Many streets in Vinh city drain quickly after heavy rain

On the morning of September 17, Vinh city received many torrential rains, although each rain did not last long. After the heavy rain, at 2:00 p.m., many inner-city roads were recorded to have drained quickly; only a few localized water stagnant spots remained.
