Two drivers fined 70 million VND for using drugs

Two men in Nghe An were fined 70 million VND for participating in traffic while having drugs in their system.

Standing Vice Chairman of the Provincial People's Committee Le Hong Vinh signed a Decision to administratively sanction Mr. NNH (born in 1983), residing in Hung Dung ward, Vinh city and Mr. BQK (born in 1990), residing in Dien Yen commune, Dien Chau district.

The Decision on Penalty dated August 30 clearly stated that Mr. NNH drove car with license plate 37E-004.xx, Mr. BQK drove car with license plate 37A-827.xx on the road while having drugs in their bodies (body test results were positive for drugs).

Accordingly, Mr. NNH and Mr. BQK were each fined VND 35 million; as prescribed in Point c, Clause 10, Article 5, Decree No. 100/2019/ND-CP dated December 30, 2019 of the Government; Clause 4, Article 23, Law on Handling of Administrative Violations (amended and supplemented in 2020).

At the same time, Mr. NNH's right to use a Class C driving license will be revoked from the effective date of this Decision until March 19, 2026; Mr. BQK's right to use a Class C driving license will be revoked for 24 months from the effective date of this Decision.

In addition, for the violations of driving a car without a vehicle registration certificate, driving a car with a technical safety and environmental protection inspection certificate that has expired for 1 month or more, Mr. BQK must also pay a fine of 7.5 million VND.
