Issuing electronic health books and criminal records via VNeID nationwide
On the afternoon of October 2, Prime Minister Pham Minh Chinh - Chairman of the National Committee on Digital Transformation chaired an online conference to deploy the pilot expansion of Electronic Health Books and issuance of Judicial Records via VNeID nationwide.
Comrade Le Thanh Long - Deputy Prime Minister co-chaired. The conference was connected online from the Government headquarters to ministries, branches, provinces, centrally run cities, district and commune-level localities.
At Nghe An province, comrade Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee chaired the conference. Attending the conference were leaders of relevant departments, branches and sectors.

Save about 1,150 billion VND/year on buying medical records
Implementing Project 06 and implementing the Prime Minister's conclusion, the Ministry of Public Security has coordinated with the Ministry of Justice, the Ministry of Health, Vietnam Social Security, and local People's Committees to prepare legal conditions, technology infrastructure, data, and resources to deploy the Electronic Health Book and issue Criminal Records on VNeID.
Up to now, the Ministry of Health has created over 98% of the Electronic Health Book data for people, with 32,062,931 data, of which 14,638,905 citizens have integrated the Electronic Health Book on VNeID with 12,518/12,693 health insurance examination and treatment facilities and synchronized through Vietnam Social Security to integrate into VNeID.
The Ministry of Public Security, in coordination with the Vietnam Social Security and the Ministry of Health, has created and integrated 911,696 data on referral papers and 2,629,117 data on re-examination appointment papers on VNeID, ready to be announced nationwide.

The implementation of the Electronic Health Book will help people monitor their health status, use referral papers, and re-examination appointment papers through the VNeID application easily and conveniently, without incurring costs for the same examination content even if not in the same hospital. Every year, it is estimated that about 1,150 billion VND will be saved on purchasing medical records for 230 million people.
For hospitals, when data is connected between medical examination and treatment facilities, it will save time and costs, as well as help serve accurate and effective diagnosis in medical examination and treatment, avoiding waste.
State management agencies can analyze people's health data to compile statistics, synthesize, forecast, and develop state management policies and policies to strengthen and protect people's health.

After more than 4 months of pilot implementation of issuing Criminal Records in Hanoi and Thua Thien Hue, initial results have been remarkable, bringing convenience and receiving enthusiastic support from the people.
Hanoi received more than 45,000 applications, Thua Thien Hue received more than 5,000 applications for issuance of Criminal Records on VNeID. It is estimated that issuing Criminal Records on VNeID will help save about 400 billion VND per year for the people and society.
To expand the implementation nationwide, up to now, in terms of infrastructure and data, local ministries and branches have proactively reviewed to deploy the issuance of Criminal Records on VNeID.

At the conference, leaders of the Ministry of Health, the Ministry of Justice, and the Vietnam Social Security spoke; leaders of provinces and cities expressed their commitment to expanding the pilot implementation of the Electronic Health Book and issuing Criminal Records via VNeID.
Implement "5 promotes, 5 ensures"
Concluding the conference, Prime Minister Pham Minh Chinh summarized the achievements in digital transformation; emphasized the initial results in the pilot implementation of the Electronic Health Book, issuance of Judicial Records and lessons learned, and limitations that need to be overcome.

In the coming time, the Prime Minister emphasized that the guiding ideology is "only discuss doing, not retreating"; doing, learning from experience, not being perfectionist, not being hasty; high determination, great effort, drastic action, focused implementation, clear assignment and decentralization of people and work...
Ministries, branches and localities focus on building a "correct, sufficient, clean and live" database in real time; sharing and connecting data with each other; on that basis, evaluate, plan, develop guidelines and policies, set goals and tasks close to reality. Data must be connected to the National Population Data Center.
Infrastructure must be smooth; governance and people must be smart, all for the sake of caring for life, health, and lives, and putting people's interests first and foremost; avoiding waste, dispersion, and division.

The goal is that every Vietnamese citizen, including those who do not have a health insurance card, will own an electronic health book on the VNeID application and by 2025, 100% of medical facilities, 40 million people will use the electronic health book and 100% of people in need will be issued a Criminal Record Certificate on the VNeID application.
To achieve the above goals, Prime Minister Pham Minh Chinh requested to implement 5 steps: Promote strong digital transformation in thinking, action, and awareness; promote administrative reform, associated with digital transformation; promote the development of specialized national databases; promote the deployment of utilities on the VNeID platform; promote information and communication, create consensus and understanding among the people and the whole society.
In addition, implement 5 guarantees: Ensure the synchronous participation of all ministries, branches and localities; ensure synchronous and smooth infrastructure; ensure human resources to deploy utilities with enough heart, capacity and responsibility; ensure 100% of people and businesses in need have easy, safe and convenient access; ensure network security, information security, data must be "correct, sufficient, clean and live" in real time.

At the conference, Prime Minister Pham Minh Chinh assigned specific tasks to ministries, branches and localities with the goal of successfully deploying the Electronic Health Book and issuing Criminal Records on VNeID nationwide, bringing practical benefits to people and in state management.
