Nghe An strives to improve its PCI index.
Nghe An province is actively improving its business environment and enhancing its PCI (Provincial Competitiveness Index). To achieve this goal, it is first necessary to create a shift in the awareness of officials and civil servants, as well as the responsibility of departments, agencies, and the People's Committees at the district and commune levels in performing their duties.

Recognizing the importance of the PCI index for improving the investment and business environment, attracting investment, and promoting economic growth, since 2012, Nghe An province has promptly issued and implemented a plan to improve and enhance the PCI index with many synchronized solutions.
During the period 2019-2022, Nghe An province consistently maintained high rankings, ranking among the top in the North Central region and within the top 30 provinces in the national PCI index ranking (in 2022, it ranked 23rd out of 63 provinces and cities, with a total score of 66.6). By 2023, Nghe An's PCI index reached 65.72 points, a decrease of 0.88 points compared to 2022...
These results partly show that the province has made efforts to reform administrative procedures but has not achieved the desired results; there are still obstacles, bottlenecks, and inadequacies in management, administration, and public service implementation that leave the business community dissatisfied; seriously affecting the trust of the business community and investors.
During the discussion, Mr. Nguyen Dinh Sinh, General Director of Minh Anh Garment Company, stated that: Besides the positive changes in administrative procedure reform from the provincial to the grassroots level, many businesses reported that paperwork remains complex and the time required for administrative procedures has not been shortened as expected. To genuinely improve provincial competitiveness and bring satisfaction to businesses, determination, dynamism, a proactive and receptive spirit, and active participation from all levels of local government are needed.

Following the announcement of the PCI results, the People's Committee of Nghe An province directed the Provincial Investment, Trade and Tourism Promotion Center to organize a workshop to evaluate Nghe An province's PCI index in 2023 and propose solutions to improve the PCI index in subsequent years. The workshop included proposals for many specific and clear tasks and solutions for each component index. The People's Committee also assigned each department and agency to be responsible for implementation.
According to Mr. Pham Hong Quang, Director of the Department of Planning and Investment: The Department advises the Provincial People's Committee on issuing annual plans to implement the Government's Resolution on key tasks and solutions to improve the business environment and enhance national competitiveness; advises the Provincial People's Committee on issuing and implementing the Project "Improving the investment and business environment, enhancing the effectiveness of investment attraction in Nghe An province in the period 2021-2025"; the Project on enterprise development in Nghe An province until 2025...; and advises the Provincial People's Committee on issuing directives to implement solutions to improve the investment and business environment and enhance provincial competitiveness.
Following the direction of the Provincial People's Committee, the Department of Planning and Investment has also chaired and coordinated with other departments, agencies, and localities to analyze each component index of the PCI in 2023, assess the results achieved as well as the shortcomings, limitations, causes, and propose tasks and solutions for the future.
Nghe An province's PCI index in 2023 decreased compared to the previous year, indicating a slow pace of improvement. Several PCI component indicators ranked low, such as: Informal costs, Legal institutions and security and order, Access to land, Time costs, and Fair competition.
To further improve the investment and business environment and enhance the Provincial Competitiveness Index (PCI), relevant sectors and localities need to focus on decisively implementing the goals, tasks, and solutions outlined in the province's directives.
Based on the tasks and solutions to improve the ranking of the 10 component indicators of the PCI, we will continue to advise on dialogue conferences with the business community focusing on strengthening administrative reform to create a transparent and open business environment, improve the effectiveness of investment attraction, and ensure the achievement of the province's socio-economic development goals.
Comrade Bui Thanh An - Member of the Standing Committee of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee, stated: Improving the business environment, enhancing competitiveness, and aiming for sustainable development have been identified by the province as one of the three breakthroughs in development outlined in the Resolution of the Provincial Party Congress and as an important and ongoing political task for Party committees and local governments at all levels. Improving provincial competitiveness and the PCI index is not simply about improving rankings for comparison with other localities; we need to look at the reality and see improving the PCI index as a goal and motivation for Nghe An province to change and progress for the overall development of the province and the business community.

To achieve this, it requires maximizing the role and interactive relationship between the government and the Vietnam Chamber of Commerce and Industry (VCCI), business associations, and the business community. Each sector responsible for a particular area or field must develop a detailed plan, especially for those with low performance indicators. All levels and sectors must consider administrative reform and improving the investment and business environment as a regular task and a responsibility of the entire system, as well as of each official, Party member, and even businesses and citizens.
