Updated regulations of the Law on Emulation and Commendation
Many aspects of emulation and reward work have been updated for officials at all levels in Nghe An province. This contributes to the effective implementation of the 2022 Law on Emulation and Reward.
On the morning of August 6th, the Provincial Emulation and Commendation Board organized a training course on emulation and commendation work for 2024 for the Chairpersons of the Emulation and Commendation Councils; Chiefs of Offices; officials monitoring emulation and commendation in the Department of Internal Affairs; leaders and specialists of the District-level Departments of Education and Training; leaders and officials at the commune level in the districts of Nghi Loc, Hung Nguyen, Nam Dan, Dien Chau, Do Luong, Yen Thanh, Quynh Luu, Cua Lo town, Hoang Mai town, Vinh city; and officials of the Provincial Emulation and Commendation Board.

In his opening remarks at the conference, Comrade Nguyen Thanh Nhan, Deputy Director of the Department of Internal Affairs and Head of the Provincial Emulation and Commendation Board, emphasized: In recent years, the patriotic emulation movement and commendation work from the provincial to the grassroots level have undergone many positive changes and developed strongly in both breadth and depth.
Many units have shown creativity and innovation in directing and organizing the emulation movement, creating momentum for the successful completion of assigned tasks. The awarding of commendations is becoming increasingly systematic, ensuring timeliness, accuracy, openness, fairness, transparency, and compliance with the law.

2024 marks a transitional year for emulation and reward activities, as the 2003 Law on Emulation and Reward and its amendments are being replaced by a single, unified document: the 2022 Law on Emulation and Reward.
The Provincial Emulation and Commendation Board requests that the delegates focus on studying and absorbing the information presented, and proactively exchange and discuss any remaining issues or shortcomings in order to reach a consensus on understanding and implementing the new regulations.
At the same time, leaders of units and localities continue to pay attention to directing the organization of the dissemination of emulation and reward contents to a large number of civil servants, public employees, and workers under their management to ensure unified understanding and application in practice.

Specifically, civil servants assigned to advise on and organize emulation and reward activities need to continue conducting in-depth research to ensure they can advise unit leaders on the accurate and effective implementation of emulation and reward activities within their units and localities.
During the one-day training session, participants were guided through the basic contents and new points of the 2022 Law on Emulation and Commendation; and the central government's documents and regulations on emulation and commendation work according to Government Decree 98 and Circular 01 of the Ministry of Interior.
At the same time, the groupTraining on the basic contents of Decision No. 14/2024 of the Provincial People's Committee promulgating the Regulations on emulation and commendation in Nghe An province and Official Letter No. 419 of the Central Emulation and Commendation Board; Guidance on the plan for organizing conferences of outstanding individuals at all levels; Guidance on procedures and documents for commendation in accordance with digital transformation and the awarding of prizes at the grassroots level.
