From August 1st, people can register their vehicle license plates online.

The Ministry of Public Security issued Circular 28/2024/TT-BCA dated June 29, 2024, amending and supplementing Circular 24/2023/TT-BCA dated July 1, 2023, regulating the issuance and revocation of vehicle registration and license plates. A notable point in this Circular is that from August 1st, vehicle owners can register their license plates using the electronic identification application (VNeID).

Lieutenant Colonel Nguyen Ham Thang - Deputy Head of the Traffic Police Department (Provincial Police) had a discussion with a reporter from Nghe An Newspaper about issues of public concern.

PV:Could you please explain the regulations effective August 1st, which stipulate that vehicle owners no longer need to bring their vehicles to the vehicle registration office?

Lieutenant Colonel Nguyen Ham Thang:On June 29, 2024, the Minister of Public Security issued Circular No. 28/2024/TT-BCA amending and supplementing several articles of Circular No. 32/2023/TT-BCA dated August 1, 2023, of the Ministry of Public Security stipulating the tasks, powers, forms, content, and procedures for patrolling, inspecting, and handling administrative violations of road traffic by traffic police; and Circular No. 24/2023/TT-BCA dated July 1, 2023, of the Ministry of Public Security regulating the issuance and revocation of registration and license plates for motor vehicles.

Accordingly, from August 1, 2024, Vietnamese citizens registering domestically manufactured and assembled vehicles for the first time will no longer need to bring their vehicles to the vehicle registration agency, but can instead obtain license plates directly through the Public Service Portal or the National Electronic Identification Application VneID.

Through public postal services, the vehicle registration agency will send license plates and vehicle registration documents to the address registered by the citizen; upon receiving the registration and license plates, the vehicle owner sends the factory quality inspection certificate (with a scratched copy of the engine number and chassis number attached, and the manufacturer's seal affixed) to the vehicle registration agency via public postal services.

If the vehicle owner fails to submit the Factory Quality Inspection Certificate (with a scratched copy of the engine and chassis numbers affixed and stamped with the manufacturer's seal) or if the information provided on the scratched copy of the engine and chassis numbers does not match the declared information, the vehicle owner must bring the vehicle to the vehicle registration authority to have the engine and chassis numbers scratched and receive the vehicle registration result.

PV: So, what is the procedure for submitting an application for initial vehicle registration and license plate issuance through the Public Service Portal?

Lieutenant Colonel Nguyen Ham Thang:The process for submitting applications for initial vehicle registration and license plate issuance is carried out entirely through the Ministry of Public Security's Public Service Portal in 5 steps:

Step 1: Access the Ministry of Public Security's Public Service Portal at the following address:https://dichvucong.bocongan.gov.vnUsing an electronic identification account issued by the Ministry of Public Security to citizens.

Step 2: Select the menu (Administrative Procedures), then select the procedure “First-time vehicle registration and license plate issuance (full process). Select “Submit application”.

Step 3: Choose the type of vehicle to register: Car or motorcycle, and select the registration location (Temporary address, permanent address).

Step 4: Submit the application online: Enter complete vehicle information; upload a photo of the vehicle and a photo of the factory quality inspection certificate with the chassis and engine numbers stamped with the manufacturer's seal.

Step 5: Review the information; click (agree and continue); enter the confirmation code to submit the application and choose to receive the results via postal service or directly at the vehicle registration office.

Note:The vehicle must be photographed from the front at a 45-degree angle, ensuring a clear view of the vehicle's design. Before receiving the vehicle registration results, the owner must submit the factory quality inspection certificate with a scratched copy of the engine and chassis numbers, bearing the manufacturer's seal. After two days of completing all procedures, the vehicle registration authority will announce the results on the public service portal. For cases involving registration of a vehicle with a specific license plate and winning an auction, the announcement will be made after seven days.

PV: To prepare for this new vehicle registration system, what preparations have the traffic police forces in the province made, sir?

Lieutenant Colonel Nguyen Ham Thang:On July 24, 2024, the Provincial Police Department organized a training conference on vehicle registration procedures as stipulated in Circular No. 28/2024/TT-BCA dated June 29, 2024, amending and supplementing several articles of Circular No. 32/2023/TT-BCA dated August 1, 2023, of the Ministry of Public Security, which regulates the duties, powers, forms, content, and procedures for patrolling, inspecting, and handling administrative violations of road traffic by traffic police; and Circular No. 24/2023/TT-BCA dated July 1, 2023, of the Ministry of Public Security, which regulates the issuance and revocation of registration and license plates for motor vehicles.

At the training conference, the organizers focused on conveying the new points of Circular 28/2024TT-BCA, especially the registration and issuance of license plates for the first time using full-process online public services for domestically produced and assembled vehicles on the Public Service Portal or the VneID electronic identification application.

Also at the conference, Colonel Tran Ngoc Tuan - Deputy Director of the Provincial Police Department - requested the Traffic Police Department to play its role as a superior unit in guiding, inspecting, and supervising the registration process; promptly support, guide, and resolve difficulties and obstacles faced by police units and localities; and promptly detect and propose to the Provincial Police leadership to strictly handle violations related to the vehicle registration process. In particular, it is necessary to uphold a high sense of responsibility and effectively convey the training content so that officers and soldiers understand and strictly implement it.

For the police forces in districts, cities, and towns, especially the Traffic Police Team Commanders, officers and soldiers assigned to vehicle registration duties must focus on thoroughly understanding the training content and implementation procedures. They must ensure the most favorable conditions for receiving and processing applications when citizens register through the Public Service Portal and the VneID application. This will contribute to improving state management capacity and preventing violations in the process of registering and managing road motor vehicles.
