Continue one-way traffic 24/7 on Dinh Cong Trang Street (Vinh City)
In early March 2024, Vinh City People's Committee sent a document requesting the Provincial People's Committee to consider and reorganize traffic on Dinh Cong Trang and Ngu Hai streets. However, based on the analysis of specialized agencies, the Provincial People's Committee directed to continue one-way traffic on these two streets; at the same time, requested Vinh City People's Committee to implement a number of solutions to prevent congestion.

On March 5, 2024, when the Reception and Results Center is preparing to operate at Office No. 2 (adjacent to Dinh Cong Trang Street),Vinh City People's CommitteeThere is Document No. 1057/UBND-QLDT requesting the Provincial People's Committee to consider and allow traffic reorganization on Dinh Cong Trang and Ngu Hai streets.
The reason is: “Based on the practical situation of traffic order and safety, traffic organization for the two routes Dinh Cong Trang and Ngu Hai, Le Mao ward, Vinh city; at the same time, best serve the people coming to work and transact with the Reception and Results Center of the City People's Committee in the coming time, and resolve voters' petitions”.

For consideration by the Provincial People's Committee, in Document No. 1057/UBND-QLDT, Vinh City People's Committee provides detailed information on the current status of traffic infrastructure, population, and organization on both sides of Dinh Cong Trang and Ngu Hai streets as well as traffic activities and some shortcomings and problems existing on these two streets.

In particular, Vinh City People's Committee assessed that the pilot one-way traffic flow for Dinh Cong Trang and Ngu Hai streets under the direction of the Provincial People's Committee in Document No. 454/UBND-GT dated January 21, 2016 had positive results, the implementation process showed that the traffic congestion on Dinh Cong Trang street during the time of picking up and dropping off students to school as before has been resolved. And acknowledged: "Dinh Cong Trang street only has high traffic volume and density during peak hours of the day, which are the time of picking up and dropping off students: in the morning from 6:30 am to 7:30 am, in the afternoon from 4:30 pm to 5:30 pm; the remaining time, traffic order and safety are basically guaranteed, the traffic volume is not large. Ngu Hai street is basically stable".

At the same time, Vinh City People's Committee also pointed out the shortcomings: "... since the pilot period of organizing one-way traffic flow for the above two routes, the people have repeatedly reported that the pilot one-way traffic flow greatly affects the business, trading, and rental activities of households along both sides of the two routes, directly affecting the economic life of the people.
Therefore, people recommend that the authorities consider and study the organization of one-way traffic during rush hours"; and have made a forecast: "In the first quarter of 2024, the City People's Committee will put the Reception and Result Delivery Center into operation at Office Building No. 2 (adjacent to Dinh Cong Trang Street). One-way traffic on this route 24/7 will not be convenient for people to access and carry out administrative procedures at the City People's Committee".

Accordingly, Vinh City People's Committee proposed the Provincial People's Committee to approve the traffic reorganization plan for Dinh Cong Trang and Ngu Hai streets, Le Mao ward, specifically: "Organize traffic flow into one-way streets during rush hours: 06:00-08:00 in the morning and 16:30-18:30 in the afternoon every day; Place no-parking signs during the same rush hours on Dinh Cong Trang street within the area of kindergartens, primary schools, and secondary schools (100m on each side); Draw stopping and parking lines on the sidewalk of Dinh Cong Trang street at suitable locations, ensuring regulations (at locations adjacent to agencies, units, and schools with wide enough sidewalks)".

ONE WAY TRAFFIC
On March 11, 2024, by Document No. 1800/UBND-CN, the Provincial People's Committee assigned the Department of Transport to preside over and coordinate with relevant units to consider the proposal to reorganize traffic on Dinh Cong Trang and Ngu Hai streets of Vinh City People's Committee.
In order to carry out the assigned tasks, the Department of Transport coordinated with the Provincial Police and the Provincial Traffic Safety Committee to study the recommendations of the Vinh City People's Committee, review relevant documents, assess the practical situation... On April 26, 2024, the Department of Transport sent Document No. 1610/SGTVT-KHKCCHTGT to the Provincial People's Committee.

Here, the Department of Transport reported that since 2020, the Vinh City People's Committee has proposed to reorganize one-way traffic according to the time frame on two routes Dinh Cong Trang and Ngu Hai (Document No. 685/UBND-QLDT dated February 19, 2020). The Department of Transport has coordinated with the Provincial Police, the Provincial Traffic Safety Committee and the city's functional agencies to inspect and review. After that, advised the Provincial People's Committee to issue Document No. 2245/UBND-CN dated April 15, 2020 with the request: "Vinh City People's Committee, Provincial Police, Department of Transport based on the direction of the Provincial People's Committee in Official Dispatch No. 454/UBND-GT dated January 21, 2016 on one-way traffic separation for Dinh Cong Trang and Ngu Hai streets to continue implementation; strengthen reminders and propaganda for people participating in traffic to comply to ensure traffic safety, contributing to building urban civilization for Vinh city".

