Proposing Nghi Loc district to handle the problem of the "forgotten" prime land on Binh Minh Avenue
After the article "Forgetting" more than 2,000 square meters of prime land on Binh Minh Avenue was published by Nghe An Electronic Newspaper, on August 22, the People's Committee of Cua Lo town sent a document requesting the People's Committee of Nghi Loc district to handle the existing problems related to this land.
Accordingly, the People's Committee of Cua Lo town informed: "Currently, the Nghi Loc district nursing home project at land plot number 94, map sheet number 05, Thu Thuy ward, Cua Lo town is under the management and use of the People's Committee of Nghi Loc district, along Binh Minh road, which is a key tourist area of Cua Lo town.
However, the project is no longer in operation. On the project site, there is a level 4 house that has deteriorated. At the same time, the situation of trees and weeds growing haphazardly does not ensure aesthetics, affecting the urban beauty.
To handle the existing problems, the People's Committee of Cua Lo town requested the People's Committee of Nghi Loc district: "Arrange human resources and means to coordinate with the People's Committee of Thu Thuy ward to carry out the renovation and general cleaning of the environment in the above-mentioned land area. Study the plan to convert the investment model of the above-mentioned project, in order to put the land into operation to ensure the beauty of the urban tourism area, while avoiding land waste".
Also on August 22, 2024, Thu Thuy Ward People's Committee sent a report clarifying the content of the article in Nghe An Electronic Newspaper to Cua Lo Town People's Committee with the following content:
According to the 1996 survey map, land plot number 16, map sheet number 6 (piece 2b-II —a); according to the 2005 survey map and technical records, land plot number 94, map sheet number 05 with an area of 2230.9m2According to the declaration of current status of land management and use of Nghi Loc District Nursing Home on July 1, 2008; the land has been used since June 1996 with an area of 2,475m2.2according to Decision No. 1763/QD-UBND dated June 8, 1996 on land allocation for specialized purposes.
On July 14, 2008, Thu Thuy Ward People's Committee confirmed that the land plot is No. 94, map sheet No. 05, with an area of 2,230.9m2.2, stable use, no disputes, right purpose.
Regarding the process of use and actual status of the land, in September 2004, the Bank for Agriculture and Rural Development of Cua Lo town rented Nghi Loc district's nursing home for use; in 2007, it was handed over to the management and use unit.
In 2009, the Executive Committee of the Trade Union of the People's Council - People's Committee of Nghi Loc district signed a contract with Mr. Nguyen Van Hoa (permanent resident: Block 2, Thu Thuy ward) to protect the Nursing Home for the period from January 1, 2009 to June 30, 2009.
Regarding the current usage status, on the land there is a row of dilapidated level 4 houses, with 5 degraded rooms. The property inside is old, the yard, fence, and outbuildings are also degraded.
The tiled roof had completely buckled and collapsed. In front of the row of houses was a cement yard, with two temporary car garages at both ends. The grounds were overgrown with trees and grass.
Every year, Thu Thuy Ward People's Committee issues a document requesting agencies, units, restaurants and hotels in the area to implement urban beautification to serve tourism. In particular, on February 29, 2024, Thu Thuy Ward People's Committee issued Notice No. 06/TB-UBND on urban beautification to serve tourism in 2024 in the ward to Nghi Loc District People's Committee, however, the management unit of Nghi Loc District Nursing Home has not yet implemented the beautification.
Therefore, to ensure urban beautification work in the area, every year the People's Committee of Thu Thuy ward mobilizes cadres, people, and youth union members of the ward to clear bushes, scoop up trash, clean up, and hire excavators to clean the environment, especially the section adjacent to Binh Minh street.
Thu Thuy Ward People's Committee proposed to Cua Lo Town People's Committee: "Work with Nghi Loc District People's Committee to find solutions to handle and resolve the issues that Nghe An Newspaper has reported."
