After the 12th meeting of the State Steering Committee for important national projects and works, key to the Transport sector, ministries, sectors and localities have made great efforts in implementing tasks, focusing on investment preparation and investment implementation, of which the following are typical: (1) Hanoi City completed the acceptance of the elevated section of the Nhon - Hanoi Railway Station urban railway and put it into operation, creating excitement and trust among the people; (2) The Ministry of Transport submitted and the National Assembly approved the investment policy for the Gia Nghia - Chon Thanh project; reported to the Government on the North - South high-speed railway project; approved the Dau Giay - Tan Phu expressway project; completed and put into operation the remaining section of the Dien Chau - Bai Vot component project (DATP); (3) The Ministry of Planning and Investment completed the appraisal of the Dau Giay - Tan Phu and Dong Dang - Tra Linh projects; (4) Ho Chi Minh City has completed the approval of the investment policy for the Ho Chi Minh City - Moc Bai project under the PPP method; approved the adjustment of the investment policy for the Ben Thanh - Suoi Tien urban railway project; (5) The Ministry of Construction has coordinated with the Ministry of Transport to complete the survey of a number of norms for the expressway project, and is finalizing the amendment of the Circular on construction norms; (6) The Ministry of Agriculture and Rural Development has advised the Government to issue Decree No. 91/2024/ND-CP dated July 18, 2024 to remove many obstacles in the procedures for changing the purpose of forest use; (7) The Ministry of Natural Resources and Environment has explained the opinions of the National Assembly Standing Committee (NASC) and is implementing procedures for the Government to submit to the NASC to adjust the policy for changing the purpose of forest use, forest land and rice land from two or more crops of the North - South Eastern Expressway Project in the period of 2021 - 2025; Advise the Prime Minister to assign targets for supplying sand materials for projects in the Southern region.

According to the report of the Ministry of Transport, the total number of expressway projects under construction is about 1,700 km across the country, from expressway projects on the North-South axis, projects connecting the East-West axis, connecting the Northwest region, the Central Highlands region, connecting regions, connecting 48 provinces and cities. Of which, about 1,200 km are expected to be completed by 2025 (raising the total number of expressway kilometers nationwide to over 3,000 km).

Speed ​​up progress and promote disbursement of public investment capital

Prime Minister Pham Minh Chinh - Head of the State Steering Committee for important national projects and works, key to the transport sector, directed that the general task related to key national projects and works is to accelerate progress and promote disbursement of public investment capital, because the total investment capital for transport works nationwide in 2024 is very large, about 200 trillion VND; contributing to creating momentum to promote growth.

Ministries and branches, according to their assigned functions and tasks, must urgently and proactively handle procedures and guide relevant localities, ministries and branches to accelerate investment preparation and implementation of investment projects in the spirit of: making more efforts, being more determined, more drastic, focusing on key points; closely directing, clearly assigning people, tasks, time, progress, completion deadline, and having specific products... to work together and strive to respond to the 500-day and night peak emulation campaign to complete 3,000 km of expressway, welcoming the 50th anniversary of the liberation of the South, national reunification, 80 years of national independence and welcoming Party Congresses at all levels, towards the 14th National Party Congress.

In this spirit, it is necessary to focus on the following key requirements and tasks:

1. For projects that have not completed investment procedures, it is necessary to urgently coordinate with ministries and branches to speed up investment procedures, allocate capital for projects; thoroughly resolve tasks, focus on key points; promptly report to the Prime Minister on difficulties and problems.

2. Localities must mobilize the entire political system to participate in site clearance work; Party committees at all levels must direct the government to mobilize people; mass organizations must participate in support; and resolutely complete site clearance on schedule, without delay.

3. Focus on relocating technical infrastructure and high-voltage power lines without affecting people's lives or interrupting power supply.

4. Bidding and contractor selection must be urgent, objective and transparent in accordance with legal regulations; resolutely fight against "buying and selling" of bids, embezzlement, corruption, loss, waste...