Regarding the proposal of Vinh City People's Committee in Official Dispatch No. 1057/UBND-QLDT dated March 5, 2024, the Department of Transport analyzed: "After more than 8 years of implementing the regulations on one-way traffic organization on Dinh Cong Trang and Ngu Hai streets, the majority of people have complied well, so traffic congestion has been resolved, contributing to making the traffic appearance of Vinh city orderly and stable. Compliance with traffic flow on the above two streets has become a voluntary awareness of the people, supported by the majority of people. From 2020 to present, the urban traffic system in Vinh city has been invested in upgrading and renovating, contributing to improving the quality of urban traffic in the area. However, the density and number of vehicles continue to increase, especially private cars, leading to local traffic congestion during rush hours that still occurs frequently, especially In particular, on Dinh Cong Trang and Ngu Hai streets, there are currently many headquarters of agencies, businesses, schools, cultural centers, supermarkets and many businesses and traders.
Compliance with traffic flow on the above two routes has become a voluntary awareness of the people, and is supported by the majority of people.

Therefore, to ensure traffic safety and prevent traffic congestion, the Department of Transport proposes a traffic reorganization plan as follows: "Continue to organize one-way traffic on Ngu Hai and Dinh Cong Trang streets 24/7 as the current situation and abolish the pilot content in Official Dispatch No. 454/UBND-GT dated January 21, 2016 of the Provincial People's Committee".

Regarding the proposal of Vinh City People's Committee to allow the City Public Administration Service Center to operate smoothly, serving people coming to work and do transactions, the Department of Transport requested the Provincial People's Committee: "Request Vinh City People's Committee to arrange parking locations, traffic signs in accordance with reality and direct traffic control forces to guide vehicles to ensure safety and avoid traffic jams on the route".
Before the Department of Transport issued Document No. 1610/SGTVT-KHKCCHTGT to the Provincial People's Committee, on April 19, 2024, the Provincial Police also issued Document No. 1309/CAT-PA08 on the proposal to reorganize traffic on Ngu Hai and Dinh Cong Trang streets, Vinh City. Here, the Provincial Police gave similar analyses to the Department of Transport, and proposed the plan: "Continue to organize one-way traffic on Ngu Hai and Dinh Cong Trang streets 24/24 hours as the current situation and do not apply the proposed content in Document No. 1057/UBND-QLDT dated March 5, 2024 of the Vinh City People's Committee, specifically: Organize one-way traffic flow during rush hours: 06:00-08:00 in the morning and 16:30-18:30 in the afternoon every day".
As for the Provincial Traffic Safety Committee, on April 22, 2024, there was Document No. 84/ATGT, the content of which agreed with the proposed plan of the Department of Transport: "Continue to organize one-way traffic on the two routes Ngu Hai and Dinh Cong Trang 24/24 hours as the current status and abolish the pilot content in Official Dispatch No. 454/UBND-GT dated January 21, 2016 of the Provincial People's Committee".

On May 2, 2024, the Provincial People's Committee issued Official Dispatch No. 3456/UBND-CN regulating one-way roads on Dinh Cong Trang and Ngu Hai streets with the following specific contents:
1. Agree with the proposal of the Department of Transport in the above official dispatch on continuing to organize one-way traffic on Dinh Cong Trang and Ngu Hai streets 24/24 hours as the current status and abolish the pilot content in Official Dispatch No. 454/UBND-GT dated January 21, 2016 of the Provincial People's Committee. Assign Vinh City People's Committee to continue to strengthen reminders and propaganda for people participating in traffic to comply to ensure traffic safety, contributing to building urban civilization for Vinh City.
2. Currently, due to the lack of parking space, people coming to do transactions at the Vinh City Public Administration Service Center mainly park their cars on the road, on the sidewalk, causing traffic obstruction, affecting the circulation in the area and losing the urban beauty, especially during rush hours. Request the Vinh City People's Committee to arrange parking areas for people coming to do transactions at the center, and arrange a suitable traffic sign system.

WILL IMPLEMENT ANTI-CONSTRUCTION SOLUTIONS
Having participated in traffic on Dinh Cong Trang Street for many years, we have found the assessments and analyses of the Department of Transport to be accurate; at the same time, we acknowledge that since the City's Public Administrative Service Center came into operation, the pressure on Dinh Cong Trang Street has increased. The main reason is that Dinh Cong Trang Street is narrow, the traffic infrastructure is weak and lacking; while the traffic awareness of people working, as well as people who need to work at the Vinh City Public Administrative Service Center (including agencies and units on the route) is still not high, especially the stopping and parking of cars is still very messy, making the street even narrower.

Discussing this issue with Vinh City Party Secretary Phan Duc Dong on September 10, it is known that at the recent weekly Standing Committee meeting of the City Party Committee, he had concluded and directed the work of preventing traffic jams on Dinh Cong Trang Street. One of the fundamental solutions that the city will implement is to establish a project to renovate and upgrade Dinh Cong Trang Street.
Vinh City Party Secretary Phan Duc Dong said: "One-way traffic is aimed at solving the problem of traffic congestion, however, it affects some businesses. Therefore, the City People's Committee has made a proposal to the Provincial Traffic Safety Committee and the Provincial People's Committee, and has received a response, so there is no need to discuss this content."
What needs to be done in the near future is that the city will establish a project to renovate and upgrade Dinh Cong Trang Street, and will implement a number of solutions such as widening the roadway, renovating the sidewalks for vehicles to stop and park in order to ensure order, and clearing some cross-roads along the route... to solve the problem of traffic congestion.
