Recently, the situation of thieves vandalizing cars and breaking car windows to steal things in Vinh City has been happening continuously, causing many people with cars parked on the street to be confused and worried.
Many car break-ins occurred.
The vandalism of cars parked on the street, with light cases of flat tires, scratched paint, severe cases of punctured tires, broken mirrors, and even broken windows to steal things... has raised concerns about security and order, and at the same time, caused confusion, anxiety and frustration for many people in Vinh city. Especially for those who are forced to park on the roadside overnight, or go to places without public parking.

Most recently, in the early morning of July 3, many cars parked on Cao Huy Dinh Street, in Block 15, Truong Thi Ward (Vinh City), had their tires suddenly punctured by bad guys.
Mr. Phan Huy The, residing at No. 7, Cao Huy Dinh Street, Block 15, Truong Thi Ward (Vinh City) indignantly said: In the morning, when he woke up early to go to work, he discovered that the car parked right in front of his house had its right rear tire punctured by a bad guy. After checking, he discovered that up to 6 cars had similar punctures.
Mr. The said that because he was in a hurry to go to work, he had to call a mechanic to patch the tire temporarily. However, because the puncture was across the side of the tire, in the long run, to ensure safety, he had to replace it. It is unclear what motivated the bad guys to vandalize so many cars.

Similarly, Ms. Phuong Thao, residing at No. 5 Cao Huy Dinh Street, also had her right rear tire punctured. It is worth mentioning that Ms. Thao had just had her rear tire replaced for more than 3 million VND more than a month ago.
Images extracted from surveillance cameras of people on Cao Huy Dinh Street later showed that the suspect who vandalized the car was riding a bicycle, wearing a hat and a mask. After using a long iron bar to puncture the tire, he got on his bicycle and left. The time the cars were vandalized was from about 3:45 to 4:00 a.m. on July 3.

According to records, the incident of thieves puncturing the tires of people parked on the side of the road is not a recent occurrence. Previously, on February 16, 2024, Mr. Dong (residing in Vinh City) took his child to Nghe An Obstetrics and Pediatrics Hospital for a medical examination. Because there was no parking space in the hospital, he drove to the corner of Ngo Quang and Dang Van Ngu streets to park. Even though it was daytime, Mr. Dong observed carefully, pressed the car close to the wall, and did not forget to leave a path for the two cars to avoid each other. However, after leaving the hospital to get the car home, he found that one tire had been punctured.
Also at that location, just 1 day later (February 17, 2024), Ms. Thao My (residing in Ha Huy Tap ward, Vinh city) took her child to Nghe An Obstetrics and Pediatrics Hospital for examination. After the examination, when she returned, her car had been punctured with 2 sidewall punctures. Because it could not be patched, Ms. Thao My had to replace the tire with a new one, which cost more than 3 million VND...
Break the glass door to steal things
Not only car vandalism, the situation of many cars parked on the side of the road having their windows broken and belongings stolen also happens frequently in Vinh City.

On the afternoon of February 2, 2024, Mr. Nguyen Ngoc Thang (born in 1983), residing in Ben Thuy Ward (Vinh City), parked his car on Pham Dinh Toai Street, in front of the Provincial People's Court, opposite Vinh International Hospital to go to work. When he finished his work and returned to his car, he was shocked to discover that the passenger side window had been broken. After checking, Mr. Thang discovered that a thief had stolen his crossbody bag, which contained money and all his personal documents.
Most recently, on the night of July 4, a family living in an apartment building on Nguyen Canh Hoan Street, Quan Bau Ward (Vinh City), when parking their car overnight on the sidewalk, had their glass door smashed and their handbag containing money and many important documents stolen.

The images recorded by surveillance cameras were later posted on social networks, causing the community to panic at the recklessness of the subjects.
In fact, in Vinh City, although many families have cars, due to limited space and lack of garages, they are forced to leave their cars on the street. Not to mention, during the day, many people who go to work also have to leave their cars on the roadside. If security and order are not tightened, in the future, having to leave their cars on the street will also be a big concern for many people.
Regarding the series of vandalized vehicles on the night of July 3 on Cao Huy Dinh Street, a representative of the Truong Thi Ward Police said: On the morning of July 3, the Ward Police sent criminal investigation officers to the area to assess the situation. However, up to this point, the bad guys are still missing.

People have the right to stop and park their vehicles in places where there are no signs prohibiting them, and without violating the regulations on parking principles according to the Road Traffic Law. In this case, no one has the right to encroach on the property of others in any form.

In addition, the vandal is also subject to an additional penalty of being forced to restore the original state.
In addition, the assets that the thieves obtain will also be identified to handle the crime of property theft as prescribed in Article 173 of the 2015 Penal Code, amended and supplemented in 2017.
Article 178 of the 2015 Penal Code stipulates the crime of destroying or intentionally damaging property. Anyone who destroys or intentionally damages another person's property worth VND 2 million or more must bear criminal responsibility. Depending on the level of damage to the property, the penalty for this act is a fine of VND 10 to 50 million, non-custodial reform for up to 3 years, or imprisonment from 10 to 20 years.
