Article 191LawLandThe 2024 land regulationsalluvial plains along rivers and coastlinesas follows:
1. Riverine and coastal alluvial land includes riverbanks, sandbars, river islands, coastal alluvial land, and sandbars and islands in the sea.

2. The management and use of alluvial land along rivers and coastlines shall be carried out in accordance with the following regulations:
a) Alluvial land along rivers and coastlines located within the jurisdiction of a district, town, or city under a province, or a city under a centrally-governed city, shall be managed by the People's Committee of that district or town.
b) Riverine and coastal alluvial land allocated or leased by the State to economic organizations, individuals, people of Vietnamese origin residing abroad, and economic organizations with foreign investment capital.
3. The State is responsible for formulating land use plans and schemes to bring alluvial land along rivers and coastlines into use.
4. The People's Committee at the district level is responsible for investigating, surveying, monitoring, and evaluating the alluvial land along rivers and coastlines that are regularly accumulating sediment or are frequently subject to erosion, in order to develop a plan for its exploitation and use. The competent State agency shall consider and decide on the allocation and leasing of alluvial land along rivers and coastlines that are regularly accumulating sediment or are frequently subject to erosion to those in need.
5. The use of alluvial land along rivers and coastlines is based on the principles of nature conservation, biodiversity preservation, environmental protection, prevention and control of riverbed and bank erosion, and disaster prevention.
