Many policies support and motivate the development of Social Insurance and Health Insurance in Nghe An
Over the years, the Provincial Party Committee, People's Council and People's Committee of Nghe An province have always paid attention to taking care of the material and spiritual life and implementing social security for people in the province. Accordingly, the coverage of social insurance, health insurance and unemployment insurance in the province has been increasingly expanded, creating favorable conditions for all people to access, participate in and enjoy the policy. In particular, many documents have been issued stipulating the level of support for social insurance and health insurance contributions for a number of participating groups from the local budget.
Support from local budget for health insurance participants
From 2016 to present, Nghe An province has issued many mechanisms and policies to support the contribution level for health insurance participants in the province, specifically:
Issue Resolution No. 23/2016/NQ-HDND dated August 4, 2016 of the People's Council of Nghe An province on the regulation of health insurance premium support levels for people in near-poor households in Nghe An province for the period 2016 - 2020 (2016: 10%; 2017: 15%; 2018: 20%; 2019: 25%; 2020: 30%).

Issue Resolution No. 14/2020/NQ-HDND dated November 13, 2020 of the People's Council of Nghe An province on the regulation of health insurance contribution support levels for a number of subjects in Nghe An province for the period 2021-2025. Accordingly, continue to support 30% of the health insurance contribution for people in near-poor households. At the same time, support the cost of purchasing health insurance cards for people in households working in agriculture, forestry, fishery, and salt production with an average living standard according to the roadmap: 2021: 10%; 2022: 15%; from 2023-2025: 20%. Thus, people in near-poor households in the province are supported with 100% of the health insurance contribution (of which the central budget supports 70%, the provincial budget supports 30% from 2020 to present); Households working in agriculture, forestry, fishery and salt production with an average living standard will receive 50% support (of which the central budget supports 30% and the provincial budget supports 20% from 2023 - 2025).
On January 24, 2017, the People's Committee of Nghe An province issued Decision No. 26/2017/QD-UBND on the regulation of the level of support for health insurance premiums and co-payment costs for HIV antiviral drugs for people with HIV/AIDS with health insurance cards in Nghe An province.

It can be seen that the Provincial Party Committee, People's Council, and People's Committee pay great attention to and create conditions for vulnerable groups in the province to participate in health insurance. This is a group of residents in difficult circumstances, with little ability to participate in health insurance. This support has profound humanitarian significance, helping people ensure their ability to pay for medical examination and treatment costs when they are at risk of illness, and not fall into debt and poverty due to the burden of treatment costs. Thereby, contributing to the successful implementation of the goal of sustainable poverty reduction, limiting re-poverty, and ensuring social security. At the same time, creating conditions for vulnerable groups to access health services in the most convenient way, contributing to improving the quality of life for people in Nghe An province.
Support for paying health insurance and voluntary social insurance for members of security and order protection teams in the province
The Provincial People's Council issued Resolution No. 06/2024/NQ-HDND dated June 7, 2024 on the establishment criteria, number of members; support and compensation levels; regimes and policies for the Security and Order Protection Team in Nghe An province. Including regulations: Support 100% of health insurance premiums for subjects participating in household health insurance; Support 50% of voluntary social insurance premiums.

Currently, the Provincial Police Department presides over and coordinates with other sectors to issue Inter-sectoral Guidelines providing specific guidance on procedures and regulations on voluntary social insurance and health insurance support levels for security and order protection forces in Nghe An province.
The policy of supporting additional voluntary social insurance and health insurance contributions from the provincial budget has created conditions for members of the Security and Order Protection Team to access and enjoy the policy. Thereby, it not only helps ensure the rights of the forces participating in protecting security and order at the grassroots level, but also contributes to the goal of increasing the coverage of social insurance and health insurance that the Party Committee and government of Nghe An province are aiming for.
Develop a Resolution regulating the policy of supporting additional contributions for voluntary social insurance participants in addition to the support level of the state budget.
Pursuant to the Conclusion Notice No. 234/TB-HĐND.TT dated August 5, 2024 of the Standing Committee of the People's Council of Nghe An province at the meeting in July 2024. Accordingly, the Provincial People's Committee issued Official Dispatch No. 6943/UBND-VX dated August 15, 2024 on the implementation of the development of the Resolution of the Provincial People's Council. The Provincial People's Committee requested the Department of Labor - Invalids and Social Affairs and the Department of Health to develop the Resolution in accordance with the procedures and regulations, and advise the Provincial People's Committee to submit it to the Provincial People's Council at the meeting at the end of 2024.

Specifically: The Department of Labor, War Invalids and Social Affairs presides over and coordinates with relevant departments, branches, agencies, units and localities to advise on the development of a Resolution regulating policies to support additional contribution levels for voluntary social insurance participants in the province in addition to the state budget support level as prescribed.
The Department of Health shall preside over and coordinate with relevant departments, branches, units and localities to advise on the development of a Resolution on the policy of supporting funding for purchasing health insurance cards for people living in extremely disadvantaged communes and villages in the period 2015-2020, which are no longer classified as extremely disadvantaged in Decision No. 861/QD-TTg dated June 4, 2021 of the Prime Minister and Decision No. 433/QD-UBDT dated June 18, 2021 of the Ethnic Committee.

The support of voluntary social insurance and health insurance premiums for some groups of subjects from the local budget demonstrates the deep concern of the Provincial Party Committee, People's Council, and People's Committee for social security work for people in the province. At the same time, it contributes significantly to the implementation of the roadmap for social insurance and health insurance for all people in the province.
By the end of July 2024, the whole province had 3,077,104 people participating in social insurance, health insurance, and unemployment insurance, of which the number of people participating in social insurance was 407,135 people; the coverage rate reached 25.38% compared to the working-age labor force; the number of people participating in health insurance was 2,953,684 people; the coverage rate reached 93.66% of the population.
