Arrangement plan and policy for officials not re-elected for the 2025 - 2030 term in Nghe An

The Standing Committee of Nghe An Provincial Party Committee has provided specific instructions on the assignment, arrangement, placement and implementation of regimes and policies for cadres after the congress if they are not re-elected.

Accordingly, for cadres who are not re-elected (provincial, district, and commune levels), but have 24 to less than 30 months of service left, if they still have the qualities, capacity, prestige, health, and desire to work, they will be considered and assigned suitable jobs (except for cadres who wish to retire early, who will be allowed to retire early but will not have their pension rate deducted due to early retirement and will receive a one-time allowance according to the provisions of law).

For cadres who are less than 24 months away from retirement age, if the locality, agency or unit has difficulties and cannot arrange or assign them, it is necessary to proactively do a good job of ideological work, encourage cadres to retire, basically maintain the same regime and wait until they are old enough to retire.

Cadres who are not old enough to be re-elected or wish to retire early must promptly resolve their regimes and policies according to Directive No. 35-CT/TW, Conclusion No. 64-KL/TW, dated May 28, 2013 of the 7th Conference of the 11th Central Executive Committee on a number of issues on continuing to innovate and perfect the political system from the Central to the grassroots level, Instruction No. 27-HD/BTCTW, the Law on Social Insurance and Government regulations on regimes and policies for cadres who are not old enough to be re-elected or re-appointed to Party committees, the National Assembly, People's Councils, People's Committees, the Fatherland Front and executive boards of socio-political organizations.

Regarding the time of ceasing to hold leadership positions of the People's Council, People's Committee and leadership positions with Party Committee structure but not participating in the Party Committee for the term 2025 - 2030, the implementation is as follows: Cadres who reach retirement age after the congress or are still of working age but are not re-elected to the Party Committee for the term 2025 - 2030 will be dismissed from their leadership and management positions immediately after the congress or at the nearest regular meeting of the People's Council at all levels after the congress. Particularly for leadership positions of the People's Council at all levels, if the personnel prepared to replace them are not People's Council delegates, the incumbent cadres will continue to hold their positions until the end of the term 2021 - 2026.

Commune-level cadres who are not re-elected shall comply with Conclusion No. 64-KL/TW dated May 28, 2013 of the 11th Party Central Committee and legal regulations; in which Conclusion No. 64-KL/TW states: “From the 2015-2020 term, commune-level cadres shall operate according to their term and enjoy the regime prescribed by the State; at the end of their term, they shall not be elected to a new position. If they meet the standards and conditions, they shall be assigned to other jobs according to regulations. If they do not meet the standards and conditions, they shall be dismissed, receive a one-time allowance and pay voluntary social insurance.”

The above contents are clearly shown atCircular No. 09-TT/TUSeptember 10, 2024 of the Provincial Party Standing Committee on Party congresses at all levels.

The Standing Committee of Nghe An Provincial Party Committee pointed out: Assign new Party Committee members immediately after the congress according to the congress's personnel plan and practical requirements.
