Pursuant to Official Dispatch No. 6282/UBND-TH dated July 25, 2024 of the Provincial People's Committee on resolving voters' opinions and recommendations before the 21st session of the 18th Provincial People's Council; The Department of Labor, War Invalids and Social Affairs is assigned to review, resolve, and respond to voters' opinions and recommendations reflecting that many Nghe An workers currently have to go to the South and the North to make a living, while many factories, enterprises, companies, and industrial parks in the province are lacking workers. It is recommended that there be solutions and strategies to attract local workers, in order to contribute to improving life and promoting the economic and social development of the province; The Department of Labor, War Invalids and Social Affairs informs voters as follows:
Currently, there are more than 15,500 enterprises operating in the province, with nearly 350,000 workers. According to a preliminary survey by the Nghe An Provincial Employment Service Center: In the first 6 months of 2024, the demand for labor recruitment in enterprises inside and outside the province is large, with 339 enterprises needing to recruit 45,049 workers (of which: 314 enterprises in the province need to recruit 36,300 workers; 25 enterprises outside the province need to recruit 8,700 workers. According to the report of the Southeast Economic Zone Management Board: In 2024 and the following years, in the economic zone (EZ), industrial parks (IPs) will have more FDI enterprises with large production scale and employing many workers will come into operation, therefore, the demand for labor recruitment will increase. The demand for labor recruitment in the last 6 months of 2024 is over 29,945 people and in 2025, the demand for recruitment is over 40,000 workers.

However, businesses have difficulty in recruiting and attracting workers, especially skilled workers and high-quality workers. From the perspective of local workers, salaries, incomes and social security conditions that businesses pay to workers working in the province's industrial parks are lower than those in the North and South (not ensuring the minimum living standards of workers...). This is also the reason why local businesses are not able to attract workers. Therefore, workers tend to choose to work at enterprises outside the province and work abroad under contracts with incomes 5-8 times higher than local incomes.
In recent times, under the direction of the Provincial People's Committee, the Department of Labor, War Invalids and Social Affairs has coordinated with the Management Board of the Southeast Economic Zone, sectors and localities to regularly review and synthesize the province's labor supply and demand to promptly advise and introduce labor to businesses. At the same time, there have also been solutions and strategies to attract local workers, contributing to improving life and promoting socio-economic development of the province, specifically:
-The Department coordinated with the Southeast Economic Zone Management Board to advise the Provincial People's Committee to organize a working session on the situation of labor supply and demand, job creation, removing difficulties, and attracting labor for enterprises and FDI projects in Nghe An province on July 8, 2024, chaired by Mr. Bui Dinh Long - Vice Chairman of the Provincial People's Committee. Attending the conference were representatives of the Standing Committee of the Provincial Fatherland Front Committee; representatives of leaders of departments, branches, provincial-level units, representatives of leaders of colleges, vocational training colleges, and Employment Service Centers; representatives of leaders of the People's Committees, Departments of Labor, War Invalids and Social Affairs of districts, cities, and towns; Leaders of enterprises and units providing employment services; Leaders of FDI enterprises with large labor recruitment needs and infrastructure investment enterprises.
- The Department of Labor, Invalids and Social Affairs has issued many documents directing and guiding units and enterprises; People's Committees of districts, cities and towns to strengthen communication, labor market information and connecting labor supply and demand, introducing jobs for workers to participate in recruitment to work at enterprises in the area. Currently, the Department is advising the Provincial People's Committee to draft a Directive to submit to the Provincial Party Committee Standing Committee to issue a Directive on strengthening solutions to attract workers for enterprises and FDI projects in the province.
- To facilitate support for businesses in labor recruitment, the Department has directed the Provincial Employment Service Center to coordinate with the Southeast Economic Zone Management Board and businesses to collect and post recruitment information of businesses on the Nghe An Provincial Employment Portal: vieclamnghean.vn when businesses have written requests for support in labor recruitment; provide information and advice to workers when they come to do procedures at the center; Strengthen connection, information, advice, and recruitment through direct and indirect forms via the Website, Zalo and Fanpage...
- Direct the Nghe An Employment Service Center to promptly grasp the situation, send staff to businesses facing difficulties that have to cut or lay off many workers to provide advice, introduce jobs, and vocational training for workers whose labor contracts have been terminated; guide workers to complete procedures and documents to request unemployment benefits, vocational training, and guide employers to retrain workers according to the provisions of law; at the same time, regularly update and monitor the situation of labor, employment, wages, and bonuses at businesses in the province.
- In the coming time, the Department of Labor, Invalids and Social Affairs will continue to coordinate with the Management Board of the Southeast Economic Zone, relevant levels, sectors, units and enterprises to carry out the work of forecasting, collecting, analyzing and connecting information on labor supply and demand, organizing job fairs, job fairs, and job festivals, promptly responding to labor market trends; at the same time, effectively implementing information and propaganda work on labor recruitment needs of enterprises, State management work on employment service activities in the province; and effectively managing labor.

To overcome this situation, businesses need to pay more attention to regularly improving working conditions, occupational safety and hygiene, supporting fuel and housing costs, and increasing income levels higher than or equal to the income of workers working in the Northern and Southern provinces so that workers have stable jobs, long-term and sustainable attachment to the business; Develop monthly, quarterly and annual labor recruitment plans (specific information on quantity, requirements, qualifications, skills, income, etc.) and plans for labor training cooperation contracts with vocational training schools to send to the local State labor management agency, the Provincial Employment Service Center, and vocational training schools in the province to synthesize, connect labor supply and demand and attract local workers to work for businesses in the province.
