Step by step building Nghe An into a science and technology center of the North Central region
The Party Executive Committee of Nghe An province has just passed a Resolution on developing science, technology and innovation by 2030.

The issuance of the resolution aims to create a political basis for promulgating mechanisms, policies, and allocating resources for solid development of science, technology and innovation, truly becoming a driving force for rapid and sustainable economic growth of the province.
Thereby, gradually building Nghe An into a science and technology center of the North Central region with a focus on applying and transferring science and technology; promoting the movement of innovative startups.
Develop human resources and structure the scientific and technological organization system in accordance with the national development strategy and key scientific and technological fields of the province.
Specific targets by 2030: Total factor productivity (TFP) contribution to economic growth reaches 50%; investment in science and technology reaches 1% of total budget expenditure. The proportion of high-tech industrial product value in processing and manufacturing sectors reaches at least 45%; Innovation Index (PII) is in the top 20 of the country.
The number of enterprises meeting the criteria of science and technology enterprises and innovative startups increased 3 times compared to 2020; the rate of enterprises with innovation activities reached 40% of the total number of enterprises. Support 6-12 science and technology enterprises to improve productivity and develop new products.
The number of subjects registered for industrial property protection reached 3,000 subjects. The level of technological innovation of enterprises producing the province's main products is quite good compared to the whole country. Human resources for scientific research and technological development (full-time conversion) reached 12 people per 10,000 people.
To achieve the above goals, the Provincial Party Executive Committee agreed to implement 5 main tasks and solutions including: Strengthening the leadership of Party committees and organizations at all levels; improving the capacity and effectiveness of State management of science, technology and innovation.
Enhance scientific, technological and innovation potential through human resource development; mobilize investment resources and develop infrastructure.
Strengthening research, application of science and technology, promoting innovation with a focus on serving rapid and sustainable socio-economic development, firmly ensuring national defense and security, focusing on serving agriculture, industry, social sciences and humanities, digital transformation and smart cities, medicine and pharmacy; protecting the environment, biodiversity and responding to climate change; inter-regional and inter-sectoral connectivity and developing economic corridors.
At the same time, develop the market for science, technology and innovation; promote international cooperation and association in science, technology and innovation.
On December 14, 2016, the Provincial Party Committee issued Resolution 06-NQ/TU on science and technology development for the 2016-2020 period, with a vision to 2025; thereby, science and technology activities in the province have achieved important results, and the goals set out in Resolution 06-NQ/TU have all been achieved or exceeded.
In particular, science and technology contribute positively to production and life, demonstrated through the total factor productivity (TFP) contributing to the province's economic growth in the 2017 - 2022 period reaching 42.1%, higher than the national average.
The Executive Committee of the Nghe An Provincial Party Committee has just passed a Resolution on the development of science, technology and innovation to 2030, aiming to concretize Resolution No. 39-NQ/TW, dated July 18, 2023 of the Politburo on the construction and development of Nghe An province to 2030, with a vision to 2045; which identifies the goal of Nghe An as the center of the North Central region in terms of science and technology; at the same time, focusing resources on developing science, technology and innovation to become the driving force for sustainable socio-economic development of Nghe An province.
Currently, Nghe An is developing a Project to build a Center for Innovation and Startup in the North Central region with the view of attracting the participation of the private sector, especially large economic groups with potential and experience, to implement with the province through attractive incentive mechanisms and policies on land, taxes, and State mechanisms to support enterprises. The Project is expected to be submitted to the Government and the Prime Minister in October 2025.
In March 2024, the Ministry of Science and Technology announced the results of the 2023 Provincial Innovation Index (PII). This is the first time this index has been announced and will be announced annually. Accordingly, Nghe An ranked 33rd out of 63 provinces and cities nationwide in 2023.
The local innovation index is built to provide a realistic and comprehensive picture of the current status of the socio-economic development model based on science, technology and innovation of each locality; thereby providing the basis and evidence of strengths, weaknesses, potential factors and necessary conditions to promote socio-economic development based on science, technology and innovation of each locality. Based on the index, policy makers and local leaders have a scientific and practical basis to identify and select appropriate orientations and solutions for socio-economic development of their locality based on science, technology and innovation.
