recommended that the City People's Committee soon have a plan to convert the management model of this market, both ensuring safe business for small traders and meeting the requirements of building a civilized and modern urban area.
Regarding the walking street, the issue that the City People's Council delegates proposed the City People's Committee to promptly repair and fix some damaged facilities, including public toilets; arrange funding sources to support allowances for the task force, because there have been no allowances for 10 consecutive months; at the same time, research to create many quality, attractive, and vibrant cultural and artistic activities to attract more tourists.
Some delegates also discussed and proposed that the city speed up the relocation of electric poles on the roads to ensure safety for people; at the same time, upgrade some degraded roads.
Delegates also discussed and proposed many issues regarding the situation of unsafe food products of unknown origin in front of school gates, requiring solutions to completely prevent them; solutions to end the situation of "begging" in the area; research on tuition fees and facilities in advanced educational school models; solutions to strictly handle the situation of stopping and parking on roads, especially on some key roads with high traffic volume; solutions to overcome the situation of traditional cemeteries encroaching on agricultural land for burial, causing environmental pollution.
Some delegates proposed that the City People's Committee re-measure the cadastral map in the entire city, because currently in wards and communes there are many errors in land area between the map and reality due to historical reasons; develop plans for using facilities, cultural houses, offices... after merging blocks, hamlets, wards, communes and expanding the boundaries of Vinh city...
Discuss and pass 9 resolutions
After the discussion in the hall, the meeting discussed, considered and approved 9 resolutions, including: Resolution approving the State budget settlement in 2023 and allocating the State budget surplus in 2023; Resolution approving tasks and solutions to implement the State budget plan for the last 6 months of 2024;
Resolution approving the adjustment of the State budget revenue estimate of Vinh city in 2024; approving the revenue and expenditure estimates for the State budget from retained fees and other revenues in 2024; allocating the Vinh city budget estimate and the targeted supplementary provincial budget for the first phase of 2024;
Resolution on adjusting the 2024 Public Investment Plan using Vinh City's budget capital and capital from the Provincial Land Development Fund for a number of infrastructure projects exploiting land funds; Resolution on giving opinions on the proposed 2025 Public Investment Plan using Vinh City's budget capital. Resolution on approving investment policies and adjusting investment policies for a number of public investment projects;
Resolution on the supervision program of Vinh City People's Council in 2025. Resolution on improving the effectiveness of handling and responding to voters' opinions and recommendations in Vinh City. Resolution on establishing a specialized supervision delegation of Vinh City People's Council in 2025.
Seriously accept and propose solutions to resolve existing problems.
In his closing speech at the conference, comrade Phan Duc Dong - Member of the Provincial Party Standing Committee, Secretary of the City Party Committee, Chairman of the City People's Council emphasized: Through reviewing the reports and focusing on discussions in 3 groups, discussing in the hall, the City People's Council seriously received opinions, especially the shortcomings and shortcomings that need to be overcome, the wishes of the Party Committee and people of the city in organizing the implementation of political tasks.
The Chairman of the City People's Council also requested the City People's Committee to immediately after this session actively direct specialized departments, offices, and affiliated units to promote the achieved results, overcome difficulties, propagate and encourage people, and mobilize all resources to effectively implement the resolutions passed by the City People's Council at the session.
Propose the Standing Committee of the People's Council, the People's Council committees, the People's Council delegations of the city and the Standing Committees of the People's Councils of wards and communes to strengthen and improve the quality of supervision activities according to the law. Propose the Vietnam Fatherland Front Committee and mass organizations from the city to the grassroots level to strengthen coordination with the People's Council and People's Committee to encourage union members to actively participate in emulation movements, contributing to the development of the city.
