Solemn 4th Congress of Ethnic Minorities of Nghe An Province - 2024
On the afternoon of September 26, the official session of the 4th Congress of Ethnic Minorities of Nghe An Province - 2024 (2024 - 2029 period) was solemnly held in Vinh city.
Comrade Hau A Lenh - Member of the Party Central Committee, Minister, Chairman of the Ethnic Committee attended and directed the Congress.
Leaders of Nghe An province attending the Congress included comrades: Thai Thanh Quy - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the Provincial National Assembly Delegation; Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Hoang Nghia Hieu - Deputy Secretary of the Provincial Party Committee and comrades in the Provincial Party Committee Standing Committee; leaders of the Provincial People's Council, Provincial People's Committee, departments, branches, localities and 250 delegates who are exemplary and typical individuals, representing ethnic minorities living in the province.
Solidarity, innovation, creativity, promoting advantages, potentials, integration and sustainable development
With the theme: "Ethnic minorities in Nghe An province unite, innovate, create, promote advantages, potentials, integrate and develop sustainably", the Congress is a political and social event of great significance, an opportunity to evaluate the implementation of the Party and State's guidelines and policies on ethnic affairs in the locality; affirm, honor and commend the contributions of ethnic minorities in the process of building Nghe An province; at the same time, encourage and arouse patriotism, self-reliance, self-reliance, and promote the strength of great solidarity among ethnic groups in the locality.
The ethnic minority and mountainous areas of Nghe An province have more than 1.2 million people, accounting for 36% of the province's population, of which ethnic minorities have more than 491 thousand people, accounting for 14.76% of the province's population.
In Nghe An, there are 47 ethnic minorities living together, mainly concentrated in 12 districts and towns (Ky Son, Tuong Duong, Con Cuong, Que Phong, Quy Chau, Quy Hop, Nghia Dan, Anh Son, Tan Ky, Thanh Chuong, Quynh Luu and Thai Hoa town); of which, there are 5 ethnic minorities living in concentrated communities: Thai, Tho, Kho Mu, Mong, O Du.
In the period of 2019-2024, under the leadership and direction of the Provincial Party Committee, People's Council, Provincial People's Committee and the coordination and sharing of departments, branches, sectors, the Fatherland Front and provincial-level organizations, the drastic participation of districts in ethnic minority and mountainous areas, ethnic work in Nghe An province has achieved remarkable results.
Ethnic minority and mountainous areas have received investment and support from many programs and policies, especially the National Target Program for Socio-Economic Development in Ethnic Minority and Mountainous Areas for the 2021-2025 period, the National Target Program for Sustainable Poverty Reduction, and the National Target Program for New Rural Development. These are very important resources, creating favorable conditions for regional socio-economic development.
The total budget capital to support development investment for the region in the 2016-2020 period is more than 13,400 billion VND, an increase of 1.3 times compared to the 2011-2015 period. The 2021-2025 period according to the medium-term public investment plan is 8,859 billion VND.
Ethnic programs and policies have been implemented openly, transparently, with the right goals, in the right areas, and for the right subjects. Many contents have been effective, contributing significantly to socio-economic development and improving the material and spiritual life of the people.
The average income per capita of the following year is higher than the previous year. By the end of 2023, the average GRDP per capita of the whole region will reach 39 million VND, the poverty rate according to the multidimensional poverty standard for the period 2022-2025 will decrease to 12.48%.
The number of communes, villages and hamlets meeting new rural standards is increasing. By June 30, 2024, the province's ethnic minority and mountainous areas had 10 communes meeting advanced new rural standards; 1 commune meeting model new rural standards, 1 district-level unit completing the task of building new rural areas; the average criteria of the region is 14.34 criteria/commune; 212 villages and hamlets meeting new rural standards.
Implementing Directive No. 21-CT/TU dated February 10, 2023 of the Provincial Party Committee on strengthening the Party's leadership in mobilizing and supporting the construction and repair of houses for the poor and people with housing difficulties with the goal of striving by the end of 2025, in 11 districts and towns in the region, 7,995 houses will be newly built and repaired (3,560 houses assembled, 3,398 newly built houses, 1,037 houses repaired) to ensure a stable life for people.
The work of preserving and promoting the fine traditional cultural values of ethnic minorities in association with tourism development has seen many positive changes. The grassroots political system continues to be built and consolidated firmly, basically meeting current requirements and tasks; grassroots democracy is increasingly implemented better.
In the period of 2019 - 2024, Nghe An province has selected 6,858 prestigious people in villages and hamlets throughout the province. Currently, Nghe An province has 926 prestigious people; the province pays special attention to fully implementing the regimes and policies for prestigious people.
The work of propagating and disseminating the Party's guidelines and the State's policies and laws has always been given attention, contributing to raising legal awareness, strengthening the trust of ethnic minorities in the Party and the State, contributing to stabilizing security and order, preventing bad guys from luring, inciting, and taking advantage. The border situation, political security, order, and social safety in ethnic minority and mountainous areas in the province are stable.

