Recently, the situation of young people violating the law has become quite complicated. In addition to theft, robbery, fraud on the internet, etc.; in Vinh city, there have also been groups of young people gathering, carrying weapons, disturbing public order, intentionally causing injury, weaving, speeding, recklessly overtaking, etc., causing public outrage.

Violators are getting younger and younger

According to the authorities, in recent times, crimes have become increasingly younger and their behavior has become more and more reckless. The causes stem from changes in the psychology of minors, legal awareness; limited life skills, loose family management, and negative impacts from social networking platforms.

Some people have a mentality of being greedy, lazy, and enjoying life... so they commit illegal acts to satisfy their own needs.

Typically, at 10:30 a.m. on September 14, the police of Truong Thi ward (Vinh city) arrested NXBK (born in 2010), residing in Tan Hop commune, Tan Ky district - the suspect in the theft of 14 million VND at the house of Ms. Nguyen Thi M. (born in 1951) - Head of the Women's Association of Block 7, Vice President of the Elderly Association of Truong Thi ward. It is worth mentioning that this is the amount of money contributed by the people to support localities to overcome the consequences of storm No. 3.

Upon receiving the report, Truong Thi Ward Police mobilized forces; extracted camera footage to search for the suspect. After more than 3 hours, the police arrested the suspect while he was hiding in Le Loi Ward, Vinh City.

Through the search, 13.4 million VND was recovered, the remaining 600,000 VND, the male teenager said he spent on personal expenses.

On the same day, September 14, Vinh City Police coordinated with Team 373 to eradicate an inter-provincial property theft gang, successfully arresting 3 subjects: N. D.T (born 2006); NVHD and NLVM (both born 2008) for property theft.

Previously, through the work of grasping the situation, Vinh City Police discovered on social networks that there were a number of groups of young people in the city and some districts contacting and colluding with each other through applications such as Zalo, Messenger, Viber, Telegram...

After that, they made appointments at apartments, boarding houses and public areas, taking advantage of security guards and residents to steal property. This group of people dropped out of school, refused to work, were idlers and addicted to games, so they invited each other to steal motorbikes in Vinh city and surrounding areas of Ha Tinh province to sell for money.

In which, subject D. played the role of mastermind, directly carrying out the act of breaking the lock, the remaining subjects acted as lookouts, when detecting any movement, they signaled the group to escape. Subject T. alone had a criminal record for "Robbery" and "Intentional infliction of injury".

Authorities determined that from the beginning of September to September 14, 2024, the above subjects committed 5 motorbike thefts in Vinh city and 10 in Ha Tinh province, stealing 10 motorbikes, worth more than 200 million VND.

Previously, on September 10, Vinh City Police arrested 51 subjects (aged 14-18), seized many homemade knives and swords and some other related evidence. Initial clarification: Through social networks, groups of young people in neighboring areas such as Nghi Loc district, Cua Lo town, Hung Nguyen district and Ha Tinh province got to know each other and made an appointment to meet in Vinh city to "express themselves".

While driving motorbikes at high speed, swerving, shouting, honking, and lining up on the road, these groups had conflicts that led to chasing and fighting.

Currently, the Investigation Police Agency of Vinh City Police has issued a decision to prosecute the case, prosecute the accused, apply preventive measures to temporarily detain 31 subjects for the crimes of "Disturbing public order" and "Intentionally causing injury"; handle administrative violations against 20 related subjects.

The above are a few examples of many cases of law violations involving young people. Besides some cases that originate from impulsiveness, lack of understanding, and spontaneous nature, there are also cases where people have calculated and formed gangs to commit illegal acts.

Some subjects re-offend many times, are reckless and reckless; common violations include: resolving conflicts with weapons, causing disturbances, fighting and disturbing public order; illegal use of fireworks; drug trafficking and use; school violence, theft, robbery... affecting security and order.

According to Article 12, the MinistryPenal Code 2015, people from 16 years of age and above must bear criminal responsibility for all crimes; people from 14 years of age to under 16 years of age must bear criminal responsibility for very serious crimes (highest penalty of 7-15 years in prison) or especially serious crimes (penalty of over 15 years, life imprisonment or death penalty); people under 14 years of age are not criminally responsible for their actions.

In addition to law violations, traffic safety violations among young people such as driving underage; not having a driver's license; not wearing a helmet; weaving, swerving; doing wheelies while participating in traffic; not obeying traffic signals... are also increasingly common.

According to statistics from the Traffic Police Team of Vinh City Police, during the 4-day holiday on September 2nd alone, the team issued fines for 66 cases of not wearing helmets when driving motorbikes, all of whom were young people.

Synchronously and resolutely take action to prevent

Along with patrolling and preventive control, recently, the authorities have actively coordinated with communes and wards to manage and monitor young people who show signs of disturbing public order to promptly prevent and combat violations.

However, in reality, this is a group of people who are at the age of mental, physiological and physical development, like to show off, like to explore and discover new things but lack courage and life experience, are exposed to the negative side of social networking sites every day, and are easily enticed and enticed by bad people...

Therefore, in addition to the involvement of functional agencies, there needs to be synchronous coordination between families, schools, organizations, unions and the social community in education, management and supervision.

Especially in the digital age, propaganda, education, dissemination of laws, prevention and combat of social evils for this group of people need to be innovated to suit their psychology and age, creating attraction and appeal to young people.

For example, recently (September 21), in Vinh city, the Department of Drug Crime Investigation (Ministry of Public Security) and the Department of Political Education and Student Affairs (Ministry of Education and Training) hosted the "Drug-Free School" Contest in the form of a television game show, attracting a large number of students to participate and cheer for the teams of 6 high schools in Vinh city.

The contest was recorded and broadcast on VTV2 and digital platforms of Vietnam Television. Thereby, it enhances understanding and equips students with knowledge about the dangers and harmful effects of drugs. At the same time, it helps students identify types of drugs, especially synthetic drugs disguised as food, drinks, electronic cigarettes, etc.

The coordination of organizing mobile or online trials of the People's Courts at 2 levels of Nghe An province in recent times has also been assessed as a necessary form of legal propaganda, suitable for students, young people and teenagers who are just entering life with many surprises and temptations.

In addition, schools need to build a healthy, safe educational environment, free of violence and social evils; closely coordinate with local police forces in exchanging information about individual students, and have measures to manage and prevent students from violating the law.

On their part, parents also need to closely supervise and manage their children and practice setting an example in ethics, lifestyle and awareness of law compliance.

In the field of traffic safety, on August 28, 2024, the People's Committee of Nghe An province issued Official Dispatch No. 32, which requested: Along with patrolling and controlling, the police force coordinates with the Department of Education and Training to strengthen propaganda and instruct students on safe traffic skills; strengthen inspection and handling of violations of traffic safety order in school areas.
