More drastic, promoting the role of leaders in fighting smuggling and trade fraud

The Deputy Prime Minister requested all levels and sectors to focus on and strengthen the fight against smuggling, trade fraud and counterfeit goods.

On the morning of August 8, in Hanoi, under the chairmanship of Deputy Prime Minister Tran Luu Quang, the National Steering Committee 389 held a national online conference to review the work of combating smuggling, trade fraud and counterfeit goods in the first 6 months of 2024 and deploy tasks for the last 6 months of the year.

Smuggling increases

In the first 6 months of the year, nationwide, the activities of buying, selling, transporting prohibited goods, smuggling, illegal transportation of goods, trade fraud and counterfeit goods were not too complicated, and no hot spots arose.

Emerging are illegal transportation of prohibited goods such as drugs, firecrackers; smuggled goods, goods of unknown origin, counterfeit goods, poor quality goods such as gasoline, gold, alcohol, food, etc.

The Steering Committee 389 of localities has proactively done a good job of leading, directing and requesting units and forces to proactively carry out the work of combating smuggling, trade fraud and counterfeit goods.

The authorities have actively and proactively taken professional measures, promptly combated, detected, arrested and strictly handled violations; contributed to stabilizing the market, protecting the rights and interests of businesses and consumers, ensuring security and order, serving the country's socio-economic development.

The work of exchanging, sharing information and coordinating the fight has brought about high efficiency; information and propaganda have been widely spread to many fields, locations and subjects.

The authorities detected and handled 64,185 violations, down 2.82% over the same period. Of which: 6,042 cases of trading and transporting prohibited and smuggled goods; 55,133 cases of trade fraud and tax fraud; 3,010 cases of counterfeit goods and intellectual property violations; collected more than 6,066 billion VND for the state budget; prosecuted 650 cases/1,913 subjects.

In Nghe An, in the first 6 months of the year, the market situation and commodity prices were stable and abundant, meeting people's needs. Prices of essential consumer goods were stable. The situation of smuggling, trade fraud, production and trading of counterfeit and poor quality goods did not have complicated developments.

The authorities have detected and handled 4,233 administrative violations; prosecuted 896 cases/1,163 subjects, including: Administrative fines of 36 billion 496 million VND; additional fines, tax arrears of 70 billion 921 million VND; value of infringing goods of 8 billion 289 million VND.

Improve staff capacity and ethics

Delegates focused on clarifying methods, tricks as well as difficulties in combating and preventing activities that take advantage of e-commerce and import and export of goods to trade, smuggle, illegally transport goods, prohibited goods, contraband goods, goods of unknown origin; illegally buying and selling invoices; producing and selling counterfeit and fake goods in craft villages.

Many delegates presented the current situation as well as the methods and tricks that subjects often take advantage of to violate... From there, they exchanged lessons learned, proposed recommendations, and solutions to combat, prevent, and improve the effectiveness of fighting smuggling, trade fraud, and counterfeit goods in the coming time.

Concluding the conference, Deputy Prime Minister Tran Luu Quang requested localities and units to frankly acknowledge existing problems such as: Some units still do not pay attention to ideological and ethical education of cadres performing their duties; inspection and control are not consistent and regular, creating many loopholes; in some places, there are even phenomena of ignoring, covering up, and assisting...

The number of cases detected and handled is not commensurate with reality and requirements; the detection and handling techniques in some areas such as e-commerce and copyright infringement are not really mastered; there are more and more sophisticated tricks, digital technology applications, taking advantage of gaps in the legal corridor for managing e-commerce activities. Drug crimes are still a burning issue with unpredictable consequences.

Comrade Tran Luu Quang stated: Violations in this field in the last 6 months of the year are expected to increase due to shopping demand during the year-end holidays and Tet, and the growing trend of online shopping...

“According to their assigned duties and tasks, units must be more drastic, promote the role of leaders; enhance the effectiveness of coordination between agencies, sectors, and levels of the political system in performing tasks and exchanging information; strengthen inspection and supervision to detect loopholes, errors, and limitations; improve public ethics, regularly supplement working capacity, apply information technology; diversify forms of propaganda, raise awareness to help consumers become smart consumers; review and propose and adjust inadequate legal regulations. Localities focus on areas and hot spots; increase equipment and application of information technology, refer to experiences of other countries to have better solutions in combating smuggling, trade fraud, and counterfeit goods,” the Deputy Prime Minister directed.
