Building Do Luong district into a town before 2030

On the afternoon of September 20, in Do Luong district, comrade Hoang Nghia Hieu - Deputy Secretary of the Provincial Party Committee chaired the Conference to deploy Resolution 15-NQ/TU dated May 19, 2024 of the Provincial Party Committee Standing Committee on building and developing Do Luong district to 2030, with a vision to 2045.

Attending the conference were comrades: Nguyen Nam Dinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council; Le Hong Vinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee and representatives of leaders of the Provincial Party Committee and related departments and branches.

Also attending the conference were representatives of the Standing Committee of the District Party Committees of the districts: Nam Dan, Thanh Chuong, Anh Son, Tan Ky, Yen Thanh, Nghi Loc.

On the side of Do Luong district, there were comrade Bui Duy Dong - Member of the Provincial Party Committee, Secretary of the District Party Committee; comrades in the Standing Committee of the District Party Committee, People's Council, and People's Committee.

Also attending were more than 1,200 delegates from 33 online connection points from agencies, units, communes and towns in Do Luong district.

Towards a comprehensive, civilized and modern urban development

On May 19, 2024, the Standing Committee of Nghe An Provincial Party Committee issued Resolution No. 15-NQ/TU on the construction and development of Do Luong district to 2030, with a vision to 2045.

Resolution No. 15 clearly states the goal of building and developing Do Luong district commensurate with its potential, advantages, position and role as a connecting point between the western districts with Vinh city, the Southeast Economic Zone and coastal districts.

Before Resolution No. 15 was issued, Do Luong had achieved many outstanding achievements in socio-economic development. The district met the new rural standards in 2022, infrastructure projects were invested, people's lives were improved, and national defense and security were maintained. However, the development of Do Luong was still not commensurate with the district's potential. Economic growth was only average, industry mainly focused on traditional fields with low added value, and tourism was not fully exploited.

Recognizing these limitations, Resolution No. 15-NQ/TU has set out a number of key goals by 2030, building Do Luong district into a town; with a solid economic foundation, high growth rate, civilized urban area, relatively synchronous and modern infrastructure system. Cultural, historical values, and traditions of Do Luong people are preserved and promoted. National defense, security, and social order and safety are firmly ensured. The Party organization and political system are clean and strong, the great solidarity of the people is consolidated and maintained.

The growth rate of total product value in the area in the period of 2024 - 2030 reaches 13 - 14%/year or more; economic structure: Industry - construction accounts for 48.45%, services account for 40.05%, agriculture - forestry - fishery accounts for 11.5%; average labor productivity increases by about 10%/year; state budget revenue in the area increases by about 12%/year. Average income per capita is above the provincial average. The rate of trained workers reaches over 80%; the urbanization rate reaches 52%; the poverty rate decreases to less than 01%.

In addition, the vision to 2045 aims for a comprehensively developed, civilized, and modern Do Luong urban area; the material and spiritual life of the people reaches a high level; the cultural, historical, and traditional values ​​of Do Luong people are preserved and promoted; national defense and security are firmly ensured; the Party organization and political system are clean and strong; the great national unity bloc is strengthened.

HFormation of 3 strategic development zones and 3 development corridors

To effectively deploy and organize the implementation of Resolution No. 15-NQ/TU of the Provincial Party Standing Committee, on September 4, 2024, the Provincial People's Committee issued an action program according to Decision No. 2324/QD-UBND; on September 11, 2024, the Party Executive Committee of Do Luong district issued Action Program No. 18-Ctr/HU with specific tasks and solutions.

Accordingly, the Provincial People's Committee effectively implements approved planning projects and construction projects: Nghe An Provincial Planning for the period 2021-2030, with a vision to 2050; Construction planning for Do Luong district, Nghe An province for the period 2021-2030, with a vision to 2050; General planning for urban construction of Do Luong, Do Luong district, Nghe An province; Project "Building the central urban area of ​​Do Luong district to meet the criteria of a type IV urban area, as a premise for Do Luong district to become a town before 2030".

Complete zoning plans within the scope of the Do Luong Urban Construction Master Plan, Do Luong District and functional area planning. Update, establish and adjust appropriate planning levels.

Develop a plan to establish wards towards establishing Do Luong town before 2030 according to Resolution No. 39-NQ/TW dated July 18, 2023 of the Politburo and Resolution No. 162/NQ-CP dated October 4, 2023 of the Government.

Focus on concretizing and investing resources to form 3 strategic development areas including:

Partition 1(Northwest region): Including the communes of Ngoc Son, Lam Son (Bach Ngoc), Giang Son Dong, Giang Son Tay, Hong Son and Bai Son. Total area 92.84 km2. Main development orientation: Building Giang Son town in the direction of ecological urban area. Developing the mining industry and production of construction materials. Developing agriculture with fruit tree growing areas, industrial trees, medicinal herbs; raising livestock. Developing eco-tourism associated with Giang Son hot mineral lake and large dams.

Partition 2(Central area): Including Do Luong town and the communes: Bac Son, Boi Son, Da Son, Dang Son, Dong Son, Hoa Son, Lac Son, Luu Son, Nam Son, Thinh Son, Trang Son, Van Son and Yen Son. Total area: 96.56km2. Main development orientation: Developing Do Luong town associated with the development of general trade and services, the center of the Southwest region of Nghe An province. Developing industry including Lac Son industrial cluster. Developing agriculture with rice and flower growing areas to produce clean food for urban areas. Developing tourism associated with historical culture.

