Nghe An issues telegram to respond at the highest level to super typhoon YAGI
On the afternoon of September 5, the People's Committee of Nghe An province continued to issue Official Dispatch No. 36/CD-UBND on focusing on urgent response to storm No. 3. Accordingly, the People's Committee of the province requested localities and units to be ready with the spirit of proactive prevention and response at the highest level.

Telegram No. 36 stated that this morning (September 5, 2024), storm No. 3 has strengthened into a super storm, with the strongest wind near the storm's center at level 16, gusting above level 17.
It is forecasted that from tomorrow morning (September 6, 2024), the storm will directly affect the Gulf of Tonkin with the strongest wind near the storm center reaching level 13-14, gusting to level 16; from tomorrow night, it will directly affect the mainland of the Northeast and North Central regions of our country with the strongest wind possibly reaching level 10-12, gusting to level 13-14 and affecting deep inland. The storm is likely to cause strong winds, rising water, large waves at sea and along the coast, strong winds and widespread heavy rain on land.
Storm No. 3 is forecasted to be very strong, with a high level of natural disaster risk and complicated developments. Therefore, the Chairman of the Provincial People's Committee - Head of the Provincial Steering Committee for Natural Disaster Prevention, Control, Search and Rescue and Civil Defense requests:
1.Directors of Departments; Heads of provincial-level departments, branches and organizations; Secretaries and Chairmen of People's Committees of districts, cities and towns and relevant agencies and units focus on leading, directing, organizing inspections, urging, and implementing drastic, timely and effective work on storm prevention and response with the spirit of proactive prevention and response at the highest level to ensure safety of lives, especially children and vulnerable groups, and minimize damage to property of the People and the State.
2.The Secretaries and Chairmen of the People's Committees of districts, cities and towns should postpone and postpone non-urgent meetings, mobilize the entire political system to participate, assign each comrade in the Standing Committee, Standing Committee, and members of the Committee to directly go to key areas to lead, direct, deploy, urge, and inspect the work of storm and flood prevention and control, focusing on:
Carefully review and immediately deploy work to ensure safety for activities at sea and on islands; ensure safety for people, boats, and vehicles operating at sea and at shelters.
Ensure the safety of people's lives in dangerous areas, especially on rafts, watchtowers for aquaculture, seafood, boats in shelters, areas at risk of deep flooding due to high waves, rising water, heavy rains, areas at risk of landslides, flash floods that are not safe; resolutely do not let people stay in dangerous areas when storms directly affect and heavy rains and floods occur (if necessary, proactively enforce evacuation to ensure people's safety).
Directing the assurance of safety of dikes, lakes, dams, traffic safety, limiting damage to houses, warehouses, headquarters, public works, industrial parks, factories, and enterprises; protecting agricultural production, preventing flooding in urban areas and industrial parks.
Proactively arrange forces and means in key and vulnerable areas to be ready to promptly handle situations that arise during storms and floods.
Review the responsibility of heads of organizations, agencies and units who are negligent and subjective in performing tasks of storm and flood prevention and control; strictly handle business owners, vehicles, boats and rafts that do not comply with the direction of competent authorities and forces in storm prevention and control work.
The Secretary and Chairman of the District People's Committee are responsible to the Provincial Party Secretary and Chairman of the Provincial People's Committee if they are subjective, negligent in leadership, direction, and slow in responding to storms and floods, leading to great loss of life and property.
3.Commanders: Provincial Military Command, Provincial Border Guard Command; Director of Provincial Police direct relevant units to urgently review and update response plans according to the risk level of the storm, proactively arrange forces and means to coordinate with relevant forces to deploy storm and flood prevention and control work according to regulations; other departments and branches according to their assigned State management functions continue to direct and seriously and effectively implement storm prevention and control work according to the direction of the Chairman of the Provincial People's Committee in Official Dispatch No. 34/CD-UBND dated September 4, 2024.
4. The Provincial Steering Committee for Natural Disaster Prevention, Search and Rescue and Civil Defense organizes on-duty shifts, closely monitors the situation, proactively directs and urges localities to deploy response work in accordance with actual natural disaster developments; promptly summarizes damage, reports, and proposes the Provincial People's Committee to direct and handle issues beyond its authority.
