Ceremony announcing that Dien Chau district has achieved the new rural standard.

On the morning of August 17th, the District Party Committee, People's Council, People's Committee, and Fatherland Front Committee of Dien Chau district held a ceremony to announce the Prime Minister's Decision recognizing the district as having achieved the new rural standard in 2023.

Attending the ceremony were comrades: Truong Dinh Tuyen – former member of the Central Committee of the Party, former Minister of Trade; Ho Xuan Hung – former Deputy Minister of Agriculture and Rural Development; Hoang Xuan Luong – former Deputy Chairman of the Committee for Ethnic Minorities.

Also attending were: Ms. Le Thi Thuy – Member of the Central Committee of the Party, Secretary of the Provincial Party Committee, and Chairwoman of the Provincial People's Council of Ha Nam; Mr. Truong Thanh Hoai – Deputy Minister of Industry and Trade; and Mr. Tran Nhat Lam – Deputy Chief of the Central Office for New Rural Development.
Representing Nghe An province were: Mr. Hoang Nghia Hieu - Deputy Secretary of the Provincial Party Committee; Mr. Le Duc Cuong - Member of the Standing Committee and Head of the Provincial Party Committee's Organization Department; Mr. Nguyen Van De - Vice Chairman of the Provincial People's Committee; Vietnamese Heroic Mothers, Heroes of the Armed Forces; officials from Dien Chau district from various periods; leaders of departments and agencies; and leaders of districts, cities, and towns.

Average income is 65 million VND per person per year.

Presenting a report on the process of building the district to meet the standards of a new rural area, the Chairman of the District People's CommitteeDien ChauTang Van Luyen stated: Dien Chau has a fairly large natural area and a large population, but thanks to its ability to leverage the strength of the entire political system, with many dynamic and creative approaches, after more than 13 years of implementing the National Target Program for building new rural areas, Dien Chau has achieved comprehensive and outstanding results.

The economy continues to develop, social security is ensured, and people's living standards are constantly improving. From 2011 to 2023, average growth reached over 10%; per capita income in 2010 reached 15.5 million VND/year, and in 2023 reached 65 million VND/year. The poverty rate in 2010 was 19.26%, and by 2023, the multidimensional poverty rate had decreased to 3.25%.

Organizing production and developing the rural economy inbuilding new rural areasThis is linked to the restructuring of crop and livestock production, aquaculture, the orientation of key products, the establishment of planting area codes, and production associated with food safety. By May 2024, Dien Chau district had 31 products achieving OCOP product brand status from 3 to 4 stars.

Healthcare and education have seen comprehensive development, with continued investment and upgrading of medical facilities to meet the growing healthcare needs of the local population. The overall quality of education consistently ranks among the best in the province. Traditional cultural values ​​are preserved and promoted. The political system is increasingly strong, and national defense and security are consolidated and maintained.

Investment attraction efforts continue to receive attention and guidance across various sectors, contributing to the promotion of labor structure transformation and local economic development.

By 2023, Dien Chau district had 36 out of 36 communes meeting the standards for new rural areas; and 8 out of 36 communes meeting the standards for advanced new rural areas. The district had also completed all 9 criteria for a new rural district.

The Prime Minister issued Decision No. 173/QD-TTg on February 7, 2024, recognizing Dien Chau district, Nghe An province, as having met the standards of a new rural district in 2023. This is a great recognition and encouragement from the Party and the State for the comprehensive efforts and development of Dien Chau district in the new rural development movement during the period 2010-2023.

Success in building new rural areas is the foundation for the district to continue striving to develop Dien Chau district to achieve Type IV urban status by 2025 and meet the criteria for Type III urban status (township) before 2030.

Over the past 10 years of implementing the National Target Program for building new rural areas, Dien Chau district has mobilized over 8 trillion VND in capital. Of this: State budget contributed nearly 6 trillion VND, accounting for 71.1%; enterprise support capital amounted to over 255 billion VND, accounting for 3.1%; and people's contributions totaled over 2 trillion VND, accounting for 25.8%.

Speaking at the ceremony, Comrade Nguyen Van De, Vice Chairman of the Provincial People's Committee, congratulated and praised the achievements and results that the Party Committee, government, and people of Dien Chau district have strived for and achieved in the past time.

The Vice Chairman of the Provincial People's Committee affirmed that receiving the Prime Minister's Decision recognizing Dien Chau district as having achieved the new rural standard is an honor and a source of pride, but also a great responsibility for the Party Committee, government, and people of Dien Chau district.

To maintain the achievements already made, and at the same time strive towards becoming an advanced new rural district in the future, Vice Chairman of the Provincial People's Committee Nguyen Van De suggested that the Party Committee, government and people of Dien Chau district continue to effectively implement a number of contents.
