The Central Organizing Committee surveyed the staffing of the Front Committee and socio-political organizations in Nghe An.

On September 17, the Central Organizing Committee's working delegation worked with the Nghe An Provincial Party Committee's Organizing Committee to survey the implementation of Regulation No. 212-QD/TW dated December 30, 2019 of the Secretariat on functions, tasks, organizational structure, and staffing of specialized agencies of the Fatherland Front Committee and socio-political organizations at the provincial and district levels.

Attending the working session, on the side of the survey delegation, there was comrade Nguyen Thanh Binh - Head of the Department of Organization - Regulations, Central Organizing Committee as Head of the delegation, along with department-level leaders of the Central Organizing Committee.

Attending the meeting were comrade Le Duc Cuong - Member of the Standing Committee, Head of the Provincial Party Committee's Organization Committee, and representatives of the leadership of the advisory agencies assisting the Provincial Party Committee. Also attending were representatives of the departments (offices) of the Fatherland Front's personnel organization, provincial-level socio-political organizations; the Vinh City Party Committee's Organization Committee, Nam Dan District Party Committee, and Nghi Loc District Party Committee.

Clarifying the actual requirements

After nearly 5 years of implementation, on the basis of Regulation No. 212-QD/TW, the Provincial Party Standing Committee issued regulations specifying the functions, tasks, organizational structure, and staffing of the Fatherland Front agencies and socio-political organizations at the provincial level. From there, it serves as a basis for assigning staffing to agencies and streamlining the staffing, structuring the staff, civil servants, and public employees in accordance with the functions, tasks, and organizational structure of each agency in accordance with regulations.

Up to now, the organizational structure and staffing of specialized agencies of the Fatherland Front and socio-political organizations at the provincial and district levels in Nghe An province have been improved to ensure clear functions and tasks, no overlap or duplication; basically, sufficient staffing is arranged, ensuring the maximum number of deputies is assigned.

On that basis, it helps the Standing Committees of Party Committees at all levels to be proactive in using, arranging, assigning, and perfecting the organizational apparatus of agencies and assigning appropriate staff to agencies and units to meet the requirements of work tasks according to regulations.

Regarding the team of specialized cadres of the Fatherland Front and socio-political organizations at the provincial and district levels, they are basically well-trained, responsible for their work; have increasingly high political qualities, ethics, qualifications, professional and technical capacity, and meet the requirements of performing political tasks.

However, the implementation of Regulation No. 212-QD/TW still faces some difficulties and obstacles such as: At the same time, it is necessary to implement resolutions, regulations and projects of the Central and the province on restructuring the apparatus, streamlining the payroll, restructuring the staff, civil servants, public employees, reducing focal points, reducing the number of deputies. Therefore, the number of deputies of the Fatherland Front and socio-political organizations in some localities is exceeding the regulations, it takes time to streamline according to the roadmap.

Regulation No. 212-QD/TW stipulates that the total number of full-time deputy leaders of the Fatherland Front Committee and socio-political organizations at the district level shall not exceed 06 people; thus, each unit has only 1 deputy, while the number of members of the Fatherland Front Committee and socio-political organizations is very large; with the functions, tasks, volume, nature, and fields of work of the above agencies, 1 full-time deputy will find it difficult to complete the assigned tasks well (not to mention the specific characteristics of ethnic minority and religious work).

The transfer of public service units under provincial-level socio-political organizations from the local government to the Party has not been implemented yet, because the staffing of these units is under the management of the local government. There is still a lack of uniformity and unity in the management of the organizational structure and staffing of local public service units and in ensuring policies for cadres, civil servants, public employees and workers.

Proposing the Central Government to resolve existing problems

To ensure the quality of the Project to amend and supplement Regulation No. 212-QD/TW, based on reality, delegates focused on discussing and recommending the contents of the draft report on the implementation results of Regulation No. 221-QD/TW and the draft Regulation No. 212-QD/TW (supplemented and amended).

Delegates proposed to consider and add more advantages, limitations and difficulties; to assess more specifically how much total staffing of the Fatherland Front Committee and socio-political organizations at the provincial and district levels can be reduced; and to pilot the unification of the position of Head of the People's Mobilization Committee at the district level who is also Chairman of the Fatherland Front at the district level.

Propose to increase the number of deputy leaders of Fatherland Front agencies and district-level socio-political organizations, ensuring that each agency has no more than 2 deputies on average to suit the practical situation of each locality and to be consistent and unifying in the number of deputies with the Secretariat's Regulations and the Government's Decree.

At the same time, consider and agree on the organizational structure and payroll of civil servants, Trade Union officials, and the temporary Trade Union payroll to unify management. Consider transferring the number of civil servant payrolls of public service units under provincial-level socio-political organizations from the local government to the Party, ensuring unity in the management of organizational structure and payroll.

Concluding the working session, Comrade Nguyen Thanh Binh - Director of the Department of Organization and Regulations, Central Organizing Committee, Head of the Survey Delegation highly appreciated the quality of the enthusiastic, profound and practical comments of Nghe An province. The working delegation grasped many contents and shared the difficulties and problems of the province.

The editorial team will receive and supplement recommendations, proposals and analyze more clearly the local characteristics leading to recommendations and proposals to serve as a basis for the survey team to synthesize and propose to the Central Organizing Committee to supplement, amend and perfect Regulation No. 212-QD/TW.
