On the afternoon of September 20th, Mr. Nguyen Van Tien, Chairman of the People's Committee of Thanh Huong commune, stated that due to heavy and continuous rainfall, water from upstream had caused flash floods and landslides in the area.

Specifically, flash floods occurred in Hamlet 6, an area bordering the border commune of Ngoc Lam, completely submerging three houses. These three households have now been evacuated to a safe location.

Currently, in the Voi Mountain area, Hamlet 1, a landslide approximately 30 meters long has occurred. Local flood control forces have used bamboo stakes and sandbags to temporarily repair the damage and prevent the road from being cut off. Simultaneously, they have mobilized forces to 10 households at high risk of being affected by landslides and isolated by rising floodwaters, providing information, persuasion, and assistance to help them relocate.

Mr. Nguyen Van Tien added: "Currently, the rain has not stopped, therefore, we are determined to relocate affected households to safe areas this afternoon. Local forces are currently on 100% standby, assisting people in relocating themselves and their belongings."

In Thanh Ha commune, the epicenter of flooding in Thanh Chuong district, the local "four on-the-spot" forces are also stationed at critical points, ready to evacuate residents in case of an emergency.

Mr. Hoang Van Thuc, Vice Chairman of the Thanh Ha Commune People's Committee, said: "Due to the impact of typhoon No. 4, tonight and for the next few days there will be heavy to very heavy rain over a wide area, posing a potential risk of landslides in Ha hill, hamlet 1 and hamlet 2. Landslides may occur in hamlets 2, 3, 4, 5, etc."

Therefore, the authorities have been disseminating information and encouraging people in areas at risk of landslides, flooding, and mudslides to proactively secure their property and move to safe places. They have also been trimming, reinforcing, and supporting trees and roofing materials that are at risk of collapsing or causing danger.

Currently, water levels in the Giang and Lam rivers are rising, with some areas experiencing severe erosion. Therefore, local authorities are proactively preparing contingency plans in case of adverse situations.

Mr. Huy Truyen, a resident of Tien Quanh hamlet (Dong Van commune), said: "With the continuous heavy rain, the river water has risen, causing erosion and landslides in many sections, encroaching deep into the banks. This is causing great concern among the people."

It has been determined that the risk of flooding in low-lying riverside areas, flash floods, and landslides on slopes in mountainous regions is very high. Reservoirs, dams, and spillways pose a high risk of flooding and landslides, so local authorities have urgently evacuated residents to safe areas, and in some places, schools have been suspended.

Mr. Trinh Van Nha, Chairman of the Thanh Chuong District People's Committee, said: "Currently, due to heavy rain causing the risk of flooding and landslides in some vulnerable areas, the district has directed localities to quickly relocate people to safe places and have plans to protect their lives and property."

At the same time, we request that the authorities strictly implement the district People's Committee's directive on responding to the flood situation; be ready to undertake tasks when required; proactively prepare plans to prevent rising floodwaters tonight, especially in the communes of Hanh Lam, Thanh My, Thanh Son, Ngoc Lam, etc.