Speaking at the Congress, Comrade Hau A Lenh - Member of the Party Central Committee, Minister, Chairman of the Ethnic Committee respectfully thanked the Party Committees and authorities at all levels and congratulated the achievements of the Party Committee, government and people of all ethnic groups in Nghe An province in the past time.
He praised and acknowledged the efforts of ethnic minorities who have joined hands and unanimously promoted the potential and strengths of ethnic minority and mountainous areas, contributing with the people of the whole country in the current cause of innovation, development and protection of the country.
Emphasize 6 key tasksIn the coming time, for the Party Committee, government and ethnic minorities of the province, the Minister and Chairman of the Ethnic Committee expressed his belief that Nghe An, with its strategic location, many potentials and advantages in forests and seas, and its hardworking, intelligent and studious people, will have strong breakthrough developments. The ethnic groups will continue to promote the tradition of their revolutionary homeland, unite, enthusiastically compete in labor, production, support and help each other overcome all obstacles.
"Building the ethnic minority region of Nghe An province to be economically rich, imbued with national identity, strong in national defense and security, successfully implementing the goals of the Provincial Party Committee, the goals in the Resolution Letter of the Congress, at the same time, Nghe An will be a model for other provinces to learn from, follow and develop together", Comrade Hau A Lenh believes.
On behalf of the provincial leaders and the Presidium, comrade Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Nghe An province seriously accepted the instructions and will work with departments, branches and localities to effectively implement ethnic work and ethnic policies in the coming time.

The Chairman of the People's Committee of Nghe An province hopes to continue to receive the attention, direction and support of the Ethnic Committee and the Minister and Chairman of the Ethnic Committee in the coming time so that Nghe An province can continue to better implement ethnic work and ethnic policies, especially improving the material and spiritual life of ethnic minorities, especially in the western region of the province.
Speaking at the Congress, Comrade Thai Thanh Quy - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the Provincial National Assembly Delegation reviewed the results of implementing ethnic policies in the province, and at the same time, analyzed and pointed out the advantages, difficulties and challenges in the coming time.

On that basis, the Provincial Party Secretary expressed his wish that the ethnic minorities of the provincedo 5 things well, that is: maintain solidarity; maintain upstream resources; preserve cultural identity; be confident, self-reliant, self-reliant, overcome difficulties and rise up; keep the border peaceful; at the same time, request the Party committees, authorities at all levels, and sectors of the province to seriously implement 4 contents so that the ethnic minorities of the province can well perform the above 5 tasks.
After a day of focused and urgent work with a high sense of responsibility, the 4th Congress of Ethnic Minorities of Nghe An province announced the Resolution and closed.
On this occasion, the Minister and Chairman of the Ethnic Committee awarded Certificates of Merit to 1 collective and 5 individuals and presented the Medal for the cause of ethnic development to 5 individuals.
The Chairman of Nghe An Provincial People's Committee awarded Certificates of Merit to 6 organizations and 24 individuals with outstanding achievements in building and developing the socio-economy, security and defense of ethnic minority areas in Nghe An province in the period of 2019 - 2024.
