Pham Minh Quan has been confirmed as the youngest citizen ever to receive an identity card at the Nghe An Provincial Police Department. At the time of receiving his identity card, he was exactly 39 days old.
Recently, the Vinh City Police confirmed the successful issuance of an identity card to Pham Minh Quan (born in 2024), residing in Vinh City, Nghe An province. He is considered the youngest citizen to receive an identity card in the province.

Ms. Le Phuong Anh (Quan's mother) shared: "I saw that the Law on Identity Cards, effective from July 1, 2024, stipulates that children under 6 years old can get an identity card. After researching, I learned that this identity card is very convenient. Whenever I go for checkups or travel, I don't need to bring many documents for my child, such as the birth certificate and insurance card; I only need to bring this identity card. Not only that, all the procedures are done through public services, via phone from home, so I was very excited and decided to try it for my child."
Reportedly, at the time of application, Quan was only 35 days old. And after 4 days, he was issued an identity card and was identified as the youngest citizen in the province to have an identity card.

From July 1, 2024, the 2023 Identity Card Law came into effect. Accordingly, citizens aged 14 and above must go through the procedure to obtain an identity card; citizens under 14 years old are exempt from the requirement to apply.issuing identity cardsaccording to need.
