Vinh - Cua Lo Boulevard: Elevating Vinh urban area and connecting growth poles
Up to now, the Vinh - Cua Lo Boulevard Project has completed two phases, creating a modern, spacious, highly connected traffic axis in the center of Vinh city, especially the upcoming merger of Cua Lo town into the city. This is a great effort of Nghe An province, localities and contractors in recent years.
The widest traffic route in the province

Vinh - Cua Lo Boulevard is currently the widest traffic route in Nghe An province, with a length of 10.832 km, starting point Km0+00 intersecting with Truong Van Linh Street (Vinh City), ending point Km10+832 intersecting with Binh Minh Street (Cua Lo Town), passing through Vinh City (3.4 km), Nghi Loc District (4.8 km) and Cua Lo Town (2.632 km).
Previously, the Vinh - Cua Lo Boulevard Project (approved by the Provincial People's Committee in Decision No. 994/QD-UBND-CN dated March 3, 2010 and approved for adjustment on May 2, 2012) had a total investment of VND 4,157 billion from the State budget with a length of 10.832 km, according to urban main street standards.
Although the planning has been adjusted, the route must maintain the 160m boundary, so this is currently the widest route in Nghe An province, with a section up to 290m wide, the main road has 4 lanes on each side, a total of 8 lanes, and the service road has 2 lanes on each side.

Vinh - Cua Lo Boulevard Project is a key project of Nghe An province, with construction in 2 phases: Phase 1 completed in 2020, Phase 2 from 2021 to August 2024. Currently, it only takes 15 minutes to go from the center of Vinh city straight to Cua Lo beach. During the past summer, although this route has only completed 2 outer axes, vehicles from Vinh to Cua Lo and from Cua Lo to Vinh continuously. That further affirms the importance of the route and urges its early completion to serve socio-economic development.
Mr. Nguyen Anh Tuan - a tourist from Hanoi said: My family has relatives in Vinh City, since the North - South Expressway was built, we followed the instructions to go to Vinh and then go straight to Cua Lo beach for a vacation. The traffic was convenient so our family took a private car and arrived in Vinh in just under 4 hours...

Vinh - Cua Lo Boulevard is of utmost importance in forming a spatial axis of planning and architecture, creating infrastructure, thereby attracting investment, expanding land funds on both sides of the route to promote socio-economic development of the whole region. When the shape of the route is clear, it shows its modernity, scale, spaciousness, raising the level of Vinh urban area, expanding this urban space to the North and East; many localities on the outskirts of Vinh urban area have also benefited greatly.
This avenue is also one of the answers to the results of building Vinh city into the center of the North Central region in the spirit of Resolution 26 of the Politburo "together with Cua Lo to develop into an economic growth pole and a spearhead of growth of the province" and is even more meaningful when on June 4, 2024, the Government signed Decision No. 475/QD-TTg recognizing the expanded Vinh city as meeting the criteria of a class I urban area. Accordingly, the scope of the expanded Vinh city includes the entire administrative boundaries of the existing Vinh city, the existing Cua Lo town and 4 existing communes of Nghi Loc district (including the communes: Nghi Xuan, Phuc Tho, Nghi Thai, Nghi Phong) with a total area of 166.25 km22With Decision No. 475/2024 of the Government, this route has become the "backbone" of the expanded Vinh urban area.
How is Vinh - Cua Lo Avenue connected?

Vinh - Cua Lo Boulevard route will help traffic to the inner city routes of Vinh city, to VSIP Industrial, Urban and Service Park, which is attracting more than 40 investment projects, with a total of tens of thousands of cadres, workers and employees. Specifically: Connecting with VI Le Nin Street, the central axis route of Vinh city with a cross-section of 56m wide, connecting with 72m road (connecting from Truong Van Linh Street to Vinh bypass) with a length of about 7.5km, from here to VSIP Industrial, Urban and Service Park; connecting with Hoang Phan Thai Street, Chu Trac Street, Bui The Dat Street, Le Ngoc Han Street, 35m Street of Vinh city...
From the 72m Vinh - Cua Lo Avenue, it also connects with National Highways 46, 46C; North - South Expressway; National Highway 1A; coastal road... to the province's major industrial parks. From the end of Cua Lo town, the route connects with Binh Minh road, Vinh - Cua Hoi road, Lam riverside road to Uncle Ho's hometown to Nam Dan, Hung Nguyen, Thanh Chuong districts; across Cua Hoi bridge to Ha Tinh province.
In addition, Vinh - Cua Lo Boulevard also connects with inter-commune and inter-hamlet roads of suburban communes of the city (after the merger and expansion), such as Nghi An, Nghi Thach, Nghi Phong, Nghi Thai. Thus, Vinh - Cua Lo Boulevard connects and intersects with 26 routes. This reality raises big problems regarding intersection connections, sewers, lighting, collection road arrangement, drainage, information infrastructure... which must be synchronized and ensured when put into operation.

Leaders of Nghe An Department of Transport said: When designing and constructing, the units complied with the planning on both sides of the route, controlled the exits, and connected with the invested and constructed projects. At the same time, the connection points must ensure and comply with the principle of not greatly affecting the traffic flow on Vinh - Cua Lo Boulevard.
In addition, control of internal routes on regional routes, traffic networks with connections between old villages and new residential areas. Design 9 intersections, on main roads and urban main roads, arrange underground technical tunnels under the sidewalk to install medium and low voltage cables, water distribution and service pipes, and information cables.
Thus, the Vinh - Cua Lo Boulevard route is extremely important when connecting with the growth poles of Nghe An province. When the route is completed, not only will Vinh become a coastal city, but the city will also have scientific traffic axes and convenient traffic; neighboring localities will have more attractive terrain, land value will be more profitable when traffic "reaches your door"... The attractive terrain will attract investors and start-up movements in the area, promoting the economic development of Vinh city in general and Nghe An in particular.

When the Vinh - Cua Lo Boulevard route is opened to traffic, according to the approved planning of the province, the province and sectors, Vinh city will attract investment on both sides of the route to ensure future factors, avoid fragmentation, and disrupt the planning on both sides.

Specifically: The section from Km0 - Km7+775 is 95m wide, including: The main road is designed with 8 motor vehicle lanes, each side has 4 lanes, 16m wide; GPC between the main route and the service road is 3m wide on each side and the median strip is 21m wide; Sidewalks on each side are 9m wide; The section from Km7+775 - Km9+130 is 160m wide, including: The main road is designed with 8 motor vehicle lanes, each side has 4 lanes, 16m wide; The median strip between the main route and the service road is 3m wide on each side and the median strip in the middle is 86m wide (each side has 8m of sidewalk, the remaining 70m is designed for grass planting); Sidewalks on each side are 9m wide.
Section Km9+130 - Km9+680 is 290m wide, including: Main road designed with 8 lanes for motor vehicles, each side has 4 lanes 16m wide; Median strip between main road and service road is 3m wide on each side; Median strip is 216m wide (each side has 8m sidewalk, the remaining 200m is designed for grass planting); Sidewalks on each side are 9m wide. Total investment for the entire route in all 3 phases is approximately 3,500 billion VND.
