Implementing online vehicle license plate registration still faces obstacles.
From August 1st, vehicle owners can manually enter license plates on the VNeID app when registering their vehicles for the first time, especially for domestically manufactured and assembled vehicles. However, it's worth noting that this feature is not available for all vehicles.
Circular 28/2024/TT-BCA dated June 29, 2024, issued by the Ministry of Public Security, stipulates that from August 1st, vehicle owners can enter license plates via the VNeID application when registering a vehicle for the first time for domestically manufactured and assembled vehicles.
In Nghe An, in addition to intensifying propaganda through newspapers, radio, and other mass media to inform the public, the Provincial Police had previously conducted training for officers and soldiers assigned to vehicle registration duties at police units and localities.
Following the training, police officers and soldiers from various units and localities have thoroughly grasped the content of the circular and the implementation procedures, ensuring the most favorable conditions for receiving and processing applications when citizens register through the Public Service Portal and the VneID application. Simultaneously, officers and soldiers have been deployed to guide and support citizens at registration points.
However, in reality, the process of registering and issuing license plates for the first time through the Ministry of Public Security's Public Service Portal has not yet been implemented. According to Ms. NTO from Vinh City, the reason is that to issue license plates online, the vehicle must have a factory quality inspection certificate with a copy of the chassis and engine numbers on the back, stamped by the manufacturer. But my vehicle doesn't have one, so I have to bring it directly to the Traffic Police Department headquarters for inspection and registration.
Explaining this issue, a salesperson at a car dealership on Lenin Avenue said: Although vehicle manufacturers have been instructed to issue quality inspection certificates in accordance with the new regulations, the number of older vehicles still remains, so it is unavoidable that people buy cars and use old factory quality inspection certificates.
Besides the reasons mentioned above, at the Traffic Police Department, there are cases where vehicle owners who meet the requirements for a factory quality inspection certificate with a copy of the chassis and engine numbers on the back and stamped by the manufacturer encounter errors in the tax service. "Despite detailed instructions from the registration staff and repeated attempts, the tax information is repeatedly unavailable, leading to unsuccessful registration and forcing them to register in person," said Mr. HMD.
In addition, a few people came to ask officials for guidance on how to register and obtain license plates through the public service or the VneID application, but unfortunately, they did not have a level 2 identification account, and some had forgotten their passwords…
According to the Vehicle Registration and Management Team of the Traffic Police Department (Provincial Police): In the early days of implementing online license plate registration, people will inevitably encounter some confusion and difficulties… However, the new Circular will contribute to creating favorable conditions, shortening the time, and saving travel costs for people when registering vehicles. Vehicle owners do not need to go to the police station to successfully register their vehicles and receive the results at home.

Select the menu (Administrative Procedures), then select the procedure “First-time vehicle registration and license plate issuance (full process)”. Select “Submit application”.
Select the type of vehicle to register: Car or motorcycle, and choose the registration location (temporary address, permanent address).
Submit your application online: Enter complete vehicle information; upload a photo of the vehicle and a photo of the factory quality inspection certificate with the chassis and engine numbers stamped with the manufacturer's seal.
Verify the information; click (agree and continue); enter the confirmation code to submit the application and choose to receive the results via postal service or directly at the vehicle registration office.
