The special task force implemented operational measures to focus on combating gambling crimes.

After a period of monitoring and gathering documents and evidence, the investigating agency determined that this was a gambling ring that had been operating for a long time, spanning many provinces and cities. The individuals involved knew each other and participated in betting on credit (payments were made only after bets were placed on Mondays).

To avoid detection by law enforcement, the suspects used bank accounts not registered in their names to settle winnings and losses, and communicated with each other through social media accounts. They were particularly vigilant during the EURO 2024 and Copa America finals. Throughout their operations, the suspects frequently moved and constantly changed residences across various locations. However, all their schemes, methods, and tactics for concealing their crimes were under the watchful eye of the special task force, down to the smallest detail.

On July 4, 2024, the Ha Tinh City Police, in coordination with the Cyber Security and High-Tech Crime Prevention Department, mobilized 30 officers and soldiers, divided into three teams, to go to Quang Ngai, Lam Dong, and Ho Chi Minh City to simultaneously arrest eight suspects: Duong Tan Thuan (born 1990), residing in Tinh An commune; Nguyen Dac Duy (born 1985), both residing in Quang Ngai City, Quang Ngai province; Nguyen Huu Trung (born 1973), residing in Da Lat City; Ngo Minh Huy (born 1990), residing in Lac Duong town, Lac Duong district; Tran The Anh (born 1988), residing in Tan Hoi commune, Duc Trong district; Nguyen Huu Duc (born 1988), residing in Da Lat City, Lam Dong province; Nguyen Van Hieu (born 1988), residing in Tinh An Dong commune; Nguyen Cam (born in 1988), residing in Tinh An commune, Quang Ngai city, Quang Ngai province.

From the beginning of 2024 until now, Duong Tan Thuan used a Master-level football betting account (main agent account) to create multiple Agent accounts with limits ranging from 5,000 to 10,000 points (each point corresponding to 20,000 VND, 50,000 VND, or 100,000 VND, as agreed upon by the individuals involved), and then distributed them to subordinates for management. From these Agent accounts, the individuals then created numerous Member accounts (direct gambling accounts) for those who wanted to directly participate in football betting.
