Setting up lookouts to facilitate the illegal drug trade.

Operating with utmost secrecy, always deploying informants to act as lookouts, and only carrying out illegal drug transactions if safety was assured, Phan Thanh Lam still could not escape the attention of the Tan Ky District Police.

The Tan Ky District Police are currently detaining Phan Thanh Lam (born in 1993), residing in Hanh Lam commune, Thanh Chuong district, for the illegal buying and selling of narcotics.

Previously, through intelligence gathering, the Tan Ky District Police discovered an inter-district illegal drug trafficking ring along the Ho Chi Minh Highway in the territories of Thanh Chuong and Tan Ky districts, and therefore proceeded with verification and investigation.

Through investigative measures, the district police discovered that the main suspect in the drug ring was Phan Thanh Lam. Having a prior conviction for illegal possession of narcotics, Phan Thanh Lam was extremely reckless and impulsive, frequently changing the location and time of transactions, and deploying accomplices to act as lookouts, only appearing if it was safe to do so.

Determined to keep the area drug-free, after a period of persistent monitoring and closely tracking the movements of the suspect, at 12:30 PM on July 26th, at Km 722+00 on the Ho Chi Minh Highway in Thanh Duc commune, Thanh Chuong district, Tan Ky District Police, in coordination with Thanh Duc Commune Police, Thanh Chuong District, apprehended Phan Thanh Lam red-handed for illegally buying and selling narcotics. The seized evidence included 43.8 grams of heroin and one motorbike.

Currently, the Tan Ky District Police are holding the suspect in custody for further investigation.
