Vice Chairman of the Provincial People's Committee inspected the progress of Tho Loc Industrial Park Project

On September 10, a working delegation of the Provincial People's Committee led by Vice Chairman of the Provincial People's Committee Bui Thanh An inspected and worked in Dien Chau district on the progress of the Tho Loc Industrial Park Infrastructure Investment and Construction Project (Phase 1) invested by VSIP Nghe An Company Limited.

The project has a construction schedule of 48 months.

The project to invest in construction and business of infrastructure of Tho Loc Industrial Park was approved in principle by the Prime Minister in Decision No. 57/QD-TTg dated February 8, 2023, accordingly, the scale is 500 hectares, the term is 50 years from the date of approval of investment policy, the project implementation progress is 48 months from the date of land handover by the State.

The project was granted an Investment Registration Certificate by the Southeast Economic Zone Management Board on March 9, 2023.

Phase 1A of project 1A is 300.2 hectares and phase 1B is 199.8 hectares. Total investment is 3,826.8 billion VND.

Before the meeting, comrade Bui Thanh An - Vice Chairman of the Provincial People's Committee inspected the project site in the communes where the project passed through, and the locations where the land had not been cleared, such as the Tuynen Brick Factory.

Based on the second land lease application with an area of ​​882,591m2submitted by VSIP Nghe An Co., Ltd. on July 31, 2024, the Southeast Economic Zone Management Board transferred the land allocation application on July 31, 2024, requesting the Department of Natural Resources and Environment to appraise and report to the Provincial People's Committee for decision on land allocation. Nghe An Department of Natural Resources and Environment also sent the application for re-appraisal. VSIP Nghe An Co., Ltd. submitted the application for a Construction Permit to the Southeast Economic Zone Management Board.

Regarding compensation and site clearance, the People's Committee of Dien Chau district has issued a decision to reclaim land and approved a compensation and site clearance plan for a total area of ​​374.95 ha/500 ha. (In which: Dien Tho is 278.49 ha, Dien Loc is 8.4 ha, Dien Phu is 88.06 ha); The total amount of money approved for the plan is more than 580 billion VND.

The project has completed the payment of compensation for site clearance for an area of ​​345.6 ha/500 ha (an increase of 27.08 ha compared to July 2024), (of which: Dien Tho is 267.84 ha; Dien Loc is 8.4 ha; Dien Phu is 69.11 ha). The area that has not been completed for compensation but has been approved is 29.6 ha.

The total area of ​​land that has not been recovered and the compensation plan for site clearance has not been approved is 125 ha/500 ha, of which: Land recovery records are being prepared and compensation plan for site clearance is being drafted with an area of ​​114.53 ha. There are 10.52 ha of land of 45 households that have not signed the inventory and counting in Dien Tho commune.

There are still some problems in the project implementation process: For 45 households that have not signed the inventory and counting (10.52 hectares), the Compensation and Site Clearance Council invited the households to sign the fourth inventory on August 14, 2024 at the hall of the People's Committee of Dien Tho commune. After that, the organizations invited and promoted the signing of the inventory, but these households still did not agree to sign the minutes.

For the remaining households that have signed the inventory records but do not have a compensation and support plan (107.63 hectares): The Compensation and Site Clearance Council is coordinating to review the land origin, population, and synthesize records to draft a compensation plan.

For the 6.9 ha tunnel brick factory:Currently, Mr. Nguyen Minh H. (brick factory owner) continues to send petitions to all levels to consider support and requests for land recovery.

Regarding the problem of applying compensation and support policies for site clearance after the effective date of the 2024 Land Law: From August 1, 2024, the 2024 Land Law and its guiding documents will take effect, the provisions of the 2013 Land Law and its guiding documents will no longer be effective. The compensation and support policies for site clearance when the State reclaims land in Nghe An province are applied according to Decision No. 24/QD-UBND dated February 14, 2022 of the Provincial People's Committee. Currently, the agencies are drafting another decision to replace Decision No. 24, so localities are waiting for the new decision, leading to the site clearance progress being slowed down...

At the meeting, the leader of VSIP Nghe An Co., Ltd. said: Currently, there are about 10 potential secondary investors (land fund demand of about 150-200 hectares) who have been working to learn and implement investment, of which, 4 investors have been preparing to sign a Memorandum of Understanding on investment with an area of ​​more than 120 hectares, total investment expected to be about 1 billion USD, expected to create immediate jobs for about 30,000 local workers (It is expected that when the industrial park is filled, it will create jobs for about 50,000 workers).

Therefore, we respectfully request the Provincial People's Committee and the Department of Natural Resources and Environment to support consensus and guide the acceleration of procedures for VSIP to lease land in time for handover to investors, especially Best Pacific Company, in October 2024.

Solving problems after the new Land Law

After listening to the opinions of the sectors, Dien Chau district, communes, VSIP Nghe An investors, concluding the meeting, comrade Bui Thanh An - Vice Chairman of the Provincial People's Committee concluded:

For 45 households that have not signed the inventory, counting, propaganda, mobilization, and completion of documents, follow the procedures according to the law before September 10, 2024. If there is no agreement, the locality will develop a enforcement plan when the time expires.

For the remaining households that have signed the inventory records: Focus on implementing the work of determining the origin of land, population and related records to have a basis for making plans and completing the approval of the compensation plan for site clearance of the remaining area of ​​the project.

Regarding the landfill, submit auction documents according to regulations. Tho Loc Industrial Park Drainage Canal Project(Dien Phu and Dien Loc communes): Continue to direct the Compensation Council for Land Acquisition and Clearance and the People's Committees of communes to urgently complete procedures and documents for approval to ensure time. The Provincial People's Committee assigns a time limit of October 2024 to complete site clearance of Tho Loc Industrial Park.

The Provincial People's Committee assigned the Department of Natural Resources and Environment to study the provisions of the 2024 Land Law and the guiding Decree to soon advise the Provincial People's Committee to decide to lease land to VSIP Nghe An Company Limited for the second phase and according to the roadmap. The Vice Chairman of the Provincial People's Committee also assigned VSIP Nghe An Company Limited to urgently complete the project's legal procedures in accordance with the law.