5. Ministries, branches and localities must focus on and resolutely resolve to ensure adequate and timely supply of construction materials; localities, investors, project management boards and contractors must proactively work and discuss to resolve the issue of materials for the project.

6. Speed ​​up progress but must ensure quality, labor safety, environmental sanitation, technical and aesthetic aspects; pay attention to the restoration of residential roads; construction must minimize impacts on people's lives.

Ensuring completion of the target of 3,000 km of expressway by the end of 2025

There is not much time left from now until the end of 2025 and it is the period when a large amount of work needs to be implemented, there must be a breakthrough and acceleration, especially with projects planned to be completed in 2025, therefore, Prime Minister Pham Minh Chinh requested:

1. Urgently develop and promulgate a detailed plan for "critical progress of project completion in 2025" in accordance with site clearance conditions, material sources, and weather conditions to serve as a basis for monitoring, urging, directing, and strictly controlling the construction progress of projects, ensuring the completion of the target of 3,000 km of expressway by the end of 2025; clearly assign responsibilities, people, work, time, and results, and strengthen supervision and inspection.

2. Launch and effectively organize the emulation movement "500 peak days and nights to successfully complete expressway projects" to celebrate the 80th anniversary of the founding of the country, the 50th anniversary of the Liberation of the South and National Reunification, Party Congresses at all levels, towards the 14th National Party Congress.

3. Site clearance and relocation of technical infrastructure (high voltage electricity): this is a very important task, directly affecting the progress critical path; many projects have a small amount of site clearance but are difficult areas; therefore, it is recommended that localities focus more, be more determined, and mobilize the entire political system to participate as directed by the Prime Minister in Official Dispatch No. 54/CD-TTg dated May 2, 2024 to complete site clearance as soon as possible.

4. Regarding the implementation of construction, the Ministry of Transport, localities assigned as the managing agencies and the State Capital Management Committee at enterprises direct investors and contractors to coordinate with localities to remove difficulties and obstacles in site clearance, relocation of technical infrastructure, and supply of construction materials; focus, be highly determined, make great efforts, and resolutely carry out construction with the spirit of "overcoming the sun, overcoming the rain", "only working, not backing down", "3 shifts, 4 shifts", "eating quickly, sleeping urgently", "through holidays, through Tet, through days off", "finishing what you do", "having committed to doing, having promised to do" to speed up the progress of project implementation.

The Ministry of Transport and localities direct Project Management Boards and contractors to proactively focus on constructing items that are critical to progress such as: large tunnels, large bridges, areas requiring additional loading, weak ground treatment, etc.

Quickly remove difficulties and obstacles in site clearance

Prime Minister Pham Minh Chinh requested the Ministry of Transport to preside over and coordinate with localities to develop a detailed plan for "critical progress of project completion in 2025", ensuring the completion of the target of 3,000 km of expressway by the end of 2025. In particular, for the 436 km of 14 Projects/DATPs that are behind schedule, it is necessary to have the initiative, determination, and outstanding efforts of the competent authorities, investors, and contractors to be able to meet the schedule; to be completed in August 2024.

The Ministry of Transport continues to direct investors and contractors to coordinate with localities to promptly remove difficulties and obstacles in site clearance, relocation of technical infrastructure, supply of construction materials, ensure sufficient reserves and capacity to meet the construction progress of projects, especially DATP sections Can Tho - Ca Mau, Bien Hoa - Vung Tau, Hoa Lien - Tuy Loan; develop a reasonable construction organization plan, organize construction in "3 shifts, 4 teams" to speed up construction progress, complete the North - South expressway project phase 2021 - 2025, Bien Hoa - Vung Tau, Hoa Lien - Tuy Loan in 2025 and DATP 2 Khanh Hoa - Buon Ma Thuot, Ho Chi Minh road as planned.

The Ministry of Transport urgently selects investors to soon start the Dau Giay - Tan Phu project; completes procedures to submit to the National Assembly to adjust the investment policy for the Bien Hoa - Vung Tau project; completes the Project on investment policy for the high-speed railway on the North - South axis to soon submit to competent authorities.
