Prime Minister directs sectors and localities to focus on responding to storms and floods after storms
To ensure the safety of people's lives and property, Prime Minister Pham Minh Chinh signed Official Dispatch No. 1 requesting ministries, branches and localities to focus on responding to storm No. 3 and floods after the storm.

On the night of September 6, storm No. 3 entered the Gulf of Tonkin, affecting the northern provinces, causing strong winds, heavy rain, and a high risk of flooding in urban areas, low-lying areas, landslides, and flash floods in the midlands and mountainous areas.
To ensure the safety of people's lives and property, Prime Minister Pham Minh Chinh signed Official Dispatch No. 88/CD-TTg dated September 6, 2024 requesting ministries, branches and localities to focus on responding to storm No. 3 and floods after the storm.
Telegrams sent to Secretaries and Chairmen of the People's Committees of the following provinces and cities: Quang Ninh, Hai Phong, Thai Binh, Nam Dinh, Ninh Binh, Thanh Hoa, Lang Son, Ha Giang, Tuyen Quang, Lao Cai, Yen Bai, Phu Tho, Hoa Binh, Son La, Lai Chau, Dien Bien, Cao Bang, Bac Kan, Thai Nguyen, Bac Ninh, Bac Giang, Hanoi, Hung Yen, Ha Nam, Vinh Phuc; Ministers of the following Ministries: National Defense, Public Security, Natural Resources and Environment, Agriculture and Rural Development, Education and Training, Industry and Trade, Transport, Construction, Foreign Affairs, Culture, Sports and Tourism.
According to the report of the National Center for Hydro-Meteorological Forecasting, on the night of September 6, storm No. 3 entered the Gulf of Tonkin, the strongest wind near the storm center was level 14, gusting to level 17; from September 7, the storm will affect the northern provinces causing strong winds, heavy rain (common rainfall 100-350mm, locally over 500mm), high risk of flooding in urban areas, low-lying areas, landslides, flash floods in the midlands and mountainous areas.
To ensure the safety of people's lives and property, the Prime Minister requested ministries, branches and localities to continue to resolutely, seriously and effectively implement the Prime Minister's directions in Official Dispatches No. 86/CD-TTg dated September 3, 2024 and No. 87/CD-TTg dated September 5, 2024, focusing on prioritizing the safety of people's lives and property and the State.
The Chairmen of the People's Committees of the above-mentioned provinces and cities, based on the actual developments of storms and floods in the locality, recommend that people limit going out unless absolutely necessary; decide to let students of all levels stay home from school to ensure safety.
Assign Deputy Prime Ministers, according to their assigned fields of work, to directly monitor and direct the implementation of this Official Dispatch by ministries, branches and localities.
The Government Office, according to its assigned functions and tasks, shall monitor and urge ministries, branches and localities to implement this Official Dispatch and promptly report to the Prime Minister on any unexpected or arising issues./.
