Standing Committee of Nghe An Provincial People's Council exchanges experiences with District People's Councils
On the morning of August 2, the Standing Committee of Nghe An Provincial People's Council held the 5th conference to exchange operational experiences with the Standing Committee of the District People's Council for the 2021-2026 term.
Comrades Nguyen Nam Dinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council and Nguyen Nhu Khoi - Member of the Provincial Party Executive Committee, Vice Chairman of the Provincial People's Council chaired the conference.
Attending the conference were comrade Thai Thi An Chung - Member of the Provincial Party Executive Committee, Deputy Head of the Provincial National Assembly Delegation; leaders of the Provincial Fatherland Front Committee; leaders of the Provincial People's Council and Standing Committees of the People's Councils of 21 districts, cities and towns.

Share many experiences in operation
The conference focused on evaluating the performance of the Provincial and District People's Councils in the first 6 months of the year and identifying key tasks for the last 6 months of 2024; especially assessing the role of People's Councils at all levels in deploying and organizing the implementation of mechanisms and policies of Resolution No. 137 of the National Assembly on Piloting a number of specific mechanisms and policies for the development of Nghe An province, contributing to the rapid and sustainable development of Nghe An in the spirit of Resolution No. 39 of the Politburo.

In the spirit of frankness, democracy and responsibility, the opinions exchanged presented many practical experiences of the activities of People's Councils at all levels in the province; at the same time, reflected difficulties, problems and made proposals and recommendations to the province and the Central Government.

The issue was affirmed by the delegates: To absorb and keep up with the spirit of innovation in the activities of the Provincial People's Council, the District People's Council has pondered and created many changes in its activities. From shortening the time of organizing meetings but still ensuring quality improvement; applying information technology, digital transformation, digitizing documents, organizing "paperless meetings"; organizing live radio and television broadcasts through digital platforms, especially information portals and fanpages of agencies and organizations and maintaining an online telephone line to receive opinions and information reflecting the people to the meeting.

Along with that is the experience of organizing explanation and questioning sessions between two regular sessions of the Standing Committee of the People's Council at all levels; selecting the content of questioning and supervision of the Standing Committee, the People's Council, and key and key People's Council committees related to existing problems and difficulties in the practice of operating and directing socio-economic development, national defense - security and state management in a number of fields; issues of concern to the people, recommendations and reflections related to the granting of land use right certificates, related to extra teaching - extra learning, school violence, degraded traffic works, rural power grid infrastructure, etc.

Many opinions also presented experiences on solutions to urge and resolve voters' and people's recommendations and reflections through the monitoring activities of each delegate, delegation group and standing committee of People's Councils at all levels.

In addition to sharing experiences in operations, representatives of the district People's Council also raised many current difficulties and problems, proposing that the Standing Committee of the Provincial People's Council intervene. Such as paying attention to resolving disputes over forest land and production land between people and farms, forestry farms, and protective forest management boards in mountainous areas; resolving consequences and shortcomings in mineral exploitation and processing, especially environmental pollution, affecting the ecological environment and people's lives.

It is also important to pay attention to planning the public school network, meeting the enrollment and learning needs of students in each locality, avoiding the recent relocation. On the other hand, it is recommended that the Standing Committee of the Provincial People's Council build a comprehensive software system, monitor the settlement of voters' petitions for common use in the system of People's Councils at all levels...

Continue to innovate the activities of People's Councils at all levels
At the conference, on behalf of the provincial National Assembly delegation, comrade Thai Thi An Chung - Member of the Provincial Party Executive Committee, Deputy Head of the Provincial National Assembly Delegation shared some information about the content and program of activities of the National Assembly in the coming time, including the amendment and supplementation of the Law on supervisory activities of the National Assembly and People's Councils, which will certainly remove difficulties and obstacles in the supervisory activities of the People's Council in the coming time.
The Deputy Head of the Provincial National Assembly Delegation also suggested some experiences to the People's Councils at all levels to continue improving the quality of activities.

Concluding the conference, comrade Nguyen Nam Dinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council acknowledged and highly appreciated the efforts and attempts to innovate the activities of the district-level People's Councils in recent times.
The Standing Vice Chairman of the Provincial People's Council also requested that the Standing Committees of the People's Councils at all levels in the province continue to closely follow and take advantage of the leadership of the Party Committees at the same level to continue to perform well the functions and tasks of the People's Councils, at the same time, spend time studying and updating legal regulations, including many new regulations, affecting the activities of the People's Councils and socio-economic development, national defense and security, especially the Land Law, Resolution No. 137 of the National Assembly on special mechanisms and policies for Nghe An province with more decentralization and delegation of power to the province, including the responsibilities of the People's Councils at all levels.

Continue to innovate and improve the quality of the People's Council's activities, especially improving the quality of People's Council meetings, meetings of the Standing Committee and committees of the People's Council; select questions, explanations and supervision contents with focus and key points, ensuring that after supervision, difficulties and problems are resolved, promoting common development, at the same time, researching to concretize the resolution of the Provincial People's Council on the results of supervising the implementation of goals and targets of the socio-economic plan for 2021 - 2025 and proactively researching, reporting and participating with the Provincial People's Council in supervising the medium-term public investment topic in the coming time.

Another issue of concern is to monitor the implementation of the two projects on rearranging commune-level administrative units in the 2023-2025 period and the project on expanding administrative boundaries and urban space of Vinh city after being approved by the National Assembly Standing Committee, especially perfecting the organizational apparatus, resolving policies for redundant officials and arranging public assets after the merger.

Continue to innovate the activities of People's Councils at all levels through increasing the application of information technology and digital transformation, especially in preparing and organizing meetings, meeting voters, and handling petitions.
In addition to implementing the digitization of documents and organizing "paperless meetings" as at present, it is necessary to strengthen connections and information sharing to meet the increasingly high requirements for improving the quality of activities of People's Councils at all levels....

The Standing Vice Chairman of the Provincial People's Council also answered and explained 18 recommendations of the Standing Committee of the District People's Council related to removing difficulties and obstacles, enhancing the role and position of the People's Council and resolving long-standing recommendations of voters and people.
