Full text of information from the Politburo and Secretariat on disciplining Party organizations and Party members

On August 13, 2024, at the Party Central Committee Headquarters, the Politburo and the Secretariat reviewed and disciplined Party organizations and Party members with violations and shortcomings.

After considering the proposal of the Central Inspection Commission, the Politburo and the Secretariat found that:

1. The Standing Committee of Lam Dong Provincial Party Committee for the 2015 - 2020 term violated the principle of democratic centralism and the Working Regulations, did not report to the Provincial Party Committee for approval on planning 3 types of forests in the province; lacked responsibility, loosened leadership, direction, and lacked inspection and supervision, allowing the Standing Committee of the Provincial People's Council to issue documents instead of the Provincial People's Council's resolution on planning 3 types of forests contrary to regulations and beyond its authority; the Provincial People's Committee issued decisions and documents on planning 3 types of forests, changing the purpose of using forest land and residential land, performing financial obligations, project management, and construction order at 3 projects without legal basis, contrary to regulations and beyond its authority, causing a risk of loss of revenue and loss of the State budget; many Party organizations and Party members were disciplined.

The Standing Committee of Lam Dong Provincial Party Committee for the 2020 - 2025 term violated the principle of democratic centralism and the Working Regulations, did not meet to discuss the policy of continuing to change the purpose of using forestry land to residential land at the Dai Ninh Urban Area Project (Dai Ninh Project); agreed on the policy of constructing a Golf Club Building with contents contrary to the provisions of law; lacked responsibility, loosened leadership, direction, and lacked inspection and supervision so that the Standing Committee of the Provincial Party Committee approved the policy of reporting to the Prime Minister to agree with the results of the inspection and verification of the Government Inspectorate for the Dai Ninh Project to be extended, and continued to be implemented contrary to regulations; the Provincial People's Committee was slow to determine financial obligations on land for the Dai Ninh Project, risking a large loss of the State budget; Many officials and party members, including key leaders of the province, were disciplined and criminally prosecuted in the case of "Giving bribes, receiving bribes, taking advantage of positions and powers while performing official duties" that occurred at the Dai Ninh Project, Lam Dong province and related units and localities.

2. The Party Committee of the Government Inspectorate for the 2016 - 2021 term violated the principle of democratic centralism, Party regulations, and Working Regulations; lacked responsibility, loosened leadership and direction for the Government Inspectorate to handle the Petition of Saigon Dai Ninh Company in violation of the provisions of the Law on Inspection; recommended that the Project be extended, and that land use be extended in violation of regulations; many cadres and Party members were disciplined and criminally prosecuted.

3. Comrade Le Minh Khai - Deputy Prime Minister, former Secretary of the Party Central Committee, Member of the Party Central Committee, Secretary of the Party Personnel Committee, Government Inspector General violated Party regulations and State laws in performing assigned duties and tasks; violated regulations on what Party members are not allowed to do and responsibilities to set an example; caused serious consequences, bad public opinion, and reduced the prestige of the Party organization and the Inspection sector.
4. Comrades: Nguyen Linh Ngoc - former member of the Party Committee, former Deputy Minister of Natural Resources and Environment; Thai Hong Cong - former member of the Provincial Party Committee Standing Committee, former Director of Lang Son Provincial Police; Ho Duc Hop - Provincial Party Committee member, Party Committee Secretary, Director of the Department of Natural Resources and Environment of Yen Bai province; Ho Dai Dung - Member of the Provincial Party Committee Standing Committee, former Vice Chairman of the People's Committee of Phu Tho province; Nguyen Kim Thoai - Provincial Party Committee member, Director of the Department of Finance, former Secretary of the Gia Binh District Party Committee, Bac Ninh province; Nguyen Ngoc - former member of the Provincial Party Committee Standing Committee, former Vice Chairman of the People's Committee of Binh Thuan province; Le Quang Vinh - Provincial Party Committee member, Secretary of the District Party Committee, Chairman of the People's Committee of Phu Quy district, Binh Thuan province; Nguyen Quoc Dinh - former Provincial Party Committee member, former Party Committee Secretary, former Director of the Department of Construction of Ca Mau province; Xa Duong Thang - former Provincial Party Committee member, former Secretary of the Bac Binh District Party Committee, former Director of the Department of Construction of Binh Thuan province; Phan Doan Thai - former member of the Provincial Party Committee, former Secretary of the Party Committee, former Director of the Department of Education and Training of Binh Thuan province, has degraded in political ideology, ethics, and lifestyle; seriously violated Party regulations and State laws in performing assigned duties and tasks; violated the Regulations on what Party members are not allowed to do and the responsibility to set an example, causing very serious consequences, public outrage, and very bad influence on the reputation of the Party organization and State management agencies.

Based on the content, nature, level, consequences, and causes of violations by the above-mentioned Party organizations and Party members, according to the Party's Regulations on Party organization discipline and Party members who violate, the Politburo decided to impose a disciplinary warning on the Standing Committee of Lam Dong Provincial Party Committee for the terms 2015 - 2020, 2020 - 2025 and comrade Le Minh Khai; the Secretariat decided to impose a disciplinary warning on the Party Personnel Committee of the Government Inspectorate for the term 2016 - 2021, and expel from the Party the following comrades: Nguyen Linh Ngoc, Thai Hong Cong, Ho Duc Hop, Ho Dai Dung, Nguyen Kim Thoai, Nguyen Ngoc, Le Quang Vinh, Nguyen Quoc Dinh, Xa Duong Thang, Phan Doan Thai.

Propose that competent authorities promptly enforce administrative discipline in line with Party discipline.
