The impact of storm No. 3 is expected to cause heavy rain, combined with the release of floodwaters by hydroelectric plants and water regulation, so people in the flood-prone area of Hung Nguyen have begun to move their property and livestock to the left Lam dike to avoid the flood.
According to the reporter's records on the morning of September 7, in the communes along the dike of Hung Nguyen district such as Hung Loi, Chau Nhan... some households have been moving their properties onto the dike to ensure safety during the rainy and flood days.

Mr. Nguyen Van Nghia's family, Chau Nhan commune, Hung Nguyen district said: Listening to the news on the radio and on the internet, we saw that storm No. 3 is a strong storm with complicated developments, in Nghe An there is a possibility of heavy rain due to the storm's circulation combined with water flowing from upstream, so the family is very worried. The family has 2 hectares of rice fields, just harvested after the storm, afraid of rising water, so they dare not leave them at home, so they transported them to the dike to temporarily wait for a few days to see how the storm situation is.
After piling the rice bags on the dike, Mr. Nghia covered them with tarpaulin and brought bricks and stones to cover the area to prevent rain from seeping in.

Not only storing food, along the Ta Lam dike there are also large herds of buffalo and cows, which people proactively bring to the dike to avoid floods.
Mr. Le Van Hung, Hung Loi commune said: My family did not build a hut so the barn is quite damp, therefore, every time the rainy season comes, we proactively move the cattle to the dike to avoid the flood to ensure safety, at the same time bring food and straw for the buffalo and cows for a few days. Some households also build temporary barns for buffalo and cows to avoid the flood on the dike.

Hung Loi Commune authorities said: The entire commune has 3 hamlets outside the dike with nearly 600 households and more than 1,300 people. This is a vulnerable area, often flooded and isolated. Currently, the commune has regularly and continuously propagated on the loudspeaker system and local information pages so that people can proactively respond to storms. When floods come, local people often have the habit of bringing rice, vehicles, and livestock to the dike to take shelter because the dike is high, ensuring safety for many days.
Mr. Le Khanh Quang - Chairman of Chau Nhan Commune People's Committee said: In the locality, the area that is frequently flooded is the old Hung Nhan commune, located completely outside the dike with more than 1,100 households. In recent years, thanks to the attention of the State, 73 poor and near-poor households in the commune have built flood-proof houses. Therefore, when the rainy season comes, households have been proactive in raising their assets, livestock and poultry. However, some households have damp barns and are often deeply flooded, so they often bring their livestock and vehicles up to the dike to ensure safety.

It is known that on September 6, localities in Hung Nguyen district also mobilized all means to harvest summer-autumn rice to avoid flooding before storm No. 3 makes landfall.
