Economic development, income improvement and living standards of ethnic minorities have always received the attention and direction of the Provincial Party Committee, the Provincial People's Council, the Provincial People's Committee, the strong participation of all levels, sectors and the efforts of ethnic minorities. Thanks to that, the economic structure continues to shift in the right direction and achieves many positive results, the average income per capita in ethnic minority and mountainous areas reaches 34 million VND/year.

Mobilizing resources and attracting investment for economic development in ethnic minority and mountainous areas has received more attention. The province has allocated budget support for localities to address the needs of socio-economic infrastructure development. The total budget to support investment development in ethnic minority and mountainous areas in the 2016-2020 period is more than 13,400 billion VND, an increase of 1.3 times compared to the 2011-2015 period. The 2021-2025 period according to the medium-term public investment plan is 8,859 billion VND.
Infrastructure is constantly being strengthened and promoted effectively. Every year, the province has focused on prioritizing capital from the budget to invest in developing infrastructure for ethnic minority and mountainous areas. Regarding transportation,Prioritize resources to complete many key projects in mountainous areas, notably upgrading and expanding National Highway 7 and National Highway 48, investing in the construction of National Highway 46 from Ho Chi Minh Road to Thanh Thuy Border Gate, Tay Nghe An Road (now National Highway 16), Chau Thon - Tan Xuan Road...

The national grid power supply to villages and hamlets has been actively implemented. From 2018 to 2020, electricity was supplied to 38 villages and hamlets in the districts of Tuong Duong, Ky Son, Quy Chau, Que Phong, Quy Hop, Thanh Chuong, Anh Son, with a total investment of about 101 billion VND. In 2020-2021, electricity was supplied to 81 villages and hamlets in 12 communes in 4 districts of Tuong Duong, Ky Son, Quy Chau, Que Phong, with a total investment of more than 222 billion VND.
Information and communication infrastructure continues to receive investment attention in border areas, especially mobile information infrastructure. Villages and hamlets in ethnic minority areas have been invested in grassroots radio systems and radio stations applying technology and telecommunications. Television coverage has been expanded to 100% of villages and hamlets in the whole province; the proportion of people listening to radio and watching television is increasing, and villages and hamlets have mobile phone and Internet signals.

The face of mountainous rural areas has changed positively. All levels and sectors have paid attention to effectively promoting the potentials and advantages of land and climate to accelerate the restructuring of the agricultural and forestry sector towards increasing value and sustainable development; transforming the structure of crops, livestock and seasons towards commodity production associated with product processing and consumption.
Policies to support production development according to the National Target Programs for the period 2021-2025 have been implemented with attention by all levels and sectors, initially promoting positive effects, contributing to improving the lives of ethnic minorities. Many models, typical production and business cooperation are effective such as: Developing herds of buffalo, cows, pigs, goats, black chickens, cage fish; concentrated planting of raw materials such as sugarcane, Solanum procumbens, ginger under the forest canopy, green squash, bobo, high-density corn, safe vegetables; zoning and protecting forests, improving poor and exhausted forests with economic efficiency, planting Melaleuca, Acacia,... forest area reaches a high coverage rate of over 80%...

The management, preservation and promotion of traditional cultural values of ethnic groups are of interest to all sectors and levels. Some typical intangible cultural heritages have been well preserved and promoted by ethnic groups in community life, such as: Tho ethnic group with the du du dieng dance, the ceremony of going to the fields, and celebrating the new rice; Thai ethnic group with ancient Thai script, a treasure trove of folk tales, dances, nhuon, lam, xap, xuoi, brocade weaving; Kho Mu ethnic group with tom singing, re re singing, bamboo and rattan weaving; Mong ethnic group with telling singing, cu xia singing, lu tau singing, musical instruments such as khen, trumpet, jew's harp, flute, blacksmithing, etc.

Education and training work is carried out systematically and effectively with many diverse and rich forms. The system of schools and classes is invested in and built, ensuring sufficient conditions to gradually improve the quality of teaching and learning; the quality of mass education has many positive changes; the quality of key areas is increasingly improved, the quality of universal education and illiteracy eradication has many positive changes.
The medical examination and treatment network has been completed from the provincial level to the grassroots level, developing both the public and private health systems equally. The capacity, quality of medical examination and treatment and patient satisfaction have been improved. Health indicators have all increased compared to 2019, such as: The number of doctors/10,000 people increased from 8.2 doctors to 12.8 doctors. Of which, the number of ethnic minority doctors increased from 397 to 556 people; the number of hospital beds/10,000 people increased from 34 to 38.2 beds/10,000 people.


In addition to the achievements in implementing ethnic policies, the implementation of National Target Programs has also brought about outstanding results. First of all, the National Target Program on Socio-Economic Development for Ethnic Minorities and Mountainous Areas for the 2021-2030 period, the total resources allocated from 2022 to 2024 is more than 3,874 billion VND.
Of which, the development investment capital allocated from the central budget is more than 1,923 billion VND. Support for residential land for 31 households, housing for 632 households, production land for 725 households and investment in the construction of 497 projects and works. Including 4 resettlement projects, 171 rural traffic works, 96 education and training works, 57 centralized water works, 2 district health centers and 15 commune health stations, 21 irrigation works, 3 electricity works, 116 cultural institutions, 2 radio stations, 10 rural markets.

Support for 16 outstanding ethnic minority artisans; building a model for preserving traditional ethnic minority culture; organizing 4 activities to preserve traditional sports; building 10 community bookcases for communes in ethnic minority and mountainous areas; supporting investment in building 3 tourist destinations in ethnic minority areas and building cultural and sports facilities in 14 villages in ethnic minority and mountainous areas.
With the National Target Program on Sustainable Poverty Reduction, the central budget allocated for the 2021-2023 period is over 916 billion VND to implement the following contents: Arranging the construction of 48 works, including 43 works in the fields of transportation, irrigation, education, and culture; building 179 models for 9,864 households to participate. Supplementing micronutrients for 9,790 children under 5 years old and 623 pregnant women; providing nutrition counseling for 9,105 mothers with children under 5 years old, 1,312 children are monitored and managed for acute malnutrition in the community; organizing vocational training for 4,724 workers. Supporting the construction of 1,437 new houses for 838 poor households, 599 near-poor households; repairing 309 houses for 198 poor households and 111 near-poor households...

The movement to build new rural areas has spread throughout the Western region of Nghe An. Thereby, it has helped people to proactively pay attention to production development, increase income, establish production and product consumption linkage groups such as in communes in region III and border communes in mountainous districts. Many localities have done a good job of building new rural areas at the village and hamlet levels and associated with community tourism, preserving the cultural identity of villages such as: Yen Khe commune (Con Cuong); Chau Tien commune (Quy Chau),...
By June 30, 2024, ethnic minority and mountainous areas will have 10 communes meeting advanced new rural standards; 1 commune meeting model new rural standards; 1 district-level unit completing the task of building new rural areas (Thai Hoa town completed in 2015).

In the period of 2024 - 2029, the province will make the most of the mechanisms and policies of the Central Government and the province for ethnic minority and mountainous areas. Actively innovate, create, promote economic development, ensure social security; reduce poverty quickly and sustainably, gradually narrow the gap in living standards and income compared to the national average. At the same time, gradually reduce the number of communes and villages with special difficulties; plan and stabilize the population, build a synchronous, inter-regional economic and social infrastructure system, connecting with developed regions...".