Partition 3(Southeast Region): Including the communes of Trung Son, Thuan Son, Xuan Son, Tan Son, Minh Son, Thai Son, Quang Son, Thuong Son, Nhan Son, Hien Son, Tru Son, Dai Son and My Son. Total area: 165.09km2. Main development orientation: Building Thuong Son town. Industrial development including Thuong Son industrial cluster associated with industrial development, supporting industry and processing in a modern, sustainable and environmentally friendly direction. Developing high-tech forestry, rice and crop cultivation.

Along with strategic development zones, Do Luong district also focuses on developing 3 important traffic corridors to connect economic zones and facilitate local socio-economic development, including: Radial corridor, National Highway 46B, National Highway 15; National Highway 7C corridor and National Highway 7A corridor.

One of the other important solutions that Do Luong district focuses on is infrastructure development, especially traffic infrastructure, to closely connect areas within the district as well as with neighboring areas. Key traffic projects such as belt roads, urban main roads, and inter-commune connection systems will be prioritized for investment.

At the same time, Do Luong will focus on developing industrial clusters, attracting investment in supporting and processing industries. Industrial clusters such as Thuong Son industrial cluster and Lac Son industrial cluster will receive synchronous investment in infrastructure, aiming to attract enterprises to invest in production and business.

Do Luong district will also focus on exploiting tourism potential from important historical and cultural relics such as Truong Bon historical relic and Qua Son temple, along with eco-tourism and agricultural tourism, to attract tourists and promote local economic development.

In addition, agriculture will continue to develop in a sustainable direction, with the application of high technology and biotechnology in production; focusing on developing large commodity production areas, linking value chains and building brands for local agricultural products.

Promote the spirit of self-reliance, self-improvement and aspiration for development

Speaking at the conference, Comrade Hoang Nghia Hieu - Deputy Secretary of the Provincial Party Committee emphasized that Do Luong district not only has an important geographical location, being the connecting point between the western districts and Vinh city, but also has a long history, cultural and revolutionary traditions. This is the land of intelligent, hard-working, resilient, and kind people, who have made great contributions to the development of Nghe An province throughout history. In the new context, with the challenges and opportunities that are arising, Do Luong district needs to maximize its inherent potential and advantages, while focusing on strategic solutions to implement Resolution No. 15 comprehensively and effectively.

The Deputy Secretary of the Provincial Party Committee noted that Do Luong district needs to promote the spirit of self-reliance and self-improvement, while at the same time arousing the desire for development in the entire Party Committee, government and people. Propaganda work on the resolution needs to be carried out extensively, in many diverse forms, to create high consensus and mobilize the participation of all classes of people.

To achieve the goal of building Do Luong district into a town before 2030, and moving towards becoming a comprehensively developed, civilized, modern urban area imbued with Nghe An's cultural identity, the implementation of Resolution 15 must be linked with the regional and provincial development strategy.

Do Luong district needs to clearly define its role in the general development network, especially connecting with neighboring districts such as: Nam Dan, Thanh Chuong, Anh Son, Tan Ky, Yen Thanh and Nghi Loc.

The Deputy Secretary of the Provincial Party Committee also suggested that Do Luong district should focus on concretizing development orientations by building 3 strategic development zones and 3 development corridors, thereby creating a breakthrough in economic structure, strengthening regional connectivity and promoting growth.

In addition, the economic development process must be in harmony with social factors and national defense and security. Do Luong district needs to pay attention to improving the material and spiritual life of the people, especially policy families, meritorious people and households in difficult circumstances. Development needs to focus on protecting the environment, maintaining ecological balance and promoting the traditional historical and cultural values ​​of the locality.

Comrade Hoang Nghia Hieu emphasized that the cultural and traditional values ​​of Do Luong district will be an important endogenous resource, creating momentum for the sustainable development of the district in the future.

In addition, Do Luong district needs to advise the Provincial People's Committee to issue specific policy mechanisms to support the implementation of the resolution. This policy mechanism needs to aim at promoting economic restructuring towards increasing industry, trade and services, improving growth quality and shifting labor structure. Do Luong also needs to promote digital transformation, administrative reform, human resource training and improving the investment environment.

The Deputy Secretary of the Provincial Party Committee also affirmed that the implementation of Resolution 15 is not only the task of Do Luong district, but also requires close coordination between provincial agencies, departments and branches. The Provincial People's Committee will clearly assign responsibilities to relevant departments, branches and units, and at the same time strengthen inspection and supervision of the implementation process. The Provincial People's Council Party Delegation will consider and issue specific policies to support Do Luong district. The province's advisory and support agencies will regularly monitor, urge and support the district in implementing the Resolution, ensuring that all activities take place on schedule and achieve high efficiency.

Comrade Hoang Nghia Hieu expressed his confidence in the spirit of solidarity, determination and development aspirations of the entire Party Committee, government and people of Do Luong district. With its special geographical position, revolutionary tradition and cultural identity, Do Luong is expected to successfully complete the goal of becoming a town before 2030 and continue to be an important driving force for development of Nghe An province in the coming time. This will not only contribute to improving the lives of local people but also contribute greatly to the comprehensive development of the province, contributing to making Nghe An a fairly developed province by 2030 as the set goal.
