Deputy Prime Minister Le Thanh Long co-chaired the conference. The conference was connected online from the Government headquarters to ministries, agencies, provinces, centrally-administered cities, and district and commune-level localities.

At the Nghe An provincial venue, Comrade Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee - presided over the meeting. Leaders from relevant departments and agencies also attended.

Implementing Project 06 and following the conclusions of the Prime Minister, the Ministry of Public Security has coordinated with the Ministry of Justice, the Ministry of Health, Vietnam Social Security, and the People's Committees of localities to prepare the legal conditions, technological infrastructure, data, and resources for the deployment of electronic health records and the issuance of criminal record certificates on VNeID.

To date, the Ministry of Health has created over 98% of the electronic health record data for citizens, with 32,062,931 records. Of these, 14,638,905 citizens have integrated their electronic health records into VNeID, connecting with 12,518 out of 12,693 health insurance medical facilities and synchronizing the data through the Vietnam Social Security to integrate into VNeID.

The Ministry of Public Security, in coordination with the Vietnam Social Security and the Ministry of Health, has created and integrated 911,696 referral slips and 2,629,117 follow-up appointment slips on VNeID, ready for nationwide publication.

The implementation of the Electronic Health Record will help people monitor their health status, use referral slips and follow-up appointment slips through the VNeID application easily and conveniently, without incurring additional costs for the same examination even at different hospitals. It is estimated that this will save approximately 1.15 trillion VND annually on the purchase of medical records for 230 million patient visits.

From the hospitals' perspective, when data is shared between healthcare facilities, it will save time and costs, as well as help to provide accurate and efficient diagnoses in medical examinations and treatments, avoiding waste.

Government agencies can analyze people's health data to compile statistics, make predictions, and formulate state management policies, as well as policies to strengthen and protect people's health.

After more than four months of piloting the issuance of criminal record certificates in Hanoi and Thua Thien Hue, initial results have been noteworthy, bringing convenience and receiving enthusiastic support from the people.

Hanoi received over 45,000 applications, and Thua Thien Hue received over 5,000 applications for criminal record certificates via VNeID. It is estimated that issuing criminal record certificates via VNeID will save approximately 400 billion VND annually for citizens and society.

To expand nationwide, in terms of infrastructure, ministries, departments, and localities have proactively reviewed their data to implement the issuance of criminal record certificates via VNeID.

At the conference, leaders from the Ministry of Health, the Ministry of Justice, and Vietnam Social Security gave their opinions; leaders from provinces and cities made commitments to expand the pilot program for electronic health records and the issuance of criminal record certificates via VNeID.

Implement the "5 initiatives to strengthen, 5 guarantees to ensure"

Concluding the conference, Prime Minister Pham Minh Chinh summarized the achievements in digital transformation; emphasized the initial results in the pilot implementation of electronic health records and the issuance of criminal record certificates, as well as the lessons learned and limitations that need to be overcome.

Looking ahead, the Prime Minister emphasized that the guiding principle should be "only discuss how to act, not how to retreat"; learning from experience while working, avoiding perfectionism and haste; high determination, great effort, decisive action, focused implementation, clear assignment of responsibilities and authority to specific individuals and tasks...

Ministries, sectors, and localities should focus on building "accurate, complete, clean, and active" databases in real time; sharing and connecting data with each other; and based on that, evaluating, planning, and developing guidelines, policies, and setting goals and tasks that are relevant to reality. The data must be connected to the National Population Data Center.

Infrastructure must be seamless; governance and personnel must be intelligent, all focused on caring for the lives, health, and safety of the people, placing their interests above all else; avoiding waste, fragmentation, and inefficiency.

The goal is for every Vietnamese citizen, including those without health insurance cards, to possess an electronic health record book on the VNeID application. By 2025, 100% of medical facilities and 40 million people will be using electronic health records, and 100% of people in need will be able to obtain criminal record certificates through the VNeID application.

To achieve the above goals, Prime Minister Pham Minh Chinh requested the implementation of five key initiatives: Strongly promoting digital transformation in thinking, actions, and awareness; accelerating administrative reform linked to digital transformation; promoting the development of national specialized databases; accelerating the deployment of utilities on the VNeID platform; and strengthening information and communication to create consensus and understanding among the entire population and society.

In addition, five guarantees must be implemented: ensuring the synchronized participation of all ministries, sectors, and localities; ensuring synchronized and smooth infrastructure; ensuring that the personnel deploying the services are competent, competent, and responsible; ensuring that 100% of citizens and businesses in need have easy, safe, and convenient access; and ensuring cybersecurity, information security, and that data is "accurate, complete, clean, and active" in real time.

At the conference, Prime Minister Pham Minh Chinh assigned specific tasks to ministries, sectors, and localities with the goal of successfully implementing the electronic health record and issuing criminal record certificates via VNeID nationwide, bringing practical benefits to citizens and in state management.
