Orientation for sustainable development of agriculture and rural areas in Nghe An
Resolution No. 39-NQ/TW dated July 18, 2023 of the Politburo on building and developing Nghe An province to 2030, with a vision to 2045, has shown special attention to Uncle Ho's hometown province. Recognizing the importance of the Resolution for development orientation in the fields of agriculture, rural areas and farmers, the Party Committee and Board of Directors of the Department of Agriculture and Rural Development of Nghe An have promptly disseminated and directed units under the sector to research and implement it.
The initial results in the implementation of the Nghe An Department of Agriculture and Rural Development are that among the 14 policies, belonging to 4 groups of fields to pilot the addition of a number of specific mechanisms and policies for the development of Nghe An province approved by the National Assembly in Resolution No. 137/2024/QH15 dated June 26, 2024, the department has proposed and the National Assembly has approved the policy "Allowing Nghe An province to retain and use the funding source for replacement forest planting when converting the purpose of forest use to other purposes collected from projects serving economic, social, defense and security development. If there are no conditions to plant replacement forests themselves, they must pay the replacement forest planting fee to the Nghe An Provincial Forest Protection and Development Fund to implement silvicultural measures to protect and promote natural regeneration with additional planting or protect and promote natural regeneration...".
With that specific policy, in addition to retaining resources for the locality, the policy also solves difficulties and problems regarding conditions for reforestation for investment projects serving economic, social, defense, security development, important national projects, urgent projects... that affect forests; facilitates and shortens the time for investment procedures so that projects can soon become effective. At the same time, the policy will also be very effective in preserving and promoting the biodiversity values of forests, improving the ability to respond and adapt to natural disasters and climate change, associated with stabilizing the material and spiritual lives of the people due to the multi-use values of forests.
Also according to Resolution No. 137/2024/QH15 on piloting the addition of a number of specific mechanisms and policies for the development of Nghe An province, Nghe An province will receive support from the State budget of the provinces and centrally-run cities; be allocated an additional 50% of public investment capital from the targeted supplementary central budget to invest in the development of synchronous socio-economic infrastructure, especially in the Western Nghe An region. Thus, it will create favorable conditions for the agricultural, forestry and fishery economy in this region to promote its strengths, especially the forestry economy, associated with the development of green, environmentally friendly brands.
Implementing Resolution No. 137/2024/QH15, the Department of Agriculture and Rural Development has assigned specialized agencies to carry out the task of investigating, evaluating and proposing solutions to restore vacant land areas under the forestry land planning of Nghe An province for the period 2024 - 2030 and vision to 2050, as a basis for developing a plan to implement silvicultural measures to enclose and promote natural regeneration with additional planting or enclose and promote natural regeneration; coordinate with departments and branches to draft the Plan of the Provincial People's Committee to implement Resolution No. 137/2024/QH15 of the National Assembly on piloting a number of specific mechanisms and policies for the development of Nghe An province.
Recently, along with the drastic implementation of synchronous solutions to implement Resolution No. 39-NQ/TW dated July 18, 2023 of the Politburo, the Department of Agriculture and Rural Development of Nghe An proactively proposed to organize the event "Displaying, introducing and promoting typical products and potential products of the Western region of Nghe An" at the premises of the Ministry of Agriculture and Rural Development. The event is the initial connection to bring 162 products of the Western region and typical OCOP products of Nghe An to markets outside the province.
Also from this event, comrade Le Minh Hoan - Minister of Agriculture and Rural Development directly surveyed and directed the specialized agencies of the Ministry to build“Plan to support agricultural and forestry economic development in Ky Son district, Nghe An province until 2030”.On July 26, 2024, the Ministry of Agriculture and Rural Development issued Decision No. 2561/QD-BNN-LN approving this plan. This is one of the initial exogenous resources for Ky Son district, one of the most difficult localities in the province, to create a breakthrough and sustainable development.
Currently, in order to have synchronous coordination between the Ministry of Agriculture and Rural Development, all levels, sectors and localities in implementing the plan to support the development of agricultural and forestry economy for Ky Son district (Decision No. 2561/QD-BNN-LN) with 6 groups of tasks, 40 specific contents, along with 6 solutions for implementation, the Department of Agriculture and Rural Development of Nghe An has proactively drafted a Coordination Plan to submit to the Provincial People's Committee for approval in Document No. 3303/TTr-SNN.KHTC dated August 13, 2024.
Thus, through the specific policy supplemented for piloting in Resolution No. 137/2024/QH15 of the National Assembly and the support and promotion from resources of the Ministry of Agriculture and Rural Development, along with the timely attention and direction of Nghe An province, the agricultural economy and the Western region of the province will develop rapidly and sustainably.
Implementing Resolution No. 39-NQ/TW dated July 18, 2023 of the Politburo on building and developing Nghe An province to 2030, with a vision to 2045, the Department of Agriculture and Rural Development of Nghe An issued Plan No. 2678/KH-SNN dated July 3, 2024,The plan has assigned specific and clear tasks, closely following the content of Plan No. 1022/KH-UBND dated December 25, 2023 of the Provincial People's Committee on implementing Resolution No. 162/NQ-CP dated October 4, 2023 of the Government, Action Program No. 68-CTr/TU dated November 15, 2023 of the Provincial Party Executive Committee to implement Resolution No. 39-NQ/TW of the Politburo on building and developing Nghe An province to 2030, with a vision to 2045, ensuring quality, on schedule and efficiency, closely linked to the implementation of functions and tasks of units and specialized departments for tasks chaired and implemented by the Department of Agriculture and Rural Development.
