On the afternoon of September 18, under the chairmanship of Deputy Minister Nguyen Hoang Hiep, the Ministry of Agriculture and Rural Development held an online meeting to respond to the tropical depression that is likely to strengthen into a storm.

Tropical depression likely to strengthen into storm number 4

According to forecast information from the National Center for Hydro-Meteorological Forecasting, at 10:00 a.m. on September 18, the center of the tropical depression was at about 16.9 degrees North latitude; 113.1 degrees East longitude, about 180 km from Vietnam's Hoang Sa archipelago. The strongest wind near the center of the storm was level 7, gusting to level 9, moving westward at a speed of about 15 km/h.
Vessels operating in the above-mentioned dangerous areas are likely to be affected by storms, whirlwinds, strong winds, and large waves. Coastal provinces from Quang Binh to Quang Nam need to be on guard against high tides combined with large waves causing landslides of sea dykes and embankments, and flooding in low-lying areas.

Speaking at the meeting, Deputy Minister Nguyen Hoang Hiep emphasized: The wind force of storm No. 4 is forecasted to not be too strong, but it is worrying that there will be a heavy rain causing widespread flooding. While in reality, damage is often concentrated after the storm, and the lesson from storm No. 3 is that we absolutely must not be subjective.

“We must resolutely move ships operating in dangerous areas to safe anchorages, and not be subjective. We need to pay attention to the situation of coastal dyke erosion in areas under construction and take precautions against flooding in low-lying coastal areas to have timely evacuation and relocation plans,” the Deputy Minister directed.

Localities and sectors must ensure "4 on-site" well, prepare plans to ensure communication, and promptly harvest rice and aquaculture ponds. Review water levels in reservoirs to have appropriate operating plans. Heavy rains can also cause flooding in urban areas.

Proactively organize the relocation and evacuation of people

In Nghe An, from September 17 to the morning of September 18, there was heavy rain, some places had very heavy rain, total rainfall from September 17 to 7am on September 18 was generally from 50mm to 100mm, some places were higher such as Vinh city 182mm, Cua Hoi 128mm...

Up to now, no ships or boats are in the danger zone; all vehicles operating at sea have received notification of the location and direction of the tropical depression. The province is directing to strengthen inspection of ship and boat moorings at the mooring area, ensuring safety when the storm makes landfall.

Rice areas that are ready for harvest are being concentrated by localities with the motto "green house is better than old field". Up to now, the whole province has harvested more than 59,360 ha/76,481 ha of Summer-Autumn-Spring rice, planted more than 6,500 ha of winter crops. Total aquaculture area is 20,478 ha; There are 4,013 cages, rafts, and platforms. The Provincial People's Committee has directed that people absolutely not be allowed to stay on cages and rafts when there are storms and floods. Worryingly, in the recent past, Nghe An has experienced localized heavy rains in some mountainous districts, the risk of landslides when the rain continues is very high.

Immediately after the online meeting, Nghe An province also held a meeting to discuss response plans. Comrade Nguyen Van De - Vice Chairman of the Provincial People's Committee directed localities and relevant agencies to inspect and review residential areas along rivers, streams, dykes, lakes, dams, low-lying areas, with high risk of flooding, flash floods, landslides to proactively organize the relocation and evacuation of people when situations occur; clear the flow, promptly handle construction incidents from the first hour.
In particular, it is necessary to strictly prohibit people from fishing, collecting firewood on rivers and streams during floods or moving into flooded areas, downstream of lakes and dams; have plans to ensure safety for vulnerable groups in flooded areas. At the same time, be ready to deploy measures to drain water, protect production; prevent and combat flooding in urban areas and low-lying areas.

"Focus on checking, reviewing, and ensuring the safety of reservoirs and downstream areas, especially small hydroelectric reservoirs and important irrigation reservoirs; arrange regular forces to operate and regulate and be ready to handle possible situations. Prepare forces and means for rescue when required," Vice Chairman of the Provincial People's Committee Nguyen Van De requested.
