Nghe An: Many contract teachers have the opportunity to be recruited into the payroll
Prioritizing the recruitment of long-term contract teachers and creating opportunities for teachers to change their job positions is one of the humane policies being implemented by some localities in Nghe An province in the recruitment of civil servants in the education sector.
Quynh Luu prioritizes recruiting teachers and long-term contract employees
After more than 15 years of working, teacher Nguyen Thi Linh - a Literature teacher at Ba Ngoc Secondary School (Quynh Luu) has a glimmer of hope when this year Quynh Luu district has a target to recruit teachers at the secondary level, including recruiting 3 Literature teachers - her major.
Also according to the recruitment announcement, the district's civil servant recruitment will be widely announced at the end of July 2024. With the quota in the Literature subject, the district will specially recruit civil servants from the district's junior high school contract teachers who have paid social insurance.
If according to the prescribed criteria, I am one of the qualified cases to be recruited. Therefore, after submitting the application, we really hope to be considered in this round. This is my dream and my youth, the motivation for me to continue to stick with the profession.

Teacher Nguyen Thi Linh was born in 1983 and is also one of the veteran teachers of the Quynh Luu Education sector. Having been in the profession for many years and having worked at 2 schools, she is still a contract teacher, with an income of just over 5 million VND/month.
In recent years, to facilitate contract teachers, schools have often given priority to teachers to increase their hours, increase their classes or teach extra classes in the afternoon. However, teacher Nguyen Thi Linh in Vinh city has 3 children in primary and secondary school, and her husband is a soldier working in Quang Tri, so it is difficult for her to arrange extra teaching.
Every day, traveling back and forth more than 100 km to teach, Ms. Linh shared that there were many times she wanted to give up. She even studied preschool education to have the opportunity to apply for a job transfer. But because of her love for Literature and her attachment to the middle school students, Ms. Linh decided to stay at Ba Ngoc Middle School.
Ms. Dinh Thi Le - an accountant at Ba Ngoc Secondary School is also sharing the joy of being recruited into the payroll. Although she has worked in the industry for many years, her salary is only equal to the regional minimum wage, with an income of just over 3 million VND/month. This amount, if not working overtime, will not be enough to cover living expenses.
At the end of August 2024, Quynh Luu district also closed the time to receive teacher recruitment applications for the 2024-2025 school year. According to the plan, this year, the district will recruit 273 teachers and staff at all 3 levels, including preschool, primary and secondary school. Of these, 22 teachers will be accepted from other localities with the condition that they must be civil servants, have training qualifications, work in a job position, and have a suitable civil servant professional title.
Notably, in this recruitment round, Quynh Luu district will recruit special secondary school teachers. Candidates are teachers who are currently under labor contracts for teaching positions at secondary, primary and high schools in Quynh Luu district and have signed labor contracts and paid compulsory social insurance according to the provisions of the Law on Social Insurance before December 31, 2015.

According to the synthesis of Quynh Luu district, the whole district still has 23 teachers and contract employees at schools. Of which, the youngest was born in 1991 and the oldest was born in 1973, and has been under contract with the school since January 2000. In recent years, the regime and policies for these cases have been very disadvantageous due to low salaries and not many opportunities for career development. Most teachers and employees have to do extra jobs to ensure their lives. The salary payment was interrupted at times because it was related to the review of contract teachers.
From this reality, the recruitment of teachers and staff into the payroll has been a long-awaited thing for many years by teachers and schools. Therefore, in this year's recruitment of civil servants into the education sector, the Quynh Luu district government pays special attention to cases that have had contracts with the district for many years.
Before recruiting, we have reviewed all cases of teachers under contract in the area and will prioritize special recruitment of these teachers if there are suitable job positions.
For the remaining targets, the department has completed the time to receive applications and will establish a council to carry out the recruitment process according to regulations, striving to complete the recruitment exam and receive civil servants by the end of September and early October to arrange teachers for schools.Mr. Nguyen Van Thanh - Deputy Head of the Department of Internal Affairs of Quynh Luu district
Con Cuong creates opportunities for teachers to change their job positions.
After 20 years of working, from the 2024-2025 school year, teacher Truong Thi Nhu Trang - teacher at Yen Khe Secondary School (Con Cuong) can truly have complete joy.
After graduating from the Faculty of Mathematics, Nghe An Pedagogical College in 2003, Ms. Trang was recruited to work at Mau Duc Secondary School. However, after working in this job for more than 10 years, Ms. Trang was still not recruited into the payroll.
In 2016, after the province had a policy of transferring junior high school teachers to teach preschool under contracts 06 and 09, Ms. Trang decided to change jobs and was officially on the payroll in 2020. From a math teacher, changing job positions at that time seemed to be a "reluctant" thing. Therefore, even though she was later retrained and had all the required preschool qualifications, Ms. Trang still had a passion for the job and wished to return to being a math teacher.

Three years ago, due to a shortage of junior high school teachers in Con Cuong district, Ms. Trang was one of three kindergarten teachers who were transferred back to teach junior high school. However, although she was a math teacher, in reality, Ms. Trang was still working at the kindergarten, receiving a kindergarten salary. It was not until the summer of 2024, after the People's Committee of Con Cuong district submitted a request for a policy to recruit civil servants in the Education and Training sector, that Ms. Trang was officially allowed to change her job position and return to being a junior high school teacher in the true sense.
This is a great joy for me, from now on I can work with peace of mind, and be attached to the school I love for a long time.

Up to this point, Con Cuong district is a rare locality in Nghe An province to implement the policy of changing job positions. Accordingly, 19 teachers who were in the case of resolving surplus contracts at the secondary level in 2016 and 2018 (transferred to preschool teaching) have been approved to change positions and return to teaching at secondary schools. The subjects to be changed are those who meet the requirements in terms of qualifications, job positions and are suitable for the needs of teachers in the area, including 5 Math - Physics teachers; 7 Literature - History teachers, 5 History teachers and 1 Literature teacher.

Mr. Pham Trong Binh - Vice Chairman of Con Cuong District People's Committee said: The job position change is to help teachers return to their true profession and have the opportunity to develop their capacity... In addition to these subjects, Con Cuong district has also announced to recruit 33 new positions, of which the most is for preschool with 26 people, primary school with 2 people and secondary school with 5 people. Recruitment is being implemented soon to promptly supplement the teaching staff for schools in the new school year 2024 - 2025.
With many preferential policies, joy has come to teachers at the beginning of the new school year 2024 - 2025. This shows both concern and humanity and is also a source of encouragement for teachers to continue to strive and stick with the profession. At the same time, it solves the "deadlock" problem in handling the team of teachers, staff, and contracts that have been pending for many years in localities./.
