Vinh City prepares to pilot a solution to reduce traffic congestion on Dinh Cong Trang Street

Here, the Vinh City People's Committee assessed that although many solutions have been implemented to ensure urban order and traffic safety on Dinh Cong Trang Street, the situation has not improved, there are still shortcomings such as stopping and parking vehicles to pick up and drop off students in a disorderly manner; parking on the roadway and sidewalks; management of urban order and environmental sanitation on sidewalks and roadsides has not met requirements; traffic infrastructure is degraded and lacks uniformity... while the number of educational establishments, offices and services on this street is high, traffic density is increasing rapidly.

Therefore, to overcome this situation, the City People's Committee will pilot a number of traffic organization solutions, including:
No parking signs on Dinh Cong Trang street.
Specifically, the section from the Provincial Post Office roundabout to Dang Tat Street will be banned during rush hours, from 6:30 to 7:30 in the morning and from 4:30 to 5:30 in the afternoon; Nguyen Bieu Street, from Dinh Cong Trang Street, turning in 30m (adjacent to the existing Le Mao Kindergarten) will be banned all the time.

Specifically, from Phung Phuc Kieu Street to Dang Tat Street, for the northern sidewalk, there will be a lane to guide students, the sidewalk is only for pedestrians, absolutely prohibiting all other activities using the sidewalk. For the southern sidewalk, the sidewalk dividing line lane 1 (close to the curb) is 1.5m wide, allowing 2-wheeled vehicles to park perpendicular to the road; the next lane is at least 2m wide for pedestrians and encroachment is strictly prohibited. At the same time, there will be a pedestrian crossing line and speed bumps at the school gate area.

Section from the Provincial Post Office roundabout to Phung Phuc Kieu Street: On the northern sidewalk, in front of agencies and units, car parking lines will be drawn on the sidewalk, in suitable locations; absolutely prohibiting business on the sidewalk. In front of the houses of households and individuals, sidewalk dividing lines will be drawn, lane 1 (close to the curb) is 1.5m wide, allowing 2-wheeled vehicles to park perpendicular to the road; the next lane is at least 2m wide for pedestrians and strictly prohibits encroachment.
On the southern sidewalk, in front of agencies and units, the ground will be cleared to draw lines for car parking on the sidewalk, in suitable locations, and sidewalk business will be absolutely prohibited; the remaining section in front of the City One-Stop Transaction Center, 15m on each side, will be cleared to draw lines to divide the sidewalk, including lane 1 (close to the curb) and lane 3 (close to the red line), each lane is 1.5m wide for parking 2-wheel vehicles; lane 2 (in the middle) is for pedestrians.

In order for the above solutions to be implemented effectively, Vinh City People's Committee assigned the People's Committee of Le Mao Ward the following tasks: Disseminate to the people, agencies and organizations in the area (including parents of students of Le Mao Primary and Secondary School) about the above traffic organization plan for information and implementation. Strengthen inspection, mobilize forces to clear traffic safety corridors, environmental sanitation; strictly handle violations, ensure clean, beautiful and airy roads (pay attention to locations where business on sidewalks is absolutely prohibited). Organize work and coordinate with schools in the area to have plans to support traffic management during rush hours, especially on bad weather days and holidays. Speed up the progress of the project to build Le Mao Kindergarten at the new location.
The City Construction Investment Project Management Board is responsible for organizing the preparation of estimates (preliminary repair of sidewalks for cars to go up and park; placing signs, drawing lines) for approval and implementation of the above solutions; reporting to the City People's Committee for direction of implementation; to be completed no later than October 4, 2024.

The City Police are responsible for organizing forces to regulate, guide, patrol, control and strictly handle violations according to regulations. Within 7 days (from the date of completion of traffic signs), patrol, control, regulate traffic and guide implementation. After this period, strictly handle violations (if any), paying attention to indirect violation handling solutions through the camera surveillance system. Assess the traffic order and safety situation on the route; synthesize people's feedback to advise and propose adjustment plans; report to the City People's Committee on the pilot implementation situation, propose adjustments to traffic organization solutions if necessary.
The Department of Education and Training is responsible for directing schools to inform parents and students about traffic organization plans; to propagate and mobilize parents to strictly comply with regulations; when picking up and dropping off students, stop cars "no more than 2 minutes", "at least 20m from the school gate"; gradually form habits and raise awareness of civilized and safe traffic participation...
It is known that the work of installing no-parking signs and marking lines has been prepared right after Vinh City People's Committee issued Document 5550/UBND-QLDT. Immediately after installing no-parking signs and marking lines, Vinh City People's Committee will officially pilot the above solutions.
